Abbey will send the information to Senators via email. 3.Educational Presentation Nexus Group Richard Livingston Richard Livingston, Emeritus President and current Coordinator of Nexus Group brought in new hire FT Faculty from various areas; Haydee Lindgren (DSPS), Nina Ghiselli (DSPS), Stacey Miller (English), Scott Warfe (English), Caitlin Mitchell (English), Marie Arcidiacono (Communication Studies/Speech), Dann Gesink (Welding), Scott Hubbard (Math), Maria Magante (Math), Josh Bearden (History) and Dean Andrews (Business); all introduced themselves and explained their roles within their departments. R. Livingston explained the history of Nexus; founded through Professional Development in the 70s using Catalog Grant. Nexus is an attempt to integrate new hires into the college; Ӱɴýs history, culture, key issues, shared governance, what its like to be full time, faculty contract, ongoing Professional Development and to listen to various presentations (Chancellor Helen Benjamin, President Bob Kratochvil and Library). The faculty was asked what they noticed during the transitions from PT to FT has been One explained how he didnt know various programs existed, did not have a chance to meet other faculty in their department other than meeting the Department Chair ones a month or in passing. They were encouraged to get to know various committees while they are in their first year so when they join a committee they know where to go. R. Livingston said that at the end of their Nexus program (April or May), new hire FT faculty will have to commit to join a committee. S. Henderson explained to the Nexus group the purview of Academic Senate and its goal to advocate for faculty concerns in the state. 4.Senate Announcements and Reports (S. Henderson): SGC No report. CC Two more spots to fill. CTE Rep is on the agenda for approval today in ASC. TLC Meeting next week. GE Met on Oct 2, 2015 and will meet this Friday, Oct 16, 2015 in L105. One goal is to undertake GE Faculty Survey on General Education Program in trying to figure out why interest in being on a committee or being on GE leadership has decreased. The survey will go out towards the end of the semester and C. McGrath asked everyone to promote in late Nov/early Dec of the upcoming survey to faculty in their areas. FSCC Had various issues being discussed; smoking policy and primarily what SGC has said pertaining to smoking policy. Consultation discussion will focus on enforcing campus smoking policies with other campuses smoking policies in mind. Also, it was discussed were the +/- grading and the incomplete process with district wide form. Legislative Liaison Report The Chiu Bill AB404 passed and signed by the Governor. It says that Community Colleges Faculty Administrators can deal directly with government agencies regarding the Accreditation process however it does not give authority to the government regarding community colleges accreditation. It is handled directly from independently funded accreditation private companies while State Legislature approves private companies to do the accreditation. Accreditation Steering Committee No report. 4.Senate Announcements and Reports (S. Henderson) - Continued: EEOC Meeting tomorrow, Tue, Oct 13, 2015 at CO-420. E. Holtmann sent an email to S. Henderson reporting District EEOC has so many vacancies they made recommendations to reclassified District EEOC membership. S. Henderson will share the email in the next ASC meeting. Kratochvil): Bob Kratochvil presented the Organizational Structure Assessment to the Senate body. B. Kratochvil explained with K. Kamaths departure that it was an opportunity to talk about the organizational structure the way it is and he asked for any ideas and changes he ought to consider. Idea came in such as recruit for a replacement for K. Kamaths position however it seemed that it was not the right thing to do. ALO has been taken by Kevin Horan for a short duration and Bob Kratochvil is taking over the Planning functions. Bob Kratochvil explained the 2013 Administrative Reorganization Guiding Principles to the group and he showed the current organizational structure chart that shows various positions in the Administration. B. Kratochvil expressed his concern about having numerous amounts of existing managers in the institution and hes been trying to keep managers numbers down. Recommendations for new managers are coming in almost every month however B. Kratochvil believes that is not necessarily critical feature and feels that classified staff can do a lot of coordination roles we have at hand. B. Kratochvil asked everyone if there has been a collaboration, any suggestions they may have, support and services to our students are sound, if we can create better effectiveness, if responsibility are clearly aligned and do we provide the right layers of authority for faculty? 7.Organizational Structure Assessment Senior Dean of Planning and Institutional Effectiveness (B. Kratochvil) - Continued: It was suggested that Brentwood should have their own Dean, that would be their primary responsibility and doing their student services at Brentwood location (the President is considering this possibility) by collapsing some of Managers position into Coordinators. Discussion was around workload, faculty/management position, faculty reassign time, accreditation, differences between Dean and Managers, rule checking/incompliance, growing leaders, having a Professional Facilitator whose sole purpose is to develop leaders from within, having faculty be involved in accreditation, not necessarily a Dean to do accreditation, Accreditation and Planning should be separated, Directors level position, concern about reassign time for faculty and theyre out of the classrooms, accreditation is non-stop, theres work all through the 6 years of accreditation (7 years next accreditation round) and faculty access to Datatel. Bob Kratochvil asked everyone to email him or come by his office if they have any other suggestions or comments. 8.SGC and CC Confirmations (S. Kratochvil, G. Newman & B. Robertson): B. Kratochvil thanked B. Robertson for the amount of work she has done especially with K. Kamath department; she has done a lot of the work. B. Kratochvil explained the College Recommendations #1 & #2 which was approved by the Governing Board at the last Board meeting and will be sent to ACCJC. ASC has seen it at its 99.9% capacity back in May 2015, S. Henderson signed off on the document, a couple of edits in the summer mostly related to the Brentwood Center for support services previously recommended; soft space, Wifi improvement and computers. The team will be present on campus Nov 4th and 5th; only 2 people will be coming back and will spend most of the time in Brentwood. B. Robertson mentioned that the follow up at its final version and its supporting evidence will be posted on website at end of the day tomorrow. K. Horan and G. Newman searched for all possibilities for alternative parking and they will continue to some options in the spring 2016. Other locations were suggested to students however it is quite a walk. There are 2700 students going to Brentwood Center and 1100 of students are dedicated going to Brentwood Center and the rest are going back and forth to Brentwood Center and Pittsburg campus. 10.ACCJC Follow-Up Report College Recommendations #1 & #2 (B. Kratochvil, G. Newman & B. Robertson) - Continued: Third recommendation had to do with evaluation related to SLOs and approved at the last meeting and its on its way. Parking situations and its trend in Brentwood Center was further discussed within the group. Motion to approve ACCJC Follow-Up Report as final Approved (M/S; M. Lewis/T. Rust) Unanimous 11.Ӱɴý Academic Senate Discretionary Budget (S. Henderson) - Continued: S. Henderson pointed out to supporting documents pertaining to discretionary budget and explained the Academic Senates anticipated expenses/budget for 2015-2016. He is short about $8,839 and has come up with a proposal for the President to take on an additional $5,802. An Additional .05% of curriculum committee wages which equals about 13.5 hours per semester (total amount of $2,302). Travel expenses of approximately $3,500 Doing this will make the budget balanced for 2015-2016. S. Henderson explained the back-field number that the District creates, faculty at C rate, Senate Secretary Role, Recording Secretary, average estimated budget, Curriculum Chair position, Business Procedure 18.04 district mandates, Academic Senate dues based on FTES, Ӱɴý base allocation and explained the breakdown of expenses 2015-2016 Senate Proposed Budget per Academic Senate President. S. Henderson explained to the group of Senate positions charges and funding Not dollar for dollar. B. Kratochvil will help to bring ASC budget down. B. Kratochvil and S. Henderson had an agreement for S. Henderson to try and find a way to apply for other campus funds that would release $1,500 to have a little leeway to pay for other items ASC needs; toner cartridge, etc. The budget has to be estimated; S. Henderson listed normal expenses into a spreadsheet and gave copies to Ronke Olatunji and Ann Starkie. The $5,000 additional funding received was not enough and was used for the 40% of $78.00 an hour back to reassign time. It was mentioned that if ASC do not fill the PT position in the budget, S. Henderson will be able to show where the money will be rerouted to. There were concerns about the Faculty Secretary position will be filled next year and the funding will increase due to Stipend for his/her role; whats going to happened next year, it will increase the budget and the Curriculum Committee Chair will also increase the budget. ASC goals were discussed and address the deficit issues. ASC is only guaranteed a flat allocation of $20,000. B. Kratochvil asked S. Henderson to take a look at ASC expenses to make sure of what is needed. B. Kratochvil suggested to go through RAP process for ongoing needs of the ASC moving forward. ASC will revisit the ASC budget, apply for a RAP after ASC ratify and approve the By Law. The Senate will have another discussion on this item. 12.SSSP Plan Draft Copy (C. Rosas): C. Rosas shared a presentation regarding SSSP Plan for 2015-2016 and is here seeking input on the Plan. She shared the status of the plan; due date is October 30, 2015. It will go through the listed departments Academic Senate (October 12th), Classified Senate (October 16th), College Assembly (October 19th), ӰɴýAS Academic Senate (October 26th) and SGC (October 28th). There was reported glitch within the Data element however the SSSP Plans deadline has not changed. The budget final allocation has not been determined yet. SSSP Plan is working off of the amount receive last year.12.SSSP Plan Draft Copy (C. Rosas) - Continued: Currently SSSP Plan budget is being built around the commitment to FT Permanent positions. There are already some activities for 2015-2016. Challenges were facing is increasing and understanding around 3SP not only for students but also for faculty and staff. Other challenges are the funding allocated to 3SP positions however critical positions for the objectives of the plan and intentionally aligning with Equity, BSI and other college wide plans of different timelines and requires different sets of data.
