Rosas shared updates regarding Early Alert; an electronic early alert tool that is intended to be an early alert system that will help us quickly engage with the student when theyre in trouble, acknowledge how well theyre doing in classes and most importantly it bridges the gap between Instructional side and the Student Services side. It will allow us to work together to better support our students. Educational Presentation Early Alert (Carla Rosas and Steve Freeman): Ӱɴý is the first college across the state to go live. After working behind the scenes for a year and a half, determining what the needs are, starfish conversations, college assemblies, Academic Senate and Classified Senate how we can use this technology to better support our students. Electronic Early Alert to go live/soft launch in FALL 2017; all college wide. Two Soft Surveys will take place during FALL 2017 all sections will have 2 progress surveys first one will go out on August 28th. Progress surveys is to try and capture students that are already missing class, students coming to class unprepared, faculty to identify the need of the students and the appropriate program/department (financial aid, EOPS, Retention, etc.) will reach out to that student and have additional engagement with the student. The next progress survey will go out on October 2nd, after mid-term and will know students status. This will give the ability for appropriate programs to reach out to students before withdrawal date. Counseling Department will host drop-ins only before withdrawal date to assist with students next steps moving forward. K. Horan will be sending out an email with more information. Student Success and Retention will provide a list of workshops, drop in hours and information who to contact if any questions arise. S. Freeman shared that EOPS will send out paper form to 500 students and will receive 300 back; not knowing what is going on with the other 200 students, mainly for a variety of reasons. If students do not turn in their progress report, they receive limited services; no book voucher and no parking permits and we lose students about 70% of those students. By partnering up with C. Rosas group, 700 students will be part of the early alert roll out. We will be able to track every single students whether they want to or not. When we first log on August 28th, we will know right away if students arent showing up for whatever reason, we can intervene right away and help out the student in a timely response manner. Any appropriate departments will work with faculty and reach out with support pertaining to students struggles. EOPS is confident that this will make progress in terms of our students success. C. Rosas explained how the electronic early alert works; faculty can raise a flag about a student and comment what the concern is and the appropriate department/program will intervene, help the student and comment on what intervention steps were taken for faculty to see. Faculty will receive an email with the link, faculty to log in and faculty will see rosters for all their classes. The students will not be accountable if Instructors does not fill out surveys. Progress surveys will list all students from class rosters; its up to the Instructor to raise flags for concerns on students or giving them a pat-on-the-back. Instructors does not have to wait to raise a flag; they can do it any time in the semesters, however Instructors are being asked to complete the progress surveys twice a semester.4.Senate Announcements and Reports (S. Henderson): Everyone around the room shared what they did over the summer: Went to African American Culture Museum and the Smithsonians, Swimming (Little Swimmers), Moving, Malaysia, Hiking, Worked, Mexico, Hiked to Pittsburg and Brentwood, Saw Hamilton, Traveling Europe, Got married, traveled to LA/Sac, Working/Taught class, visit with family, Bridge Program, Didnt teach for first time in a long time, North Shore Tahoe, LA (cousins wedding), taught at CCC, taught daughter how to drive, Summer Bridge class, camping/lots of time with the kids, Oregon, research on bachelors degrees, research on whats been happening with community colleges, lost 29 lbs./running 5-10 miles a day, completed part-timers conference with 300 attendees, had 3rd child, taught a piano class and worked STEM Jam/Mixer.8.Terms of Services (S. Henderson): S. Henderson shared in the last 4 years, the Senate has made quorum for every meeting scheduled. L. Huffman asked everyone to examine the Terms of Service listing to make sure its accurate and if any discrepancies to contact her to make the changes and if needed to go back to their department for further confirmation. She also mentioned that S. Henderson will be leaving at the end of SPRING 2018 and she and Marco Godinez will be leaving at the end of FALL 2018. 9.Faculty Involvement Non-Faculty Positions See Attached (S. Henderson/A. Porter): S. Henderson gave an introduction to this item and shared that he met with V.P. Alex Porter on this topic and their varying interpretations. The Administration worked with S. Henderson over the summer in collegially manner and came up with recommendations for how faculty members are assigned/appointed to the hiring for management positions. S. Henderson pointed attention to the Uniform Selection Guide (USG); Section J-1; where faculty is not mentioned at all for the hiring of management positions, however S. Henderson expressed that he did not agree and felt that further conversation was needed. President Bob Kratochvil asked V.P. Alex Porter to meet with S. Henderson to come up with a collaborative agreement around trying to deal with USG as well as honoring purview of Academic Senate on item #6 (faculty roles and governance) by having participatory conversation. They were able to come up with a good plan that will keep faculty involved and management to have more flexibility and comfort in honor of the purview of the Academic Senate. S. Henderson shared the plan attached in packet. 9.Faculty Involvement Non-Faculty Positions See Attached (S. Henderson/A. Porter) - Continued: V.P. Porter clarified that this is also for non-faculty hires and not just management hires. V. P. pointed out to the email (attached in packet) he sent to S. Henderson listing all 7 principles of process V.P. Porter and S. Henderson agreed upon. V.P. Porter gave a quick synopsis of the 7 items he listed in his email to S. Henderson; A. Porter will propose names for the interview panel that should consist of folks criteria listed and designed to be part of having thorough understanding of positions being hired. Management alone will determine the number of folks/types of folks to be part of that panel. Ones the panel is determined and fulfill that panel with consideration to under-represented groups to make sure we have the most diverse as possible, they will submit the panel to A. Porters office to be reviewed (as his responsibility here is EEOC officer) and to make sure accurate representation of protected groups. The list will be submitted to the Senate as part of regular standing agenda item for consideration if the panel is fit. If the Senate chooses to propose alters than what is originally proposed, well take it back for consideration with the hiring management to see if its still fit with the goals of the hiring panel. If not, we can choose to reject as the authority does lie within USG for us; we will directly work with the Chair of the Senate to make sure that it becomes a medial solution for the make-up of the panel. S. Henderson recapped; the management recommend the faculty the Senate hire for the management position; they will send the names to the Academic Senate. If the Academic Senate does not agree with the hiring, then the Senate will make the recommendation back to management for alternate persons. If theres an agreement with the alternate person; between the Management and the Academic Senate than the way its lists so that it comes to a quick resolution, it is asked that whoever is the current Chair of the Academic Senate will work along with the Vice President to come to some sort of collegial confirmation or finalization. S. Henderson said that he will bring this topic back up again, however he did mentioned that the way the USG reads that faculty stand-point are really not involved. He said that he doesnt agree with it, but trying to find a resolution, as the Academic Senates representative voice, he feels that its really fair and he is appreciative currently for the fact that they were able to come up with the resolutions and make a collegial pitch of recommending someone else for the committee as an option. Discussions were around: 1) Past practice email being sent out for a call-out from Management or Academic Senate President to be in the committee for people to on the committee; S. Henderson stated that its not a procedure thats listed; it was only past practice and will no longer be used however, the compromise will be in place. 2) For Academic Senate to be able to vote for one or two faculty members for the hiring committee for Instructional Management positions without being taken off by the Management. 3) It was conveyed that the panel may have issues of logistical large size of a hiring panel, however the panel will surely consist of folks representing the area will be present; keeping a structured way of doing things. 4) What has occurred to make the sudden change of hiring committee recruitment process? What necessitated that change now? Weve been doing this for many, many years. Dont have a problem with the procedure but why now? 5) Because of past situation, the new guidelines using the USG process was placed for a more structured procedure for hiring committees. Theres no alternative motive here or anything else going on. Were just trying to come up with the process; structured and efficient. 6) The USG does not mention faculty and its the option of Management on who to hire. The two last points gives the faculty to still be involved to some degree based on the Administration Procedure; eliminating a program procedure was shared as an example for participatory governance process. 7) If Management rejects the Senates pick then the Academic Senate Chair and Management will come up the finalization pick. 8) If Management cant fill, can they reserve that spot for the Academic Senate to recommend for that spot. When possible the Management will allow the Senate to fill open spaces in the hiring committee. 9) Maybe thats why we are so close to being number #1 (#6 in the nation) is because this campus is big on participatory shared governance and working collaboratively. 9.Faculty Involvement Non-Faculty Positions See Attached (S. Henderson/A. Porter): 10) Efficiency is doing things right but being effective is doing the right things. If you want to me efficient, you can be great of management there is, but if you want to be effective, you have to work with us; we care and passionate. Hope it feels uncomfortable to you that faculty has less say about this, especially now that we are trying to be more diverse. 11) Where are we in terms of EEOC in the selection of the hiring committee for management positions? 12) Dio Shipp has been involved with folks of how to implement District Policies and Guidelines. 13) Until the USG is altered, faculty has no authority in selection. 14) How is done in other campuses? In Management levels, across the District, there is not a great deal of diversity; that can be problematic when your goal is, To Diversified. 15) Its not done Districtwide; its all done campus by campus. DVC uses the USG. Motion for S. Henderson to go back and ask for one change to this policy for the Senate to have one or two slots for their recommendation for hiring committee of Instructional Deans and V.P. hires. Henderson shared the names that were previously approved for this membership: Tue Rust (Math), Julie Von Bergen (Math), Nicole Trager (IDEA), Joshua Bearden (Liberal Arts-History), Kasey Gardner (Liberal Arts-Communication), Joellen Hiltbrand (English) & Janice Townsend (CTE). M. Godinez mentioned that Rudolph Rose (Counseling) is interested to be in the Task Force for counseling more to be more active. T. Welter was in question of approvals. S. Henderson and Abbey will double check and if not, T. Welter will be back on the agenda for vote. It was commented that this group is not a diverse group, however, N. Trager will be representing IDEA members who is a diverse group. Motion to have more Counselors in this committee Approved (M/S; M. Godinez/K. Henderson recommended for all to read the textbook for guidance.11.Should Ӱɴý offer Bachelors Degrees? Survey Approval Request (D. Powell and J. Cariaso ӰɴýAS): J. Cariaso and D. Powell thanked S. Henderson for giving time on the agenda for ӰɴýAS; it really means a lot. J. Cariaso shared SB-769, SB-850 and several articles with the group. SB-769 allows 15 or more community colleges to be the pilot program that offers Bachelors degrees, similar to degrees at CSUs and UCs. J. Cariaso and D. Powell presented the idea to ӰɴýAS and received positive feedback and expressed that Ӱɴý should be part of it. It will help increase graduation rate, can offer traditional degrees that are not offered, more accessible to students, enormous college students savings, lower tuition prices and more students to pursue higher education especially Latinos & African Americans. J. Cariaso and D. Powell are requesting for the survey to be approved and placed on the college website so that they can collect data and represent Contra Costa District. If the bill should be past, we can show that we can be part of the selection process. This survey can represent findings to support hiring more staff and gain more student workforce. SID#s are added on the survey to show the District students polls. S. Henderson shared the original idea was to offer degrees that are not part of CSUs and UCs however Constance Carol is starting a conversation to be able to duplicate such degrees of CSUs and UCs. Baseline minimum qualification requirements for both colleges are part of conversation. L. Huffman will be sitting with J. Cariaso and D. Powell to clean up the survey and work with them in their near future meetings. 12.California Governors Call New Online College (L. Huffman): L. Huffman shared Governor Jerry Browns letter that says that the idea and exchange with what were working on now with OEI isnt enough for him. He wants a total virtual community college and he wants it soon. What would this mean for other colleges? No answers to this yet. L. Huffman will bring this back for more conversation and will share if she learns anything new from the conference that she will be attending.13.Ethno-relative Curricular Task Force Committee and OEI Senate (L. Huffman and S. Henderson): S. Henderson shared that he did send out putting together a task force and received responses from J. Townsend and G. Mendel. He asked the group if they want to continue this conversation and it was expressed that they should continue the conversations. Great to have a group to look at Ethno-relative different disciplines and share them with Department Chairs. More trainings on how to bring strategies into classrooms, incorporate Ethno into Biology and the committee is for advisement to implement more diversity within the curriculum; not mandating ideas.
