Equity Training (Hour) Program will be discussed on December 7, 2015 meeting Information documents were provided and attached. FSCC Suggestions Adjunct mentorship ideas are to be discussed. S. Henderson shared an article regarding Medical Students Learning Through Songs S. Henderson announced that Cheryl Aschenbachs presence to help discuss ASCCC Noncredit Seminar is on Dec 7, 2015 ASC meeting. S. Henderson encouraged everyone to attend if they can to various African Diasporas/Speaker Panel and Music Event Event list was attached. The UC/CSU Path cleared for Statistics Pathways (article attached) will be discussed during item #10 of this agenda. Educational Presentation Student Retention & Support Services Teresea Archaga Student Retention & Support Services Unit; formerly the Student Re-engagement Office. T. Archaga introduced the Team; Jeffrey Benford (Head of the Unit), herself (Director/daily operations), Letta Green (Minority Retention Specialist), Robert Delgado (Office Assistant II), Lauren Beliew & Mark Yamamoto (Designated Counselors), Veronica Green house & Roman Smith (Student Office Support) various positions to be set as permanent positions in SPRING 2016. The Units focus is to engage with undecided students, academically underprepared and students who have been placed on Academic and/or Progress Probation and/or Dismissal. Students with gaps in the process; 1200 students with missing component; orientation or Ed planning. T. Archaga presented the STARFISH F.L.A.G.S.; Fostering Learning Achievement and Graduation Success coming SPRING 2016 is STARFISH Early Alert System the implementation of software will assist at-risk students offering opportunities for instruction and student services assistance.3.Educational Presentation - Student Retention & Support Services Teresea Archaga T. Archaga explained previous model (yellow alert form) versus new process using STARFISH system which will be coming to Teresea directly, she will send out notification right away that faculty can access online. T. Archaga explained the goals of STARFISH; supports team approach, successful course completion (C or higher), assess TOUCH an impact on retention/faculty will know what happens to students ones the FLAGS are raised. T. Archaga encouraged everyone to attend the scheduled (list provided) conversations or if they are not able to attend to email T. Archaga with their questions or feedbacks. December 10th session is open to students. Currently theres 439 students the Unit is working with and over 1,100 students that are in academically distressed. Benefit of the STARFISH program is that it will touch every student that are enrolled here; all students will have a STARFISH profile. 4.Senate Announcements and Reports (S. Henderson): SGC There will be a change in the foundation structure for Ӱɴý and the other two colleges; different model that will impact our budget. The Chancellors office will list proposals to go through DGC to update business practices. CC Normal business. TLC Last meeting will be tomorrow, November 17, 2015. Still looking for TLC Chair for FA16. T. Rust requested for references to send his way. GE Cindy McGrath has graciously accepted to continue as GE Chair for SP16. Still in search for GE Chair for 2 year term starting FA16. T. Rust requested from everyone ideas of better way of spreading the word out for facultys commitment to get involved with committees. T. Rust will send out an announcement for TLC and GE commitment for FA16. FSCC Last meeting was cancelled due to conflict with District Board meeting however the group has been talking about Equity Hour trying to encourage more input on Canvas (software program). CCC has also looked at Incomplete Form S. Henderson will place back on the agenda; FSCCC would like all three Senates to explore a uniformity on usage of Incomplete Forms. Legislative Liaison Report No report. Accreditation Steering Met and got ready for the follow up visit. J. Norman talked to Dr. __ (no recollection of her name); was impressed during her visit and feedbacks she received. She asked about RAP proposal issues and college recommendation form issue and discussed the Brentwood campus. J. Norman is expecting a great follow-up report. She commended about transparency especially with Ӱɴý. Planning Committee Majority of the meeting was about closing the loop effort. The members of Planning Committee (mainly the Deans) were wondering why that particular follow up was being presented to our (ASC) group; lengthy discussion took place. EEOC E. Holtmann (Ӱɴýs District EEOC Representative) attended todays meeting and gave feedback and report on EEOC current status: Equal Employment Opportunity Plan the Senate considered a couple of years ago has been worked on at the District level-Tammeil Gilkerson. E. Holtmann has pointed out some of the biggest changes at the District level; the word Minority got removed from Title 5 and removed from EEO Plan and placed with Monitored Groups. Monitored Groups include males, females, American Indians; same language as in Minority groups and it only says in Title 5 of what they are. Senate feedback from a couple years ago, cultural humility instead of culture proficiency; it has been incorporated to the new draft (page 8) E. Holtmann requested for suggestions on definition of cultural humility and to send it to him and he will then bring it back to the District.4.Senate Announcements and Reports (S. Henderson) - Continued: Senate had previously looked at Secton 12 (4CD EEO Plan 2014-2019) Recruitment and Hiring process focusing on adverse impact not defined clearly. Previous Senate concerns were recollected of not being defined very clearly E. Holtmann referred to page 1 (HR Procedure 1010.01) and read the stated definition of adverse impact. Adverse impact is used in hiring process for applicant pool minimum quals for desirables; paper screening, interviews to Presidents selection. Each stage are monitored for adverse impact and if there is adverse impact, hiring process would be stopped, recruit more people, go back and assess interview questions. Questions and discussion were about adverse impact, hiring process, not enough diversity, faculty diversity comparison between campuses, tenure tracked positions and E. Holtmann asked Senators for feedback that he can take back to the District. DGC Standard business, the document of procedure in case the Administration decide to change a department, review our Program Reviews and validation process lack of integration between student service and instructional programs and reviewing our SLOs. Terms are from start of SPRING 2016 to end of FALL 2017.8.GE Requirements Nursing (RNURS-022) Approval for College Catalog (S. Hubbard for J. Bent): S. Hubbard representing Nursing explained the request from Senators for RNURS-022 as a general education requirement in AS in Registered Nursing. S. Hubbard explained the requirements break-downs (listing attached). Health is no longer a requirement (its been a year now) although a student will have to take one of the Natural Sciences as a GE; the issue here is not the Health requirements, its the Natural requirements. Discussions having the first year nursing class satisfy the GE Natural Science requirement, approving by the GE Committee first, is it going to be available to all students, having a box thats only available to one category of students (asterisk on the catalog only Nursing students can satisfy their general Natural Science requirement), previous counseling procedures and will GE approve this. Tabled to 2016 - Nursing will have to present to GE first for an approval and then ASC on SPRING 2016 agenda. 9.DE Committee Canvas Course Management System (P. Wilkins): P. Wilkins explained what an OEI is Online Education Initiative and what CCMS is Common Course Management System and Ӱɴýs position pertaining to this. P. Wilkins and C. Diputado also explained the state funding, deadline for D2L is up until June 30, 2017 and we have to go out through the formal process again (open call), through State of California we have the ability to go through the canvas management system for 4 years for free to the District for all of our colleges and close to $400,000 savings per year. If the State of California intend to secure contracts with Canvas after 4 years, it will cost 20% of the retail cost. Discussions were about Canvas comes with items that we do not have w/ D2L; Canvas has 24/7 technical support for faculty and students, various tutoring options, social media type site (similar to Facebook), very visual, mobile accessible (iPhone, iPads, etc.), mathematical options that are being offered, intellectual property (contract in State level) are in negotiations with lawyers, students who tried it favored the Canvas. Anything you place on Canvas, they can use it however they want however its being researched and investigated right now Canvas cannot use copyright materials that we are using for classes. If we get in April 2016 Cohort, try out the program during summer & fall 2016 and go live in summer 2017 and the next window is October 2016. Rust explained changes in Acceleration project in terms of Equity with long list of prerequisites on students long term goal of Math & English, offering alternatives to count as completing AA degrees, achievement gaps, AB-770 and accelerations of student programs. Discussions were around Math remediation, reaching transfer level, offer students different pathways, AA degrees/transfers, Math mediation, transferred level Math, discuss alternatives to Algebra II for the AA degree, UC & CSU has changed and Title 5 hasnt caught up with it, more opportunities for students to be in different pathways, students taking conditional route, study of achievement gap for African American being eliminated and making this a Resolution for State Plenary. Henderson): Current ESL Designation 50% PT Equity Plan-Discussion: S. Henderson did talk to President Bob Kratochvil not having an ESL FT Counselor this should have been submitted through RAP. President Bob Kratochvil will talk to David Belman and will also do a little bit more research. To bring back to ASC meeting in SPRING 2016. Discussions were around Box 2A process, recommendations to the President, categorical and grant funded, USCG, final decisions, the institution is failing the ESL program by not being funded properly, problems with the process itself; data being used and how the voting system occurred to approve different funded activities and when it was sent through the approval process none of the data was looked at and not shown how the data was used, enrollment being strong and our institutional support. Gunder created and listed committee memberships around Ӱɴý campus with categories and inventory tool presented at this meeting. S. Henderson to send the inventory tool to Committee Chairs to begin to collect committee information; committee representation, memberships and procedures to come up with campus committee requests guidelines. Discussions if a group wants to develop a committee, the group should approach Academic Senate first for an approval based on committee guidelines, growing committees needs a home on our campus, maintenance is a challenge how do we keep it updated and online, policy body and it should be at the policy level policies shouldnt change that often and implementation should be managed by its committees, place link online and committee chairs will update their own pages, distinguish all committees and indicate terms of service. S. Henderson will send the Inventory Tool to committees and this item will be tabled for more discussions in SPRING 2016. 14.Ӱɴý Education Report/Final 2014 (L. Giambattista): L. Giambattista explained the District/3 Colleges Presidents presenting Educational Planning Report process; including Program Review, Curriculum and Planning. It gets presented however we never a have a chance to look at it. Senators would like to see it and discuss before it goes to the District before it gets presented. S.
