Henderson sent out the graph today and he encouraged everyone to read through it and examine the graph. The Senators Leadership Updated Term of Service is attached and 80% filled, we still have vacancies; Voc Tech, Political Science, Social Science, PE & Athletic and the 2 At-Large positions. S. Henderson request everyone for faculty recommendations. James Noel will be serving his term starting November 2015 for the English Area. Educational Presentation UF Tentative Agreement Milton Clarke: Milton Clarke encouraged everyone to attend the Union Forum on Wednesday, September 30, 2015. They will outline the agreement. 5% call up The 5% will cost the District $5M and the PT will receive 3% added to the column and a 2% load adjustment factor. By having it on the column it will still be in equity in terms of salary. English Comp will get additional 2% with more table talk. Adjunct faculty considerably under what our FT make even with that adjustment. We added 5 steps and the 2% will kick in on the last step; longevity bonus. Benefits Anthem/Blue Cross increased by 20% this year. Kaiser Health was pretty steady this year. Still with all the increases we were able to keep everything the way it is. Weve agreed to a committee; a benefits savings committee. Cash in Lieu for health care is going to be capped; a savings that the District got. Cash in Lieu will be kept at $685.00. 3.Educational Presentation- UF Tentative Agreement Milton Clarke (Continued): Health Care Benefits for PT Got a good deal tier; it depending on how many hours, how many class, what your load is; theres 3 tiers for PT benefits which resulted in more money, the District is contributing more money for Adjunct benefits. With the evaluation we had to give up some language on SLO. SLO language in the evaluation process is pretty benign, it didnt seem like its going to hurt anybody, will change the procedure slightly. The classroom observation form Section 10, 14 and 16, student evaluation questions will change slightly however no one should be hurt by that. The equity hours which tend to be controversial. In additions to the numbers on it, its about $.5M which will start in the FALL. Jerry Brown said We will give you more money but were going to tie it to equity. A lot of money that the District received went to 3SP money, Equity money, EOPNS money; strings attached. In Lieu of that, PT faculty has been on the disadvantage and Milton Clarke encouraged everyone to attend the forum. The allocation formula for next year will be a series of subtractions and additions. Growth money, benefits increase & SPURS increase. Reopeners are very important for next year; M. Clarke encouraged everyone to really take a very close look at the Reopeners for next year. The District has $30M in reserve (not sure if its accurate). The Equity hour is not defined as to who will run it; the District or College Equity Group.4.Senate Announcements and Reports (S. Henderson): SGC No quorum, there are still open issues, Position Paper not approved; waiting how were (ASC) going to resolve it. Disconnect in membership representation between ASC and SGC. Need to place in ASC agenda future meeting. CC Still need to fill 4 seats; Student Representative, CTE, Liberal Arts & Science and Distance Ed. AGENDA ITEMS ------------------------------------------------------------------------------------------------------------------------------------------------7.Basic Skills Initiative Plan BSI Plan (N. Ybarra): N. Ybarra (Manager, Basic Skills Committee) explained the two part of the Basic Skills Plan; Expenditure Report & Expenditure Report Details how money is spend from allocated in previous years. Up until last year, you had 3 years to spend allocated money. In Dec 2013 we were allocated $98,677; last year received more than minimum of $90K. No community college receives less than $90K. Enrollment being down before we did receive $90K. Since 2014 we now have 2 years to spend the allocated funds for Basic Skills. N. Ybarra shared the category breakdowns of allocated funds and activities on campus for 2015-2016 to be funded by BSI. We will report on October 1st of $98,677 expenditures from 2013 and if money not spent by June 2014, we wouldve had to return the funds to the State which were done successfully. We spent $6,210 of 2014-2015 allocation. N. Ybarra explained the process and role in the Senate of Basic Skills Plan. We have to come with what activities were going to be doing for 2015-2016 however were using mostly funds from 2014-2015 since weve only spent $6,210 with the rest mostly went through RAP last year. The State wants to know what we are doing for this year because we are getting another $90K for 2015-2016. The problem is that we cant be entirely sure because the Equity Plan is still in motion and it will not be done until mid-October. Many of 2015-2016 activities are tentative; Umoja and dedicated Counselor for ESL. Proposing to bring in more detail proposals to SGC for areas in Basic Skills rather than through RAP. The role of the Senate in BSI plan is to not approve rather to state that they have seen it and that its an accurate intention of the college. ESL has not requested through the BSI plans at all. Its our first year requesting and were using our Program Review data; the goals and objectives regarding curriculum development, program recruitment, working with Counseling and assistance with our data improvement. English activity; English 95 (new course, 3-4 semesters) was explained and need funding in training to teach faculty this new course. Math is also requesting for acceleration training funding for 2015-2016 to continue their training. Contact any of the Leads if you would like to request funding from BSI Plan. 8.Campus Committee Request Guideline Senate Suggestion Updates (P. Gunder & L. Giambattista): P. Gunder shared the attached diagram and a number of people emailed her and made suggestions; P. Gunder created a grid of might be a good idea to take stock of committees, membership, Chairs inventory. Committee Chair to provide ASC of their committees purpose is, faculty service as member of their committee, term of service and should be placed in ASC website. Need control of services on committees. Committees will have transparencies all faculty serving in committees will follow the same process, all faculty will get to participate in the same way, diversity in fairness. P. Gunder to send out the grid/document of shared responsibilities and guidelines for committees. It hasnt been past practice but everyone should go through the same process to serve in a committee. All committees should be in shared governance process and procedures with clear establishment of how members are selected. All should have standard governance reporting. It was suggested that the By Law sub-committee should be an on-going committee because of the continued work that needs to be done. Further discussion was about faculty involvement outside of classroom, exceptions/unforeseen circumstances, timeline, committee membership being filled, drafting standards, CTE/Basic Skills/GE services, 10.1 rule any faculty appointments to any committees & ASC purview. Motion to bring this back to council for conversation in one month and send two notices go out prior to Councils meeting notifying all faculty of standard drafts and the list as discussed today. Henderson explained the definition of shared and participatory governance. Its a big issue within the District as a whole. When using shared governance and yet the District allows participatory governance as well. S. Henderson did send out an SGC notification (attached) and we only receive from one adjunct Professor (J. Ashmore) with the concerns of if an adjunct could serve on SGC. Currently, we still do not have an official faculty rep serving on SGC. S. Henderson will continue to send out notification until we have one come through. S. Henderson was asked if he (S. H.) can temporary serve on SGC however S. Henderson said that he does not have enough time being involved with other committees. It was questioned if PT faculty can serve on SGC. Need one more rep for the District Study Abroad Program; Kasey Gardner. S. Henderson will send out an announcement for this. S. Henderson will email G. Richards if she can report out to Senate regarding SGC meetings. S. Henderson will place the Position Paper on the next agenda. 11.By Law Committee Meeting Update (T. Rust): By Law sub-committee met and decided on a new name for the Stipend Secretary which is Financial Officer. The Classified Secretary will no longer deal with Senate Budget responsibilities and to continue to deal with administrative duties; minutes, agenda, research of supporting documents other administrative duties. The Financial Officer will do reporting of overall budget and possibly semi-annual budget reporting to the Senate. The Financial Officer will continue to be the third person in Senate Council to vote and if need me a tie breaker voter. Given the reduced in responsibilities for the Financial Officer, the By Law sub-committee recommends to decreased dramatically stipend funding for this position and to increase the hours allotted for Classified Secretary and to highlights whats been changed. There will be no Financial Officer election to be done at this time due to future meeting discussion on this item; agendize more than 10 min.12.Senate Evaluation Report and Unit Plan Discussion (J. Norman & L. Giambattista): The Senate Council; President, Vice President and Secretary/Financial Officer is supposed to every year track/write a report at the end of the year of what the Senate Goals were for that year and what was done to make those calls. Its a self-study/self-assessment; closing the loop. Everybody is supposed to evaluate their own process, how well they meet their goals and what their goals are. In May the Senate Council were to report what was done to meet those goals and which goals were not met. Its a department unit plan however for the Senate. The Senate already met one of their goals which was theyve met their quorum for the entire year of 2014-2015. S. Henderson said that the Senate Council will try to do their best to meet Senate goals for 2015-2016 including the completion of sections in the By Laws, pending Senate goals and to report out at the end of academic year. 13.Noncredit Education A Professional Development Proposal Request to ASCCC from the Ӱɴý Academic Senate (P. Gunder): P. Gunder explained this is a request if the Senate would like to have a Representative in the State Academic Senate and report out to Senate to learn more about Noncredit Education. Noncredit consist of 5 areas: ESL, Immigrant Education (including Citizenship), Elementary and Secondary Basic Skills, Math & English (including supervised tutoring) and Courses for adults with substantial disabilities and short-term vocational (including apprenticeship). Other colleges are offering noncredit in CTE courses; the repeatability issue came in to play to the students disadvantage. There are at least 5 big school that have huge noncredit ESL, some colleges are using noncredit to support concurrent enrollment in high schools and a lot of them moving to acceleration in Math and English. Many of them can be short-term courses and the Union might need to be involved because faculty pay scale will have an impact for teaching credit versus noncredit. Before we approach the State Senate, should we bring this up to the Union? Anything Article 13 changes for noncredit will result in conversations and Union will be here however the Union does not for see this from happening. Only 1% total of offerings can be noncredit with regard to hours of instruction; hours of instruction for a credit faculty member at 15 hours a week and noncredit is 25. Qualifications to teach these courses, we decide at the District. It can be lower or it can be different to teach credit for noncredit. Discussions were around past practices, college goals, District courses being offered, outline language for noncredit as short term courses, rampart for next year because of adult education, gap analysis, contract obligations, realignment initiatives, population we have not reached, exploring the cost, monetary cost, info & what we could do as a college and how much money we need from AB86 money for ASCCC to come. It was recommended that all faculties should be invited to hear from ASCCC to learn from what they will be presenting about noncredit to the college and there should be a discussion first about various noncredit issues prior to ASCCCs arrival. How is it going to impact other courses? S. Henderson will work on having a larger discussion on AB86 open to the college w/ District, Dr. Jones, Union and ASCCC.
