The state is considering lowering tuition to $15/unit. At a future Academic Senate meeting, the UF president Jeff Michels would like to talk about Proposition 92. ASCCC is supporting Proposition 92 the Community College Initiative.3Senate Announcements & ReportsDGC: (District Governance Council) CSU East Bay is presenting to the CCCCD Board later this week. CSUEB would like to expand to have a full 4 year university somewhere in central county. In order to move forward with expansion plans, the Contra Costa Community College District Board would have to approve. CSUEB may also be interested in holding upper division courses at Ӱɴý facilities. Implementation of Hayes Report for management restructuring. Most recommendations from the report were accepted and are in the process of implementation. Currently, the district is working on internal alignment (aligning positions held with pay level recommended by report). Hayes report does not address the concept of too many managers per FTEs. The recommendations of the Hayes report are not revenue neutral because the overall adjustments in salary levels may be higher or lower. Also, $250,000 additional ongoing expense for internal alignment adjustments. FSCC will be presenting at next DGC meeting regarding Budget key goals and strategies. FSCC: (Faculty Senates Coordinating Council) Has not met since last senate meeting. Grade Change Oversight Committee Recommendation from committee: all faculty are requested to review their grades from the last 3 years. District Office created an algorithm to identify suspicious grades (students multiple Fs changed to As within a short time). District Grade Check Time suggested as a 2 hour flex activity. This is a one time request to review rosters. The new policy for changing grades includes a notice to the instructor, Director of Admissions and the Dean to verify the change. Suggestion from senators: ask district to print out rosters and let faculty check at their leisure (also prevents too many webadvisor users at one time). Senate Presidents Updates with College President Secret Shopper report: Last year Peter supervised an intern who completed a secret shopper examination of Ӱɴý. The report was confidential due to the internship and that particular individuals were identified. The senate requests a non-confidential report. Regarding the presentation from Fred Presily on conflict resolution: Faculty would still be recommending what wed like to do. If we expand beyond faculty conflict resolution (i.e. to include student participation), it must be consistent with student grievance process. Fred advocated mediator as an alternative, less formal option for conflict resolution to formal procedures. Peter is interested in supporting training. Some feel that the original conflict resolution conversation were focused on faculty-faculty conflict and were now straying from this focus Fred supported an ombuds program open to all employees Some feel that management responsibility includes managing faculty-faculty conflict Some would like more of a focus on faculty complaints and desires such as professional development, more full-time faculty, better pay Senate does not have enough budget to support a full-time hire for conflict resolution Request: task force to write a proposal including management training for conflict resolution. Area B Meeting Update: Occupational Education Leadership Institute on March 8 (attendance is free). Information available on the ASCCC website. Counseling Training Institute upcoming in February. GE committee (General Education) No report SGC (Shared Governance Council) Not met since last Senate meeting Curriculum Committee: Training for voting members upcoming. District is not allowed to approve stand alone classes must be part of a program or pattern. New Curriculum Chair Janice Townsend will be requested to present updates at each Senate meeting. TAG: (Technology Advisory Group): No report Tutoring Committee New head of Tutoring Committee is Catherine Cook. Tutoring Committee is in the process of working with all departments who use tutoring. For newsletter: some suggested Ӱɴý faculty submissions only and some suggested republishing relevant journal articles7Common Ground PresentationPresentation deferred at this time8AccreditationFollow up from previous meeting Senate reviewed page 152 of current Accreditation Report and submitted feedback to Michael Norris In addition to the feedback for Accreditation Report, additional discussion included: Feeling that Curriculum Committee and/or SGC are the influential groups on campus Feeling that Senate is out of the loop on program development until the program needs approval but all coursework is already in place. Some would like earlier input to Senate about new programs under development More timely committee reports to Senate are needed from some groups. Interdisciplinary issues and campus policies are often changed within committees and the faculty at large need better communication of changes. Recent Assembly highlighted a number of faculty curricular concerns: resistance to COOR process, better communication needed when forms are changed. These issues are Curriculum Committee issues. Senate deals with larger policies (i.e. degree changes). Concern: there is no identified place to appeal/voice concerns with Curriculum Committee9CAHSEE (High School Exit Exam) The Ӱɴý Academic Senate supports the State Academic Senates concern that the CAHSEE is the sole measure for being granted a high school diploma. No multiple measures are in place for high school students to earn a diploma.
