Faculty can submit concerns to Senate President prior to meeting. District-wide Curriculum Committee: finally going ahead with Satellite Curriculum concerns previously raised in Ӱɴý Senate Curriculum Committee Two new members needed: Occupational Ed & Distance Ed reps needed model. GE (General Education) Committee At recent seminars, faculty seemed positive. Twenty-six faculty attended. SGC (Shared Governance Council) No report: hasnt met since last Senate meeting Question: were recommendations made by SGC regarding websites? Based on the Clarus report and concerns about Ӱɴýs virtual presence, the Webmistress and Marketing Director will be working on a major revision of the Ӱɴý website infrastructure over several months. Departments FSCC (Faculty Senate Coordinating Council) Terrence Elliott, former FSCC Chair/CCC Senate President is now Interim Dean. Fritz Pointer is the new CCC Senate President. DGC (District Governance Council) No report: hasnt met since last Senate meeting Tutoring Committee Drop in tutoring pilot to open later in spring. Interdisciplinary tutoring and triage (referral to other campus tutoring) will be included. Question from faculty: will there be a tutoring center at Brentwood Center? 4, 5Approval of previous minutes Agenda reading and approvalCorrection: GE Committee report: Add 4 to read February 4. Minutes approved with correction (14-0-0). Agenda approved (14-0-0) Evaluation Form Feedback item added to posted agenda will not be discussed today. 6Appointments to committeesDistrict-wide Enrollment Committee: Laura Bernell. Approved (14-0-0) Degree Certificate Task Force: Cindy McGrath, Ken Alexander, Janice Townsend, Bill Fracisco. Approved (14-0-0). There was one more faculty volunteer will get the name for next time. 7CSU East BayDistrict presentation given to Board. Included partnership with CSUEB to offer Ӱɴý & DVC courses at CSUEB Concord Campus. This partnership needed more coordination due to different schedules (quarter/semester). CSUEB course enrollment is declining. District previously proposed 2+2 plan to have District offer lower division courses at CSUEB. Format would have used a cohort format similar to PACE offered on the quarter schedule during the daytime. Pending issues were which district college would host program and sharing costs. Proposal was moving forward and the planned start was fall 2008. Concerns: No needs assessments or interest surveys completed at local high schools. Thirteen community colleges already exist in CSUEB catchment area. Creaming taking the top students in the area is a concern. CSUEB also planning to take over the Concord Naval Weapons Station while also seeking to add lower division courses. Craft Consulting report: 50 post-secondary institutions in the area. Mileage computed as the crow flies not including traffic. Adult learner population (age 25 and up) has been declining over the past 13 years and is a statewide trend. Population of high school graduates also expected to decline. As a result, CSUEB Concord Campus lower division courses will impact enrollment negatively at all community colleges in the catchment area. State Community Colleges System Office is also against the proposal for precedent setting reasons. Board & Chancellor will likely vote against proposal. CSUEB is the first satellite campus trying to expand to include lower division courses. Faculty suggestions: would be helpful to have Articulation Officer at Senate. Child Development had difficulty articulating coursework with CSUEB and getting students credit. Proposal seems to reward institution when they wont accept our lower division courses for students in some areas. Concern: arent we obligated to offer our students more options and choices? More options for more people to get college education & degrees.8Senate Election Process DraftElection committee previously informal basis now formalized. Paper ballots will continue for now. Could online/email voting be a future option? What about absentee ballots or faculty who only teach online? Email attachment and/or online voting to be explored by separate committee at a later time Candidates still submit statements. Ballots with handwritten random number more like the UF ballots doesnt seem needed with envelope signature. Ballot will include double envelope and signature on the outside of the envelope. Counting ballots: results within a specified period of two weeks from the end of the election Election period needs to include two of each day of the week to accommodate faculty that are only on campus one day each week. Recommendation: election committee determine a 2-3 week election period. Election committee will validate election results. Ballots sent by campus mail. Concern: some faculty dont have mail box. In case of a tie, drawing straws will be the mechanism to break the tie. Ballots will be kept for at least one semester. Addendum to bylaws approved 14-0-0 Senate election committee: Michael Norris, Ginny Buttermore, Estelle Davi 9Grade Change ProceduresComing to DGC soon Chancellor requested the creation of a grade change committee to look at issues including security, other procedures wed like to implement and the effect on constituents. Handout provided includes the recommendations. Faculty are more than welcome to check their grades. Webadvisor can go back several semesters. If you find a grade change you didnt authorize, please contact Judy Vroman, district auditor. Concern: seems to be excessive to have multiple managers sign grade change. Dean signs because knows faculty member, Director of Admissions doesnt necessarily know faculty member. Dean is part of faculty chain of command if there is a reason grade change would not be approved. Additions from faculty: Could the computer system not automatically change grades: incomplete grades changed to F only, even if instructor specifies otherwise. Also, faculty get copies of grade changes, but not incompletes. Will check into incomplete automatic programming. Concern: what about adjunct faculty without email? Concern: grade changing scandal due to individuals with Datatel access making changes. Who has access now? Concern: Webadvisor supposed to only allow one roster submitted without doing grade change forms. Multiple faculty have submitted rosters more than once due to typos.
