Henderson): Reiner Bautista, Ӱɴý student since 2014 came forward and shared an issue that he thinks that has gone unnoticed on campus. He said, Hello Everyone, today I come to you with a humble plea. My name is Reiner Bautista and Ive been a community college journeyman since leaving the Air Force in 2013. This has allowed me the opportunity to experience the depths of the departments here at Ӱɴý and in my time here, Ive only seen one situation where a student spoke out politically but the days of neutrality are over. I come to you today not angry, maybe a little sad but mostly disappointed. Id like to discuss three main points: 1) the quiet rise of racism 2) where its coming from and 3) an offered solution. Theres a current of low key racism creeping its way into our school. I want to believe that the words I hear daily are just regurgitated rhetoric as apposed to actual morals. I try to empathize but I see myself hurt when I follow their logic. I wanna believe that people who talk to me on a daily basis actually welcome me as apposed to just tolerate me. As I walk across this campus that I know so well, it doesnt look any different. The field outside of class hasnt changed, but the murmurs and whispers, those have. As a person of color, Ive always felt the echos of racism but this is new. Maybe not new in a sense in what people had felt but new in how its impacting life on a day to day basis. This past semester, theres been a steady decline of people of color coming to my class. Students who have been going for years had suddenly stopped coming which usually attributed to laziness, actually has a tragically back story. When a person comes to class and already has a hard time understanding because of language barrier, they start out feeling vulnerable. Theyre embarrassed for asking too many questions. Most times theyre not even sure of how to ask, now add an environment where they are ridiculed. Theyre always grouped in with people with accents; not even the same accent. Then they see the teacher helps out other groups more, so they feel even more isolated. Then they hear the people who are actually comfortable in class talking, about great many topics shared, but at least ones a day they talk about something thats puts too close to home and if you speak out against them, youre a snowflake. Most of the people of color had just stopped coming; most of those students were my friends. I cant say with statistical evidence that this all started after our most current Presidential election, but its clear to me this current administration has em-bolded a new generation of people with misdirected anger. Id like to think of myself as a centrist, probably more left to center but I am not against any one person or people; Im against their hate. More than the rhetoric from mainstream media, more than supposed hate than were supposed to feel; Ive been there. Ive hated it with all my heart! When I was deployed, I had to hate the enemy. My friends and I said racist cruel things about them. I needed to make them mean nothing to me because no matter how good of a person I wanted to be, I was on a battle field and I needed that hate to help me survive. To help me pull the trigger without hesitation. I dont think these people are any different; I think they believe they are engaging in a war of morals. As our culture beautifully collide in this wondrous spectrum, older customs fall by the wayside. Every generation has put down the generation succeeding them. This is because even with the same skin color, our cultures change. They evolve and those who dont want to change their way of thinking, are having a hard time dealing with the changes that are happening all around them. They blame the stress on others, they blame the stress on immigrants and they blame the stress on me. As an islander, this is reminiscing of tribalism, so I thought I would be accepted when they got to know me and you know what, in fact I feel that there are more people who are empathetic to people of color versus those who are antagonistic. But the problem is the loudest voice are getting heard and as a quiet man, I cant keep my mouth shut about whats happening any longer. We need to get past otherism, especially on campus. I dont expect hate to end outright, when I needed to get over my hate, it took time, I need it to want it gone from my life. But everyone here can help coil the hatred, you dont have to like everyone you meet but you can at least treat them with the same respect youd expect to receive. Treat the campus like a big thanksgiving dinner. Be nice to each other for Grammys sake; on thanksgiving we put away our differences. It cant only be one Thursday in November, it has to be every day. I dont think most white people are against me. I think that their perspective is different and they havent seen my point of view. Some dont want to, some tried to but we all have to understand that each individual has a unique journey. Regardless of skin color, we all have problems and I believe personal problems manifest themselves into negative actions. As a student, Im in no position to have any influence on my own but with everyones help, we can understand one another. Simply saying I dont see color in regards to race does not work. Please, see me, see my color, react to it normally, react how youd want people to react while they dissect every aspect of your life. If youre weirded out by anything I do or eat, dont make a scene, ask and Ill explain. Being treated like Im from another planet makes me feel less than human. I personally would like to see an in-box, where students, any students that feels uncomfortable for any reason, can put anonymous notes of their experience with an option to be seen. Id like the quiet voices of Ӱɴý to be heard. In Afghanistan, Id spent months with the enemy just for low, I dont feel like Im going to die here, but I do feel the chill of an enemys eyes; of eyes that wishes people like me werent here. Lines have been drawn in the sand and I refuse to choose sides. Im tired of waiting for things to change, Im tired of wishing things would be better in time. Lets stop this racism while its still quiet. Let stop using otherism and dividing ourselves. Lets listen to each other and validate our journeys. If we dont change things then who will. Dion Powell gave results of survey he conducted on if Ӱɴý offer Bachelors Degrees. 94% said that Ӱɴý should offer Bachelors degrees while 6% voted no. Henderson): Greg Stoup (new Interim Associate Vice Chancellor of Educational and Technology) shared the definition of IEPI Institutional Effectiveness Partnership Institute new division in the Chancellors Office. As of 2016, each colleges in California has to set 8 goals; 5 goals from the District related and 3 on Student Learning Outcomes. Student Success, Course Paths and another one or two of colleges choice. All deadlines has to be submitted by June 15th at the Chancellors office. Small amount of time to submit data is not released until April. Its not allowed to resubmit until the next deadline of the following year & not mandated to review from last years performance. There are no awards for meeting ones goals and no penalty for not meeting ones goals. The college has to choose 2 goals out of the list of 13 as soon as the next academic year. The Successful Course of Completion goal; Ӱɴý has set for the last 3 years. G. Stoup explained the metric percentage, first time students, 5 year trend pointed out increase of 2% from last year. Each metric has to be set for a 1 year goal and a 6 years goal (time frame used in the scorecard). It was suggested not to set goal #5 and focus on other goals that are movable; % of degrees, % of students completing transferrable Math or English. G. Stoup agreed and further explained steps to achieve percentage goals. IEPI has not established any measurements for non-credit courses this time around; probably in development. Planning Councils recommendations are 0.5% for short term goal and 2% for long term goal. Score Card Metrics Have to pick one that is related to performance of under prepared population in English and Math in sequence improvement rate within 6 years. Its not clear, do they count accelerated classes or not in terms of coding them in the system. Need to clarify. It was stated that its very complex and need follow ups and have another assessment. It was suggested to accept it as it is so that Ӱɴý will not miss the deadline and be prepared for the next year deadline. G. Stoup will bring the document back for further discussion with the group. Stoup asked for more time in FALL 2017. 9.Ӱɴý Curricular Strategies and Procedures Culturally Relevant Language (T. Adkins and S. Henderson): S. Henderson shared the steps taken for conversations for a Task Force Committee regarding Culturally Relevant Language in curriculum courses and to bring the position paper back to improve equitable outcome. The last approved position paper was in 2003. T. Adkins reminded everyone of the two questions asked early this semester focusing on balancing our curriculum with a more global perspective and she shared the different attributes from other parts of the world and the impact it will create. A suggestion was made to present our current position paper and to re-examine it more carefully; to make some changes to our position paper. Suggestions were made to what the task forces objectives may be: Examine the current position paper and make recommendations of revisions. Bring in a diverse view from the task force lens; first to start at Curriculum Committee to reflect the guidelines on each course. Figure out which current committee could take on certain tasks from the position paper. To do an outcome research and set guidelines to be more ethno relative on COOR. For the Senate to train Department Chairs and part of the charge to create a more ethno relative lens in COOR. S. Henderson will send out an email in FALL 2017 to advertise the Task Force Committee. 10.Campus Budget Continued Conversation (J. Townsend and K. Gardner): K. Gardner shared two blank spreadsheets for planned campus budget and gave a brief overview with percentages and changes from last year. K. Gardner shared the form to V.P. Porter; overall Porter said that its workable however there are some logistics with head counts and FTES and K. Gardner will look into it to where it will be workable. Suggestions were: To accompany the filled out form with demographic sheet for every semester to see hiring, positions changing, to keep track of our demographics that are monitored groups through EEOC and to have additional budgeting data with other spending categories. The Senate still wants input on the decision process; not decision making ability and not voting ability. The Senate want to be part of the process; budgeting process as per Title 10+1. The Senate wants the opportunity to share their views on the hiring process. Motion to accept the campus budget form and to include demographic data with EEO marginalized groups and invite V.P. of Business & Administration Services to present to the Senate in the FALL and SPRING every year along with having a bi-directional conversation and to see the roll-up job categories for the conversation. Huffman & M. Godinez): S. Henderson introduced the item #12 brought up by the Senate Council pertaining to his term of service as President of Academic Senate and he stepped out of the room. L. Huffman shared the Academic Senate Bylaws Election Terms for President and requested the Senate to vote to extend S. Hendersons appointment to end on SPRING 2018 instead of FALL 2017 to align stated election process in the Bylaws and get back on track. Discussions occurred regarding timelines of term of services, history of elections and terms, how it was out-of-sync and other options on terms. Motion to approve to extend the Academic Senate President position term for 1 more semester; until end of SPRING 2018 (provided that S.
