Governing Board (GB) meeting on 3/24/21 highlighted new 4CD tenured faculty 2020-2021; J. Noel sent a list of names for reference. Classified Professional of the year, Sandra Mills were also celebrated during this meeting. Several resolutions were also highlighted; the National Womens History and Dr. Chialin Hsieh were also recognized for her leadership in the district. American Red Cross resolution also passed and J. Noel reminded all regarding creating resolutions denouncing xenophobia and discrimination against API. Vice Chancellors contract was also extended; J. Noel will share more in later meetings. Area B meeting took place Friday, 4/2/21. ASCCC V.P. gave an update and shared out what local Senates can do to support API groups during this difficult time. Discussions were around culturally responsive redesign with curriculum committee, prioritizing hiring and evaluation practices and work with administrators and classified staff to find ways for students to express themselves. J. Noel will send out information regarding cultural curriculum audit and this will take place during the summer. Ethnic studies were also discussed; issues union involvement, 10+1, proposal to change to Title 5 language, students taking ethnic studies, graduation requirements and transfer model.5.Communications and Questions (J. Noel) - Continued: Academic Senate President: - ASCCC Plenary on April 15-17th to discuss ethnic studies including a possible toolkit and J. Noel will share with Senate feedback from Plenary. J. Noel reminded all to be mindful of levels of communication as a college and within departments when discussing the issues of ethnic studies. - Legislative 417; Rising Stars Scholars Pedagogy for trauma informed teaching, developing community practice and career development. AB421 addresses career development and equity arising support of credit and non-credit support, AB927 for BA degree pilot, AB1040 for ethnic studies. Ethnic studies will be addressed with Title 5 changes and J. Noel will inform Senate moving forward. Also addressed, AB1111 for common course numbering in system. The foundation report discussed with $4,000 flat raised for 20 scholarships for Spring Plenary; Marci Lapriore is one of faculty awarded the scholarship, 6 scholarships for A2MEND, 12 mentors/mentees for innovation grant. Skyline and City College brought resolutions in support for students affected by military coup. City college concerned with career technical education resolution. College Administration: J. Noel shared the background of Chancellor Bryan Reece 30 years in higher education, 15 years in senior management, 10 years in college administration; V.P. Academic Affairs, Dean and 5 years of private sector management. Taught Poly Sy as tenured faculty for 19 years, Norco College President from 2017-2019 and founder of NPACC (National Policy Agenda for Community Colleges). - C.B. Reece also mentioned that he served 2 terms as Academic Senate President. C.B. Reece shared out 4 key points: - Post Pandemic less than 5% offered for FA21, UF survey says 55% of faculty wants to come back, assess air circulation room-by-room throughout all 3 campuses, big discussions on student services and counseling on campus & we will follow all public health recommendations. - Budget Enrollment 2024-2025 year where hold-harmless will hot apply, if enrollment does not improve, we could lose $25M or more from our budget year after year, need to $15K students to current $52K over the next 3 years, were implementing 3-year enrollment recovery campaign together, spending $10M, bringing in 1 large firm to help us with strategies and technical implementation & timeline starts next year. - Closing the Equity Gap to expand programs (Puente & Umoja) already working for us, to work onboarding transition process; make it easier for students to apply, be creative for social capital into students academic journey, be equity mindedness & reach out deeply to high schools. - Diversity Hiring groups involved in conversations on ethnic studies, students of color need to see faculty look like them, African American studies in my opinion should be taught by African Americans and Latinx and so forth & someone who has experienced whats being taught. - Discussions were around, make it easier for students to get BOG waivers, influence funding formula, change in defining what poor/low income is hence costs to live in the area and were lobbying legislature on hold-harmless two-year extension. - Motion to extend the time by 10 minutes for C.B. Von Bergen) 12 Votes, 1 Opposed, 0 Abstain - Discussions continued Others have same enrollment declines and they are ahead of us on incentives, advertising, etc., maybe find other ways to increase enrollment, downsize management & other areas, concerns in consultants for $10M without looking at data and practical view of situation, retention, dual enrollment & strategies are being discussed and we need to work with the county reaching various groups. - Victoria Adams; President of East County NAACP read out a statement We have been made aware of the issues that youre having with your faculty changes, involving the ethnic studies class. This class is primarily geared towards African American students. Weve been informed that one of the instructor, as you all know, has been removed from the class and has been deemed not qualified for the position. And that instructor has been replaced by someone who is not an African American to teach this Ethnic Studies class as you term it. Our belief, is that is appears as though youre violating your own statement regarding equity, equality and inclusion, which is very disconcerting for us. Ive heard what you said here Dr. Noel and especially Chancellor Reece. What we want to do is make sure that there is an effort to ensure that African American - 5.Communications and Questions J. Noel Continued: students receive a public education that prepares him or her to be contributing members of this society, and we believe that part of that means that it is imperative that they not only have access to the education system, but they have access to teachers/instructors/professors that look like them to help them navigate through this maze that they will be faced with on a daily basis. So, for those of you whose faces I cannot see, I dont know who Im talking to, I dont know what you look like, but you can see what I look like and for an African American student, that means a lot to them; to know who, that is, and what they look like and to be able to say my teacher is black and I admire my teacher, because my teacher is standing before me and imparting some words of wisdom to me and giving me hope. So therefore, I say this to you, that you need to do everything that you can to ensure that this position, is a position that is filled by an African American of black teacher, because it is important to our students for their self-worth. So we, here at East County branch say to you that, whatever you need us to help you do to get through this process, we are here to work with you. And Chancellor Reece and Dr. Noel, you have my information, all you need to do is call. Thank you. Willie Mims also made a statement To the Academic Senate and to the Chancellor, my name is William Mims, Im the Education Chair of East County NAACP. And I dont hardly know any of you, but I think I saw a name I did recognized; was Alex Sample, I think thats the same person I went to school with. Im in total agreement with our current President. Some of the concerns that I have, this is directly to the Chancellor also to the college itself, one of my concern is, what do you have in place to retain and promote the very African American employees you have there now, thats one of my concerns. And so, when I hear that that one of your black professors have been written out of a program; what I mean if this professor has been teaching a particular class four or five years and shes called in to talk about changing the name of the class. Unbeknownst to her that, but by changing the name of the class shes been written out of the class now that was somewhat disconcerting and not being transparent in terms of what the true nature of that conversation. Turned out to be, but the problem that I had is that she has been written out of the class and with the qualifications that come with the particular class she does not fit those qualifications. - B. Reece agrees with V. Adams and W. Mims; this is an issue were trying to address throughout the district, building more diversity in our employee constituencies and its a teaching & learning environment that includes faculty our students will respond to; that approximates what they look like, comes from similar backgrounds. Its a hard issue with lots of tricky areas but we can make decisions together & move forward. - Equity Update S. Kwist shared out updates on professional learning opportunities through the semester and addressing the needs of the students and shared updates on Ӱɴý EEO work. The Tech Equity programs added 500 additional chromebooks and 150 hotspots available by summer, Ӱɴý Stand Against Racism resource tab which house Solidarity with API community, addresses living up to our value of anti-racism and all 3 campuses talking to build shared programming throughout the month of April; when campus and community celebrates API Heritage month. Also an expanded breath of programs for students; wellness kits via pantry, spaces co-facilitated by API faculty and staff, continuing black history month 365; theme surrounding Afro futurism, students and faculty involved in connected series of events, were creating catalog of videos that can be used in curriculum courses, building out our framework around anti-racism, pedagogy conference featuring Dr. Rios, zero textbook program, did two focus flex on universal design for learning and the Presidents cabinet & management council deeply engage in resolutions on racial justice. Additional work being done in upcoming CCC LGBTQ+ Summit, Ӱɴý white supremacy equity study group and updating our Dreamers page weekly with modifications, virtual support and new resources & shared out on USC Racial Equity Alliance. - EEO Update S. Kwist EEO continues to work with the district clarifying refining our equity data for Classified and looking closer at our adjunct. Reminded all to fill out the Employee Engagement Survey, EEOs work also stems from the survey; sharing some insight and how equitable departments use supplemental questions. Kwist shared out Math Department supplemental section quote: Faculty members of the Math Department are committed to learning about equity and antiracism and developing best practices to make learning math more equitable for all students. What does it mean for you to have a commitment to fostering an Anti-Racist learning environment, and how have you or how will you implement your ideas inside classroom and in campus environment? EEO will continue to work with the district on hiring and retaining diverse workforce. GE, CC & SGC Update: C. McGrath of GE shared GEs FALL work of writing descriptors for new GE SLOs; we have 6 new ones, moved reading, writing & critical thinking to college wide as required by Title 5, reduced the GE SLOs courses that had to integrate; streamlined and gave it more flexibility, simplified display of courses for students fast reference, reordering the models in a linear fashion similar to CSU transfer model, working with eLumen through the courses; 56 passed and 6 needs work.
