Legislative Report 1) The House passed their version of the Tax Bill and its extremely hostile to college students and former college students. It eliminates the deduction for interest paid on student loans; makes it harder to pay off student loans. It forces graduate students who are getting their tuition paid for because they are doing work the department to treat their tuition that theyre not paying as income and to pay full taxes on it. This passed a few days ago from the House and it still needs to be reconciled with the Senate. 2) General budget will cut Pell Grants by a lot and will impact our enrollments in the future. Huffman): L. Huffman presented information and history FLOW, Flex Learning Options for Workers program. Constituent groups concern is that this is moving really fast; the mandate came out in June and with 3 options and 2 additional unknown options that are currently being researched. L. Huffman presented the 3 Options: FLOW unit with statewide mission within an existing campus. FLOW consortium of colleges hosted by an existing district. New FLOW district, operating under the CCCCO and fully competency-based. They are asking for input within 2 days. Giving us two weeks for us to get through all information; Vision for Success and come back with some comments. Anyone can respond and you dont have to be in the committee. L. Huffman will send out the URL address for submitting responses. District Online Committee and College Campus Committee have already submitted their responses. L. Huffman asked all to go back to their departments and request feedback. They want us to choose an option and make comments or possibly use ASC design structure. Target audience is 45% Spanish speaking households. Unsure of specifics for the online courses; designing the courses, where is going to be housed, whos the instructional designer, pedagogy and methodology are they using to design courses and etc. Theyre considering implementation in January 2018 and investing a lot of money a little frightening because its so quick and moving fast. Theyre also creating an online venue for Spanish speakers due to Spanish speakers have mobile devices; that was their criteria. The technology may not work. C. Smiths idea is to go to Southern California and create a pilot online college or FLOW project before implementing it in Jan. Discussions were around distinction between Online College versus the OEI Initiative, CTE courses, laboratory, hybrid course, ACCJC, access to lab, using statewide data; CTE design, problem is these arent people that have studied pedagogy and methodology design, pilot is a great idea, its another level of instruction, content quality of in-class courses, regionally not everyones needs are the same for online instruction and target these areas to close the achievement gap, access and using cell phones for online courses, possibly issuing laptops to each students, access to wifi; wifi are lacking access at home, all they can do is text message and call, discussion boards cannot be done without wifi-just because a student has access to a cell phone, doesnt mean they have access to internet, if students do not access their online program, students are called and credential stacking. These courses will often need to be design in English and Spanish. The industry has gone online. Complete online degrees can serve other communities across the nation. It helps International students. It was suggested to have continued discussion regarding the pros and cons. L. Huffman shared the link for comments: HYPERLINK "http://doingwhatmatters.cccco.edu/ForCollegeLeadership/FlexLearningOptionsforWorkers.aspx" http://doingwhatmatters.cccco.edu/ForCollegeLeadership/FlexLearningOptionsforWorkers.aspx. 8.Associates of Arts in American Sign Language New Program (L.
