She recommended the play should go to the high schools; Laurie brought students from local high schools and the students asked if they can have it at their high schools. One of the best plays Laurie has seen from Ӱɴý. T. Rust reminded S. Henderson to include his email during Course Outline of Record item to be included in the discussion during item #7.3.Presidents Opening Comments (S. Henderson) - Continued: S. Henderson reminded everyone about the following meeting/conferences: Area B Meeting on October 14, 2016 to be held at Solano College. ASCCC FALL Plenary on November 3-5, 2016 in Westin South Coast Plaza, Costa Mesa, CA. He encouraged everyone to apply for PDAC funding to attend the State Plenary. Academic Academy October Institute October 7-8, 2016 (Westin South Coast Plaza) Association of Community and Continuing Education Non-Credit February 1-3, 2017 (Dana Hotel Mission Bay, San Diego, CA) S. Henderson brought this up due to future discussions at the District along with a specialist regarding offering Non-Credit education S. Henderson announced the two call out open positions to begin SPRING 2017. The deadline to apply is over. J. Norman said that we have candidates for the Academic Senate Financial Officer position. S. Henderson shared an article; For the Black Athlete, Diversity and Inclusion Still the Elephant in the room, for everyones reading. Talks about some of the challenges athletes face in education. 3.Continued - Educational Presentation Diversity, Equity and Inclusion Ruth Goodin R. Goodin shared what her role is on campus; Interim Dean of Equity and Advancement since February 2016. R. Goodin will be retiring in December 2016. Diversity - is the range of human differences, including but not limited to race, ethnicity, gender, gender identity, sexual orientation, age, social class, physical ability or attributes, religious or ethical values system, national origin, and political beliefs. When we really look at diversity, we want to look at diversity of people in many of these areas and really recognize those differences. Comment - Diversity if code for race; when we need more diverse people here, we need to say a lot, we need more black/brown people here. Inclusion Inclusion is involvement and empowerment, where the inherent worth and dignity of all people are recognized. Not just that they are at the table, but they have a voice at the table, they are part of the planning and the life of the college campus-wide; students, employees, and our community for the sense of belonging. Equity Three Categories: R. Goodin encouraged all to read the book called, Equity 101 by Linton, 2012. Educational Equity Educators provide all students with the individual support they need to succeed and exceed a common standard. Common standard not only should come from State guidelines but also common standards as a college. Institutional Equity Educational policies, processes, and practice that guarantee educators to provide all students with individual support. Personal Equity Guides the process of centering ones self in equity and uncovering ones own biases, stereotypes, and privileges. Comment 1) Professional Equity was brought up; to create a space where we are more global in our desires to broaden our horizons for employment when on committees. To think more globally. There is a concern on the instruction as well as the profession. 2) You cannot have all three equity without Professional Equity within a college system. 3) Additional item to be discussed during item #10 of this agenda pertaining to the data; California Community Colleges Chancellors Office Faculty & Staff Demographics Report. There was a discussion about the difference between Equity and Equality; pointing out to the Student Equity Plan (funding through the State), where are the disproportion impact was, where are those students who have been traditionally underserved and they often do need additional and different kinds of support. How do we meet each student from where they are and be able to address who those students are. What we have done traditionally have worked for some students but not for all; our demographics have changed. We need to look at what changes need to happen. R. Goodin shared the progress of completing our EEO Plan at the District (Approved in May 2016) and the frustrations of our EEO Committee is that we are so behind. EEOC will be discussing our hiring practice and sub-committees (Data, College Culture and Environment and the Hiring process). R. Goodin has been researching on where we can advertise, sites to advertise nationally and broadening our reach. Comment 1) Other colleges have reached out to our own faculty to recruit and yet Ӱɴý has not done the same. 2) Question How could we reach out to faculty, now rather than waiting until they leave to talk about our experiences at Ӱɴý; ones has a lot to say. No one has shown interest in talking to faculty while they are here. R. Goodin responded with Ӱɴý will do a Campus Climate via surveys and focused groups consist of different faculty and staff here on campus. It will be done on a yearly and themed basis. 3) It was encouraged for EEOC sub-committees to include the research of retentions of our faculty/staff and is the commitment to be in committee part of losing faculty/staff? It was recommended when R. Goodin comes back this FALL to include the SPRING 2016 District Climate Survey of all 3 colleges. R. Goodin requested all to email her with questions to be included in the next presentation. 4.Senate Announcements and Reports (S. Henderson): SGC No report CC No report (L. Giambattista is not present) TLC S. Hubbard TLC had a meeting, finishing backlog of CSLO from last SPRING; should be done by Dec 2016. TLC has money for adjuncts to participate in CSLOs assessment process cap at 3 hours of OAS rate; usually around $50 an hour. The form is on the TLC website and Briana McCarthy; the Coordinator can walk them through applying if needed. S. Henderson added for all Senators to report this back to their Department Chairs regarding courses that have to be evaluated should encourage those to work on courses that are taught by adjuncts to be assessed for them to be compensated. GE J. Bearden First meeting, Friday, Sep 16, 2016 Preparing for Program Review for GE. Pilot a little program in FALL 2016 and actual assessment in SPRING 2017. B. McCarthy, J. Bearden & S. Hubbard are trying to do Monday meeting time slots, to talk to faculty on how to do assessment. They are looking at doing this towards the end of the semester. They will send out a faculty survey via Survey Monkey, to get info about how GE is being used and what would be possibly in GE in the future. FSCC Talked about variety of things; consideration for more resources for Academic Senate to consultation and next semester, would like to plan another District Plenary. Talk about the elephant in the room To have some uniformity around Equivalency and FSA Usage. FSA form is in conflict of the Uniform Selection Guide. It will be presented back to DGC and Executive Council; Gene Huff, Linda Armistead; each college has a representative for each college to verify State minimum qualifications. If theres a discrepancy in how the guidelines are written in the MQ laws, they will not allow that employment until theres a mutual agreement. The District will have a Plenary solely based on Equivalency. S. Henderson shared a conference on October 28, 2016 regarding Equivalency Conference on Woodland College. Legislative Liaison Report Passed several bills, mostly were things that were already doing. Making sure that the adjunct faculty representative are at the union outlet which we already do. Giving students who are making full time progress in degrees and transfer priority registration was a pass. Bill 1690 says that adjunct faculty has to have their own representative at the union level and they have to be involved in negotiations. A lot of discussion about office hours and mandating that adjunct faculty be able to hold office hours that enforced into load; that they will get compensated for that. All bills above will go into law January 1, 2017. EEOC Have not met yet however there has been sub-committees. First FALL meeting is scheduled for Thursday, October 13th. DGC The Chancellor talked about; College Promise Program The District will begin to implement their own version. The College Promise Program is taking the Board of Governors C Waiver and expanding the resources. In addition to having their tuition waved, they will now be able to receive funding for textbooks, transportation and possibly a monthly stipend to help to attend college. The Governor and the State will allow each District to create their own version of College Promise Program. The Bill has been passed. This is to streamline students to graduate within four years. The criteria is only to pass with a 2.5 GPA. Senate Council No Report. 5.Approval of Previous Minutes 9/12/16: Motion to approve 9/12/16 meeting minutes Approved (M/S; A. Sample/K. Henderson): S. Henderson gave an introduction regarding Course Outline of Record and its process for approval along with the role the Dean plays by signing the Course Outline of Record. The Math Department sent and shared their view of the Dean not signing the form. S. Henderson shared FSCCs view on this matter; to leave placement for Deans signature to sign as Acknowledgment only - to create an environment that is collegial. The Dean wouldnt really be involved in creating the course; just an acknowledgment they support the class. DGCs perception was that the Deans signature should remain on the form. CCC Senate President took the Deans signature off the form. Discussions were around FSCCs view for Deans acknowledgment keeps everyone in the loop and positive relationship; participatory government, how long has CCC had taken our Deans signature, are they having problems with it, is the President signature still in CCCs form, FSCC didnt discussed the President designee signature hence no administrator would have the authority to have the approval, many of our areas are not clearly defined, the District has agreed to look at the 3 areas (Curriculum/Pre-requisites for courses, Grading and Degree Certification) of the 10+1 rule; it has to be mutually agreed upon, Math Pittsburg campus was unanimous on removing signature, Brentwood campus take was to leave it the way it is and to be collegial amongst other colleges at our District, all along the line with DVC; keeping it collegial; it will not be put on the schedule without the signatures, English department was a split; half to leave the signature and the other half to take it out, previous experience of the process being approved and yet not approved by the President, balanced of keeping informed, acknowledgment is okay however just use initials rather than signatures; acknowledgments would be initials and approvals would be signed, the administrators involvement, collegial relationships, its not just tech reviews; controversy, what happens within curriculum about faculty with other faculty; what should be discussed about solid outline within committee and that there was controversy. S. Henderson requested for all to go back to their department to ask for opinions on collegial consensus & management involvement. S. Henderson will send a call out10.Faculty Recruitment Diversity Stats Discussion (S. Henderson): S. Henderson shared the demographic stats on diversity within our campuses at the District via 2015-2016 Faculty Recruitment-Diversity Stats by Dio Shipp; Associate Vice Chancellor/Chief Human Resources Officers report and California Community Colleges Chancellors Office Faculty and Staff Demographics Report. Ӱɴý from the State Chancellors office, it says that our ethnic group are still underrepresented in Latino faculty, Asian, Pacific Islander and our African American faculty based on the 80% from students of color; were still severely off. DVC did better who hired 2 Asians, 3 African Americans and 5 Latino faculty. J. Townsend will report out to the Senate of findings in data and upcoming trainings organized by the EEO Committee. S. Henderson acknowledgment adjunct faculty Lakita Long from Public Safety who continued to attend the Academic Senate meeting this week. L. Long commented she was really interested in the areas of retention ideas for faculty that can be a voice; culturally and diversity, it speaks volume. It took her ten years to get into the system. J. Townsend reminded everyone about the Academic Senate Conference, Better Together scheduled for October 7-8, 2016 in Westin South Coast Plaza. The conference is regarding Faculty Partnerships, Educational Pathways, CTE Workforce Taskforce and Equity & Cultural Competency. J. Townsend requested for Lakita Long (who will be going to the conference) to report out to the Senate when she gets back. W. Cruz would like to know how many of the ones that were hired are in the Sciences; its difficult to get into Ӱɴý in any form in Sciences. Its a problem pertaining to Equity model. S. Henderson will work with the District Human Resources to try and get a break down of stats based on discipline and if possible, applicants; the process of applications and who applied. The data will be used to continue this topic of conversations. J. Norman made an announcement for Ruth Goodin requesting everyone to review the job description for the Dean of Equity and if anyone has any comment or suggestions to add or revised to please email Ruth Goodin.11.FSA Faculty Services Assignment (S. Henderson): S. Henderson read the Competency For Discipline Satisfied Via on the FSA (Faculty Service Area Assignment Documentation form: Has taught at least one semester/quarter credit course during two different semesters/quarters at an accredited college/university in the discipline of the FSA; or has performed the duties at least 20% of the hours per week indicated for a full load in assignments described in Article 7 of the District/United Faculty Agreement.11.FSA Faculty Services Assignment (S. Henderson) - Continued: Has completed the equivalent of 15 semester units of upper division and/or graduate level course work in the discipline. (S.H.? this). Possesses a valid credential in a specific subject matter; i.e., is eligible to teach those subjects listed on the credential or in the Guide To Subject Matter Areas For Community College Credentials, September 1974 (or subsequent revision), and any certificate or license required in the discipline. In a vocational area has the combination of degree and work experience as stipulated in the Disciplines List, and submits evidence of occupational proficiency based upon at least two years or recent work experience, calculated either consequently or cumulatively, which is directly related to the occupation to be taught or upon evidence or equivalent proficiency. S. Henderson referred to the Uniform Selection Guide and pointed to Appendix B, Section 2 Equivalency and he pointed to the 2nd point is in total conflict which says 30 additional semester units of upper division or graduate course work (at least 15 units of which are graduate level) in one of the primary disciplines, from an accredited institution. S. Henderson in summary, We have one standard for granting equivalency and a lower standard for offering FSA and the FSCCs concern that its setting up a double standard, hence all of the requirement should match. Discussions were around; what was the intention of this, an Academic insult to lower the standard for inside mobility, either we need to change the standard coming in or change the standard in FSA and make everything align, the component of teaching are both union and faculty, many years ago, the faculty service area assignment are only to be used as such time when people are laid off so that faculty can have access to opportunity since theyre only working and getting laid off so there might be some area of negotiations around the area we dont want to close the door on faculty who served the college well and it might have been more latitude giving them in to the college under the qualification however thats now how its used now, does it affect the faculty who are teaching now, will this spring up bigger problem, the form has been there forever, examples of instructors discipline were given, it is easier to cross-over, clarity is important and other might want to explore more.
