Henderson shared an article an article, Can Colleges Train Professors to Steer Clear of Micro-aggressions? S. Henderson extended his gratitude to Professor Janith Norman for serving in the Academic Senate as Vice President for two years and At-large Career and Technical Education Part-Time. Everyone clapped and thanked Janith Norman. 3.Educational Presentation HSI STEM & STEM Program (Akilah Moore & Ryan Pedersen): R. Pedersen shared with the group the good news of completing the 5 year HSI Grant of a little over $4 Million for STEM; it ran out on September 30, 2016. We applied for the next grant however we were not awarded the next grant cycle. R. Pedersen shared some of the major projects that was funded by the HSI Grant such as increasing the number of STEM students here at Ӱɴý and the STEM enrollment has increased dramatically, built the STEM infrastructure by funding sections of classes for growth in FTES, built temporary lab in Brentwood to recruit more STEM students, provided new equipment and additional supplement to Science department budget temporarily for student to have more opportunities for higher level research, Engineering students going to NASA in Texas and developed a tool that was patent along with top tier IV league schools and out-performing them. The tool is now being used by NASA Astronauts out in the coast of Florida for additional testing. There was also the articulation part of the grant; behind the scenes to identify the top 30 of the schools that have STEM students transferring to; Marie Karp went through every single one of those programs to identified all the potential articulation gaps with agreements and formed hundreds of new articulation agreements with those schools to fill in all the specific courses for students majors. We found through it that there are certain gaps that probably exists for all majors; STEM advised to really look into it to develop a real robust system; to take the time to actually go in there and find how many gaps really exists. We were able to clean up hundreds of those gaps. From a students services perspective; the focus of the grant was our MESA program. MESA program has been widely successful. Every student in MESA program are both educationally and financially disadvantaged. Both criteria has to be met to be in MESA however if they do not meet both of those criteria, they will be placed as an ASEM students and still receive a lot of supports. MESA STEM students has a near 90% success in their STEM courses and they are diverse population; 17% white in MESA program, really doing a lot for the under-represented population. Weve met our objectives of the grant and have a lot to be proud of. A. Moore shared a history of the STEM program and moving forward projects for STEM such re-branding and trying to create our name here at Ӱɴý and the community of what STEM was; Grant, MESA and all of the STEM programs and departments; together make-up the STEM program here at Ӱɴý. A. Moore shared more activities that was done for the STEM program such as; website, sending out information to students with STEM majors and local community, STEM Jam; one week of different workshops for incoming students to get an idea of what they could be involved in and the STEM Mixer Get to know your Professor. A. Moore also shared that we will be moving forward with the STEM program even without the grant and some of the changes in positions of the STEM program such as STEM Connector to end this month and we are able to work with the STS Academy through Pittsburg High School; PHS will funding all of our Ambassadors to go to PHS to tutor in STEM classes and we are also working on a contract with one of the middle schools for their AVID programs to pay for our tutors. We want to continue to get STEM out there into the high schools and the community and to continue to build our STEM program. A question was asked of how many completion rate for transfer from the African American students. No definite number was provided; it is measured by departments with STEM programs and all are separate. African American students are still under-represented in STEM program. The STEM population of African Americans are still 9% versus 16% campus wide and less gaps in Hispanic STEM students. There is an engineering program here at Ӱɴý. The access is low as well as the transfer areas however they are all each separate departments. M. Stricker reported out during item #4 from FALL 2013 report for the Engineering & Physics departments; success rates are 60-85% and 10% of that are of African American students. 4.Senate Announcements and Reports (S. Henderson): 3SP Next meeting is on Dec 6th. In Nov, they discussed the common assessment, multiple measures and starfish implementation update. CC Last meeting coming up next week and with a full slate for this semester. DGC Discussed smoking policy however have not met; no other report from the last one. EEOC Have not met however Abbey Duldulao, Tamara Green and Ruth Goodin have met with Dio Shipp and Gene Huff at the District Office and had all their questions answered and will be reporting out in SP17 in January or February ASC meeting. FSCC Will not be meeting until next week; the final meeting for the semester regarding checking MQs. GE Scott Hubbard not present and emailed; no new updates. M. Stricker gave a report out of African American STEM students See #3. Legislative Liaison Report California bucks the national trend. The nation goes one way and we go the other. Gilkerson, P. Wilkins & C. Diputado): T. Gilkerson; Vice President of Academic Student Affairs of Contra Costa College shared the history and its branches of the District Distance Education Plan with the group; one of the strategic goals adopted in 2014 was to look at expanding and how to better support distance education district-wide. The committee has been trying to do a strategic plan for a number of years and had a listening session back in September with 40+ people who attended (some from this group) and gave their feedback. 7.Distance Education Strategic Plan (T. Gilkerson, P. Wilkins & C. Diputado): T. Gilkerson shared the 5 core questions that were asked for the purpose of the feedback session; not all questions were mentioned however its on the report/supporting documents for the group to examine. Question #1 (mentioned); What do you believe is the fundamental goal of offering distance education option to students? Feedback was grouped by interest and color coded based on the number of votes. Feedback were also shared with all the Academic Senates, Distance Education committees and other bodies of colleges such as here at Ӱɴý. T. Gilkerson also shared the Distance Education 5 Year Plan Strategic Goals: 1) Develop Principles of Excellence, 2) Enhance Professional Development, 3) Expand Student Support Services, 4) Improve Technology Infrastructure and Support and 5) Strengthen District Support for Coordination and Continuous Improvement. S. Henderson shared that the District is still searching for resources to implement this and T. Gilkerson shared that the only enrollment consistent growth in the district for the last ten years is the distance education; across the board. She also explained other ideas of funding and the talks within the cabinet for funding is now in process. Canvas will be free to the District for a short period of time, but not known how long. It was recommended to have someone there at the district to do online test proctoring. T. Gilkerson said that this may be part of the technology infrastructure of the project; funding for this is something that the District is looking into and the online test proctoring demo is on the Distance Learning homepage. It was also recommended to widen the services provided through Distance Education not only for the older and white students but also for adding services to the African American/Latino students for equitable student outcomes. K. Horan added one of the Accreditation Action Improvement Plan was to develop Distance Education Plan, Ӱɴý stopped the process when the District initiated theirs and now Ӱɴý has resumed again through a sub-committee in Curriculum Committee. Gunder shared (in packet) the New Instructional Program Proposal Phase 1 form on Non-Credit ESL and ESL Curriculum Map. Its a conversion of ESLs two lowest levels; 3 and 4 below levels transfer to convert them into Non-Credit. These classes are Basic Interpersonal Communication classes; foundational classes where students do very well when they move onto the credit classes which are more academic. Credit and Non-Credit classes will all be under one umbrella with a single set of PSLOs that they are achieving. The classes will be much more attractive to our community because they will be no fee/no tuition and will not compete with the adult education as some adults in our community still do choose to go to adult education for ESL; its more a collaboration bridge program. N. Ybarra explained the history of Non-Credit Instruction and its low ratios of Non-Credit courses due to low reimbursement on FTES rates whereas to now with the Adult Education Block Grant, we are able to provide Non-Credit courses with the same reimbursement as a regular FTES rate provided it is in certain particular areas such as ESL, CTE and some Basic Skills. Huffman) 14 Votes Unanimous 9.FSCC Minimum Qualification Checklist Discussion (S. Henderson): S. Henderson shared the Check-Off List to establish minimum qualifications during hiring faculty by the FSCC to be placed in employment packet based on the discipline when an individual is on an interview committee, they will know clearly the MQs. DVC & CCC approved the form. It was recommended for this form to be included in the application packet so that the applicant will be the one to fill it out. Discussions were around minimum qualifications and equivalencies, scenarios were presented and discussed, different governing system, teaching guidelines, imminent domain, Uniform Selection guide, paper screenings time, verifying transcript, human resources role, foreign degrees that have been evaluated and validated (not on this document), HR uses a list on foreign degrees, challenge on the degree because of the individuals grade on their degree, double checking in committees, meeting guidelines through various MQs and having different interpretation, do not recommend for HR to do the form (hiring timeline will double), #3 Masters degree match and responsibility of applicant. Various recommendations were raised: not add another paper process; redundant & criteria for MQs - technology populated no votes. Henderson shared that it has been voted amongst DVC and CCC that approved the form. Its 2 out of 3 which will pass however it still needs to be presented. Henderson gave a brief history of the process of Code Alignment Pilot Project in search of a Canvas Expert to help to code all of CTE courses in terms of their coding numbers. L.
