II. Public Comment Welcome back to another year with the Academic Senate. Thanks for participating. III. Senate Announcements & Reports SGC: Presidents update: enrollment for summer is up from previous year. Parking lots: Covering parking lots with solar panels now to begin until September due to paving and construction. Concern: this was to be a cost saving measure and impact on crowded parking lots. Lot B is already limited due to construction. Parking lot C will likely be most impacted. Question for DGC: Is there any penalty for late work due to contract? President also discussed district budget: new formula for determining classified staff needs should benefit us. New formula for determining operating budget for all 3 colleges will be used beginning this year. New formula for determining classified staffing needs goes to the Governing Board 8/28. Formula would be based on FTEs: have a base amount with an assigned number of classified positions, then on a cutoff basis with a lower percentage for calculating additional classified positions needed. Comment: classified staff could complete some duties currently assigned to managers & faculty; this would result in redefining tasks & contractual changes. Peter emphasized focus on student persistence & retention. The Math Dept is interested in collecting data on student persistence: i.e. why dropping a class. Tag previously made the same recommendation 8 years ago. Every 2 years SGC reps should be elected. DGC: meets 8/28. FSCC: Discussed major topics for the year. (1)Basic skills Initiative: BSI is a statewide effort for Community Colleges to improve success & retention in basic skills class which comes with an infusion of lots of money. Kickoff meeting for the district is at DVC 9/18. (2) Accreditation reporting that staff development has been lacking recently. One goal for this year is to have staff development committee functioning again -- more information to come. (3) Student Learning Outcomes. Ӱɴý is doing well, but district overall needs additional work in this area. (4) Faculty Leadership. A relatively small percentage of faculty are participating on the majority of committees and leadership opportunities within the college and district. More faculty leaders and faculty participants on committees continue to be needed. Comment: staff development is more effective when it is discipline specific. Resurrection of CSOD in some form with Ruth Goodin proposed to be the new management lead. (5) Release for use of student work form. New district form created to address liability issues when using student writings, photos, music, video, or images of students to obtain permission from student for the use of student work/image. This could apply to using student work in a subsequent course or publication. TAG: Likely still working on technology plan and would expect that plan should be completed this semester. GE: meeting next month. An email was recently sent to the campus community and resulted in increased committee membership. Curriculum Committee: No report: not yet met. IV. Minutes Approved Minutes from 5/14/07 approved (13-0-0) V. Agenda Approved Agenda approved (13-0-0) VI. Agenda Items Appointments. Hiring Committee for Director of Marketing faculty reps: Clayton Smith & Curtis Corlew approved 13-0-0. Hiring Committee for Child Study Director faculty reps: Pam Perfumo, Erlinda Jones, Diane Jorgenson approved 13-0-0. The Child Study Director position was previously a temporary position. SGC reps: 3 needed. Barbara Austin is on sabbatical. Brad Nash, Bill Fracisco, Michael Norris (substitute for Barbara Austin) willing to continue. SGC reps approved 13-0-0. DGC at least one faculty rep needed. Erich Holtmann is interested in the position. Letter will go out to campus community for additional faculty interest. FSCC: Will send letter to campus community for additional faculty interest. Other campus committees: Clint Ryan will work on a comprehensive list of committees, representatives, and any term limits. Enrollment management committee needs a rep due to Don Janes retirement. Faculty vacancy on District Research Council. District Research Council helped design Cognos. Currently mostly managers on District Research Council which meets at 8 am at the District Office. Creating, prioritizing & assigning agenda issues for the Senate. You may have noticed all those overflow issues at the bottom of previous Senate agendas. One priority might be larger issues i.e. accreditation that impact campus as a whole. Basic skills initiative is one: assessment checklist and action plan for basic skills initiative will likely be presented at the Senate sometime this year. Concern: campus community left out of some of the discussion. Some leftover agenda items could be resolved quickly, others are long-term discussions. Suggestion for professional development: Newsletter (funded by senate) for faculty with teaching tips & ideas. Idea for prioritizing would be setting focus for senate council members. Suggestion: some issues senate must react to. Suggestion: select one or two major issues to focus on for the semester/year. Suggestion: focus on professional development, improving senate with faculty. Senate structure suggestion: whole vs. representative senate discussion, communication with faculty included under general category. Major categories to consider: Senate Structure, Teaching & Learning, Accreditation, Curriculum/Degree Requirements, Morale. Teaching & Learning would include: staff development, basic skills initiative, institutional reforms. Most senators were interested in Teaching & Learning. Invite Peter Garcia to come & address senate about staff development. What about Ethics? DGC will be discussing ethics at next meeting. Under the general heading of Morale. One goal might be to have senate also proactive, not just reactive when possible. Ethics: last semester voted to have mediators available, but other than notifying president of decision, no further action taken. Senate previously voted not to have ombudsman or a council of elders. Suggestion: two tier system for prioritizing agenda: long-term issues and projects & short-term (one or two meeting) issues and tying up loose ends. Communication: needs to be better with campus community. New building structures have changed contact among faculty. Unfinished issues from last year include the relation between Brentwood and Pittsburg-based Curriculum development. Some items on list require outside input, i.e. curriculum issue needs input from United Faculty. Suggestion: invite Jeff Michael from UF to early senate meeting to begin work on issues which need UF involvement. Contract concern: if we spend a lot of time on contract reopeners, other colleges also impacted and may not have much interest in Ӱɴý issues. Suggestion: issues which impact UF presented at FSCC, then UF rather than Ӱɴý senate directly to UF. Suggestion: focus on continuing to improve morale. Suggestion: prioritized list from senate council for next meeting with a summary of issues. In order to have representative senate to work better, suggestion to have agenda available earlier. Senate council will commit to getting agenda out about a week prior to senate meeting as often as possible. Volunteers were requested to begin work on some longer term projects: Senate evaluations (Nash). Mediation (Huffman Laurie had graciously volunteered at a previous meeting). Teaching ideas newsletter (Lewis). Suggestion: bulletin from senate: what your senate does for you including short summary (Buttermore). Bylaws/constitution cleanup (senate council, Holtmann, Lewis). Filling positions in the senate: a number of senator positions are not filled as well as time for elections for at large & adjunct reps. Election information is coming soon. Reorganization might include reformatting representation areas. Drama has reported they are not included. A number of departments are not represented by a regularly attending senator at this time.
