Consultation Committee Will be meeting on Thursday and we will have the budget for the Senate completed. Curriculum Committee Passed a large amount of Course Outline of Records. There will be activities during Flex for COORs. The last Camp COOR for this semester will be December 4th. Faculty Senate Coordinating Council (FSCC) Drafted a resolution regarding CCC and DVC tentatively thinking about not replacing their retirements and resignations, instead keeping the monies that would be used for replacements. Peter Garcia has stated that he would replace retirements. While this resolution is not as critical for Ӱɴý, in the future if the budget worsens it could become so. At this point in time, the individual colleges make the decision as to whether or not they will replace retirements and resignations. The colleges still have to adhere to the 50% law, 75/25 ratio and other State mandates but, they may decide what to do with the money if they do not replace retirements and resignations. Technical Advisory Group (TAG) Discussed the new stance in IT customer service. There were some nice comments regarding customer service in IT. The assumption that IT will not replace or assist with Macintosh software or hardware has changed. They have just purchased two new MacIntosh labs and are more than happy to assist those who have old Macs. They will also help with negotiate with Apple, Inc. The subject came up regarding classes that require students print out their assignments from the computers in the labs, due to the new policy that students are required to pay for printing, there is a dilemma as to how these printing will get paid. Clint stated that TAG does not yet have a total on how much these fees will amount to. There are Unit Cards that the departments can collectively decide on the amount(s) on the card and those can be used for classes that need to print (i.e. Business courses) as part of the course(s). The Unit Cards can be requested from the departments. There will be an e-mail going out to faculty in the near future regarding this issue.4,5Approval of previous minutes Agenda reading and approvalMinutes approved with one correction: Item #9 first line under History & Discussion comprised of 3-4 2-3 people who (14-0-0) Point of Order: The concern was raised that there may be a conflict of interest with a part-time faculty member serving on both the Local and District Enrollment Management Committees considering that when courses are cut from a department part-time faculty taught courses are cut first. In the future it is suggested that the Senate look into any conflict of interests that may arise with appointees before they are appointed. (14-0-0)7Textbook Advisory Committee History There was discussion at the last meeting regarding the Textbook Adoption Guidelines. The handout was sent out electronically along with items in a discussion held with Bob Estrada regarding the guidelines. Questions and Comments Some publishers are starting to rent textbooks to the students, and how this will work with the Bookstore also renting textbooks. If students buy the textbooks directly from the publisher there is no buybacks. Chegg.com is a rental textbook website and for students who do not want to keep the textbook(s) this is a cheaper way to utilize the textbook for the semester. With minor changes to new editions of textbooks some instructors will accept the last edition and the new edition for their course(s). The Ӱɴý Bookstore will allow buybacks for the previous edition if that edition may still be used by an instructor. Motion is moved, seconded and passed to approve a vote of confidence for the Textbook Adoption Guidelines. (14-0-0)8Hayward Award Nominations (See Handouts)Review and Comments There are two candidates for nomination for the Hayward Award and they are Janice Townsend and Tue Rust. Their applications, CV and educational philosophy are included in the handouts. A testimony from the Department Chair is given on behalf of Janice Townsend. A testimony from a fellow Math Instructor is given for Tue Rust. Vote Janice Townsend ( ) Tue Rust ( ) Janice Townsend is approved for the nomination of the Hayward Award.9Timelines for submitting proposals for awards and recognition from the SenateHistory A month ago it was suggested in the Senate that a timeline and/or guidelines be compiled for the handling of various awards that are given on campus. The State Senate is inconsistent with how much time it gives the College Senates to submit their nominations for each award. Faculty should have at least 2-3 weeks to complete the packet(s). Letters of support from Academic Senate or Administration should have at least a week to be written. The Academic Senate should have at least 1-2 weeks to review the packets. Should a time constraint become an issue the authors of the nomination(s) will receive more time to complete the packet(s) than the Senate to review the nomination(s). The total time before the nomination is due to the State Senate is dependent on how much time we are given from the State Senate. For example if we are given 3-4 weeks then the nomination authors get 2-3 weeks to complete the packet and the Academic Senate gets 1 week. If we are given more time then the Senate is given more time to review the packets. Comments and Suggestions A suggestion is that even though we are not sure exactly when award nominations are due a year in advance or the conditions of the award recipient, we do have a general indication as to a timeframe as to when the award nominations will open. The Senate will generate a calendar at the beginning of the academic year as to when generally the award nominations are due and it will be distributed to the faculty. There is a suggestion that it be noted on the timeline/guideline handout that nominations should be sent electronically to Clint to ease distribution. The Senate Recognition/Award Proposal Submission Timeline concept is approved with the addition of a statement requesting nominations be submitted electronically and with a general calendar as to months when Senate awards/recognitions will be due. (14-0-0)10TLP Leadership & Location amongst college governance (See handouts)History, Comments and Suggestions The two main issues for TLP are who will lead it and where does it fit into college governance. One of the handouts is an e-mail from the TLP Committee. Throughout California community colleges some SLO/TLP Coordinators are part time or full time faculty with 0.25 release time, others are full time faculty and have 1.0 release time. The members of the TLP Committee consist of the TLP Coordinator, College Researcher, Distance Ed Chair, General Ed. Chair, Occupational Ed. Chair, Faculty Lead of Student Services, Faculty Lead of Library Services, Senior Dean of Instruction, Senior Dean of Student Services, Senior Dean of Information Technology, Dean of Liberal Arts & Sciences, Dean of Occupational Ed., CSLO Lead, Interim Support Coordinator (assist in facilitating) and a Student Representative. Suggestion: create a more balanced leadership purview specifically among PSLOs. Comment: rotating leadership for the coordinator role may not be a good idea. It might be better to look at one individual holding the coordinator position. Comment: if the TLP Committee will be making recommendations that affect academic and professional matters then according to Title V and Ed Code it would need to be under the purview of the Academic Senate. The way to rectify this situation is to make the TLP Committee a joint committee with joint responsibilities and joint purview, and have it report to the Senate, SGC and Office of Instruction. Comment: a concern is the TLP Committee should report to the Office of Instruction due to the fact that there are more managers there and more management oversight of this committee is needed. Plan Michael stated that he will get try to get a Memorandum of Understanding from one of the SLO Coordinators at another California Community College, to get an idea of how the joint committee model works and the TLP/SLO Coordinator position as well. 12Release Time Senate SuggestionsHistory The issue is the 5.0 release time load that is handled by the campus (internal load). Due to the new model in process Ӱɴý now has to pay for that load. Previously, Ӱɴý would have this release time and we would inform the District that we would have part time faculty do the C-contract work that would replace faculty who are getting release time. The District would put out the C-Contract Budget the spots that are extra would be filled in. Comments and Suggestions Suggestion: take one of the retirement spots to pay for some of this release time. Suggestion: to get the functions for the release times on the statement. Once we have an idea of the tasks of these release times then look at it closely to see what would be institutionally sound for us to do, which positions actually use and need this release time and which do not. Michael is open to any suggestions that the Senators are their constituencies may have.
