II. Public Comment No report. III. Senate Announcements Box 2a met today at the district. There are no new full time positions. All renewing vacancies or retirements this semester will be filled. Ed Program Review met from Ӱɴý. There are no programs that are in trouble. SGC: The president reported that Ӱɴý is in its final stages of selection for the campus architect. Chevron will meet with SGC on November 8th to discuss solar panel covered parking areas. SGC has requested written recommendations from TAG regarding myspace.com. Associated Students: Ramon wants to go into classrooms to regroup the student senators. Bruce talked about the resource allocation model and the timelines with online education. There are some offices that arent used very often. He was advocating moving the computers from teachers offices and relocating them to be shared. Planning Committee: No Report. DGC: No report. FFC: No report. Compressed calendar: No report. Student Services: No report. Distance Ed. Committee: No report. IV. Minutes Approved 10/23/06 Minutes Approved 13-0-0. V. Agenda Approved Changes to the agenda: Uniform enforcement of student code of conduct should be discussed before the other items because Art is here to discuss the topic. Agenda Approved. 14-0-0 VI. Agenda Items Uniform enforcement of student code of conduct: There is concern about the uneven enforcement of rules regarding the student code of conduct. There is a question about whether or not we should have uniformity. There was talk about academic integrity and behavioral issues. There were some safety concerns. Art Alatorre is here to discuss some of these concerns. We do try to make the enforcement of the rules uniform in order to be fair and equitable. Two people that are involved in a fight receive the same discipline. The uniformity is district wide. These are serious issues where people are kicked out for a year. There are certain things that are left for the faculty to decide. We are getting younger students that are bringing their high school behavior into these colleges. There were four fights in the first month and a half of the semester. Three of the four fights resulted in everyone involved being kicked out for one year. It is not exactly a zero tolerance policy; we are trying to be reasonable. The students involved were 18, 19, or 20 years old, and they were shocked by the harshness of the penalty. The students are adults, and there is a certain type of behavior that is expected of them. Students dont realize the seriousness of a fight. Faculty has a tendency to ignore inappropriate behavior among the students. Inappropriate behavior should not be ignored. A lot of these students are adults that are acting like kids. Some colleges have some form of a peer court, where the students have a chance to defend themselves; has this been considered at Ӱɴý? The problem with something like that is that people are not readily available. The process could not be completed before the student missed too much class. It is important to make sure that people feel safe here. Students are saying that they are going to bring a gun because they dont feel safe. We havent really had any major incidents since the beginning of the semester. Threats shouldnt be taken lightly. It is scary to have someone come back without learning a lesson. A lot of it is education. Maybe we can include something in the orientation about the appropriate behavior of students, and the consequences that result from fights. It might be better to talk in a developmental sense, explaining to students that they are adults. How can students appropriately resolve conflicts? We should have more uniform enforcement on some of the more mundane policies, like drinks in the classroom. It is up to the instructors to make that agreement. Some teachers will put up with a lot of things that they dont have to put up with. Teachers have the right to kick students out of class. If there is a fight that breaks out in a classroom, the students are usually not going to want to leave. There is not exactly a correct answer. It is up to the instructor to go get help. Sometimes it is hard to find help. Maybe we should have emergency call phones. Should include cheating on the next agenda? Yes. Consent Calendar: Nothing. Appointments to Distance Ed. Committee: Jeff Frates, Curtis Corlew, Frances Moy, Laura Huffman, and Madeline Puccioni have all been appointed to the Distance Ed. Committee; Joanna Folino is the alternate and Clayton Smith is the district rep. Educational Planning: program discontinuance: There have not been any real changes to the draft of the procedure from the last meeting. This is an action item. Are there any objections? There are no objections; the procedure is approved. Academic Integrity in Courses Offered in Shortened Time Frames: The State Senate is recommending that when a course that is three or more units is offered in a time frame that is fewer than six weeks, the local curriculum committee here on campus engage in a separate review. There has been some discussion that those classes are under separate review here already. Not exactly, they have done this, but not with three unit courses. There arent a lot of classes that are less than six weeks here except for during the summer: there are two four week semesters, one eight week semester, 1 six week semester. Should we not follow this recommendation? Should this be discussed further by the Academic Senate? Should we pass this on to the curriculum committee and have them send it back to us? Yes. Information Competency Requirement: This is a recommendation that encourages colleges to have an information competency requirement. The Academic Senate voted in favor of this. Is this something that we want to pursue further? You cannot pass an English 100 class at Ӱɴý without at least some information competency. If we are going to say that we meet the requirement, then we should make sure that we do. The college can develop a list of classes that include information competency and maybe one class that specifies in it. It is not a requirement; we can say that we think we are okay on it and move on. Should we change the computer literacy requirement to information competency? No. Maybe we can combine the two. The general ed. Requirements here are fairly stringent. By the time that a student gets through the program, her or she would have done all of these things. Is it going to be required for the certificate of achievement? It would just cause a lot of problems. If we dont pursue this, what might be coming down from the state senate that we arent prepared for? Nothing yet, but maybe in a couple of years. Should we pass this on to the General Ed. Committee? No. Will it have any affect on accreditation? The Academic Senate should not pursue this. State Senate opposition to Associate Degrees based Solely on IGETC or CSU GE Breadth: This talks about the area of emphasis or major. The State Senate was opposed to IGETC and CSU GE Breadth as the sole basis for the Academic Degree and they are recommending that Title 5 be changed. A Title 5 change takes a couple years to become a law. Ӱɴý gives a few students the transfer degree without the A requirement each year. They have to do the board requirement. Some colleges double count the CSU GE Breadth and the major, and some students have up to 54 units in electives. Ӱɴý has the four liberal arts degree patterns. One of these patterns would disappear. We would lose the transfer path AA. These degrees are important. These were developed a couple of years ago because of a state requirement. We can go back and reassess them. Should the Academic Senate ask the counseling department to research this and then get back to them? Yes. State Senate support for Minimum Grade Requirement for Associate Degree Courses: This is something that the Academic Senate was opposed to. How many students last year would not have been conferred if this had been in affect? This requirement is more severe than the universities. This is like a grad school requirement. Is the Academic Senate passionate in their opposition? Should we go to the congressmen? Should we draft a letter? Lets get the information on the impact. Key Goals and Strategies for [District] Budget Development: This had been emailed out. Are there any comments? About number four, werent they planning on using the summer flip-flop as a way of fixing this problem? That is their plan for number four. About number five, what alternate source of revenue is there? They talked about Contract Ed. They talked about foundations. Contra Costa has a television studio that they talked about renting out. That kind of stuff is a null. This is not a viable goal. About number one, understanding what the problem is. They are talking about what the problem could be. This is unacceptable. Enrollment management is the problem. I applaud budget goal number one; its something that we should be working on, but this should have been solved years ago. The time line is pretty much unchanged except when it comes to values and parameters; we are going to roll over some of the decisions we made last year about what the DGC roles and the Senate roles are. They need to redo some of those budget values. This will come back to a future Academic Senate meeting after it goes to DGC.
