II. Public Comment No report. III. Senate Announcements SGC: Each college has been asked to develop a sustainability committee to deal with ecological issues. Are there any faculty members that are interested? There have been questions about CSOD. The college president says that Gutting of the budget resulted in loss of effectiveness. TAG: no report. Staff Development: none DGC: no report. FSCC: There will be a plenary session at the end of the month. Consultation with the chancellor: Our job descriptions will now include the word Professor instead of the word Instructor. The accreditation standards ask us about the evaluation of faculty with respect to their effectiveness at producing student learning outcomes. Faculty as a Whole: I will write up something we are currently doing and not recommend any changes to the union. Compressed calendar: The report was sent through email. There will be a district wide discussion online later this month. Student Services: Subcommittee: There is going to be a Student Learning Objectives Retreat coming up. Distance Ed. Agenda Approved Changes to the agenda: Appointments to Consent Calendar: I would like to pull item A2 off of the agenda and add consideration of the job description for accreditation committee chair as an action item for todays agenda. Agenda Approved. 14-0-0 VI. Agenda Items Consent Calendar: Erlinda Jones has been appointed to the Planning Committee. Multiple W Policies for Bio 40, 45, 50: Is there any further discussion about this policy? Did we ever receive the data that we asked for regarding the different groups that would be affected? Not exactly. There was an impact study from the nursing department of 160 students that shows that the w policy that they will be using will have no disproportionate impact on any specific group. Would it be possible to make this policy a temporary policy that will be in effect until the w policy for the nursing program is implemented in 2008? There is a motion to amend the policy to sunset in the fall of 2008. The amended motion passes. Institutionalizing Student Assessment: The Academic Senate supports the Teaching and Learning Project (TLP) proposal to address "degree level" assessment by endorsing the proposed charges and memberships of the TLP, Dev. Ed, Gen.Ed., Occ. Ed, Student Services, and Library and Learning Resources committees as outlined in the document: Proposal for Next Steps in Institutionalizing Assessment Efforts at Ӱɴý: Fall 2006. The motion passes 13-0-1. California Community College Transfer: Recommended Guidelines: Marie Karp from the Transfer Programs & Services gave a presentation outlining the 2006 guidelines for community college transfer. Marie discussed the history, the background, and the purpose of the Transfer Programs & Services of the Transfer Programs & Services. She then talked about the staffing of the Transfer Programs & Services and pointed out that the Transfer Programs & Services is always understaffed. Marie highlighted a couple of her many responsibilities as Transfer Programs & Services director. In the passed ten years, students have transferred from Ӱɴý to every one of the CSUs and UCs. Last year the transfer number from Ӱɴý increased by twenty-two percent, however, Los Medanos is still ranked near the bottom of the state for expected transfer rate. At Ӱɴý, there is a big emphasis on the Campus-wide responsibilities for the transfer of low-income, disabled and first generation college students: the Transfer Programs & Services at Ӱɴý provides classroom presentations and workshops for programs that support low-income, disabled and first generation college students, makes sure that low-income, disabled and first generation college students receive newsletters, mailing and financial aid information, provides role models using community members, university admissions representatives, and faculty to meet with the students to discuss transfer, brings motivational speakers to campus to discuss transfer, encourages the development of a diverse curriculum, and designs programs to familiarize students with university environments. Marie then discussed the transfer responsibilities of the instructional faculty, emphasizing that the most important role of the instructor, in regards to transfer, is to encourage students. Teachers should talk with students about their own subject area and experience in college. Job Description for the Accreditation Committee chair: Management is concerned about finding people to produce documents that are needed for accreditation. It is apparent that management and everyone else wants to create this job and find someone for hiring. The person hired will receive .25 release time decided by management for each chair. There are five of these chairs. I wrote up a job description to be discussed and approved by the Academic Senate. Can we change the number for release time? I can negotiate the number with management. Revision of the Senate Bylaws: The constitution says that there is no minimum vote required for the election of officers, however, the bylaws state that there needs to be a minimum of fifty faculty votes in order to elect an officer. Should we amend the bylaws to match the constitution? The Academic Senate will revisit this when there is a quorum. Senate Review and Evaluation: This is something that requires a lot of writing, and would probably be done the best by a committee. Do we want to have a committee that will write questions? How about the Senate Council? That sounds great. Which categories should we include or not include? The Academic Senate was created for efficiency. Should we include efficiency? Yes. Should we include inclusiveness or something about a wider or narrower scope of representation? Yes. Should we include communication? Yes. Should we include accountability? Yes. Should we include structure and bylaws? We should eliminate that portion; it is not really much of an issue anymore. Are there any new categories that should be added to the survey? Is faculty aware of what the Academic Senate is and does? We can add something about a news letter to question 19. Questions 12, 15, 16, and 17 can be dropped because they are about bylaws, but we can keep questions 18 and 19. The officers can write a draft and then bring it back to the Senate to be reviewed. Student Safety and Climate: There have been a number of fights on campus. The college president the district police chief and the Academic Senate president met briefly today to discuss police actions. Ӱɴý has a zero tolerance policy for violence. Violence results in a one year suspension from all of the colleges in the district. They want to prevent violence by changing the tone to culture at Ӱɴý. There was talk about talking about student behavior at student orientation. There was discussion that asked of faculty to be more present in order to prevent violence. It doesnt mean that faculty should break up fights; it means that faculty should report fights and behavior that could lead up to a fight. We can have discussions about reoccurring circumstances, and maybe try to standardize reactions in these circumstances. As instructors, we dont have access to help or telephones. Should the instructors be tougher? Police are trying to prevent violence by changing the culture. The violence is coming out of the high schools and into the college. Do we want college assembly on this? Do we want to invite management to come and talk with us? This is a community wide issue; we should have a community wide discussion. Educational Planning: Program Discontinuance: This is a draft. When we have new programs, they go through a process. The Academic Senate is the first stage, if we approve it goes on to the district and so on. Discontinuance is a lot more informal as far as the criteria, standards and timeline. This is a proposal from management to be reviewed by the Academic Senate and by SGC. It is not because there is a particular project they have on the chopping block; the chancellor wants to do things according to written policy. Does this give the senior dean complete authority to do anything they want based on any criteria? Who decides the criteria? In the past, the Academic Senate has. Sometimes this is beneficial to faculty and sometimes its not. Will this allow for the discontinuance of a program in one semester? I dont think so, but we can make sure it doesnt. We can say that we will call the programs in trouble a lot sooner in order to fix any problems. VII.
