Henderson): Educational Presentation United Faculty Union Milton Clarke Milton Clarke thanked everyone for the invitation and he explained his role in United Faculty Union and its contract pertaining to: Article 6 Divisions and Departments, Uniform Hiring Code Article 7 Load, Discrepancies of Under-Load and Over-Load, Scheduling Article 12 Sabbatical Article 17 Evaluation Article 20 Salary Milton Clarke explained what was in the contract as to the amount of hours faculty are supposed to work based on the contract. He also shared areas outside of contract constraints that come up such as disciplinary matters, problem with students/colleagues and union representations. Union taking on Initiatives escalating benefit costs, wellness program, long term care (not Districts cost), pensions and policy involvement. Statewide Initiatives Bills addressing PT office hours and parent organization. GE Tue asked for hands who did the survey; thanked everyone who did the survey and encouraged everyone to still take it. FSCC Major item was to come up with support for based on the voting results from all the three colleges around the calendar and he thanked Janith Norman for submitting the survey monkey on compressed calendar. Legislative Liaison Report The May revised will be out soon which will give us more information on State funding for next year. Accreditation Steering Committee No report. EEOC EEOC members are busy reading and attending lectures to educate ourselves. No meeting this month. DGC Two matters on todays agenda. Rust): SGC Position Paper (3 variation copies shared) was approved by SGC and is now in the process of going to other Senates. T. Rust shared in the following pages are edits done in SGC Position Paper from previous older version. Edits pages also contained notes. T. Rust shared the big change is on Voting Page 5 Voting Structure Managers were added; having the ability to vote however the President/Designee and Curriculum Rep will remain as a non-voter. It was suggested to keep in mind if votes adds up to a tie; how will it be handled? It was also comments that it was advisory. Double voting from two different places issue has not been resolved. Alternate model was presented as an example - District Governance Council makes a recommendation when the vote is not unanimous; both the majority and minority opinion go forward. Management/Chancellor hears both sides. It was questioned if it was only FT Faculty voting? Historically, it was only FT FT Faculty should be listed on the Paper and add PT faculty representation has to appoint a PT faculty. The question was brought up Is everyone comfortable because we asked the college to have a separate budget committee from SGC? Rust): Multiple request for GE Coordinator were sent due to Anthony Hailey stepping down and we did not receive a nomination for 2 years. Cindy McGrath was nominated as Interim GE Coordinator for one semester; FALL 2015. A search for a GE Coordinator for a term of a year and a half will be taking place in FALL 2015. Kamath): The group has heard from two teams and there are no changes done since receiving responses and it is now scheduled to move forward to SGC. No need for any discussion or voting for this agenda item. 11.Barriers in the Student Enrollment Process (E. Holtmann): E. Holtmann requested from the Senate who collected horror stories from students pertaining to barriers when trying to enroll for FALL classes. E. Holtmann will be passing on the information back to DGC. Examples are listed: Registration/Ed Plan Yellow Button to register is grayed out and there are no explanation as to why the button is not active. Appointment times WebAdvisor was down and no explanation given. Enrollment over the telephone was phased out due to cost to maintain ($50,000/year) for little use district wide. Educational Plan Couldnt log in and students did not have internet access when they get home. Some students wish for paper Ed-plan. Students cannot print out their Ed-plan. Access is limited at certain different times. Different registration dates. Inconsistency - complaints of owing money ($800), dad registered same student and said student owed $200 & did it again & said owed $0. Students date/time of registration, got a gray box and was not able to register. Datatel is almost always down during registration week. Our system cannot handle that mode and needs upgrading including our lines. Registration time slots are too long and we need to have a better system in place; students are very frustrated not being able to get in class. Some mature students are intimidated of the entire registration process; need to have basic and simple way to register. 12.Workforce Development and Regional Consortiums Update (N. Hannum, N. Ybarra & D. Wahl): D. Wahl explained the Advance Manufacturing (introduced by President Obama) via DOW Chemical and announced that they will introduce an Advance Manufacturing Partnership that will take on Apprenticeship; major ways they were going to fill jobs in this industry worldwide. Pilot areas that these will occur are in Texas, Michigan and Pittsburg, CA. President Obama found $100 million dollars and offered the American Apprenticeship Grant Initiative; we are now partnered with total of 10 colleges; 1 in California, 5 in Texas and 4 in Michigan that applied for just under 4 million dollars to train about 600 apprentices over a 4 year period. Ӱɴý will do 60; 13 each per year; 10 Process Technicians and 2 to 3 Instrumentation Technicians per year to earn a degree over a period of 3 years. When it happens, the first Cohort will be in FALL of 2016. DOW has already started this program with or without the grant. Students need to apply through DOW as an Apprentice; first year 90% in Ӱɴý class/10% on the job, second year 50% in class/50% on the job and third year 10% in class/90% on the job. They are employed by DOW full time with benefits; they are getting paid while they are in school. Students will have to have at least 2.7 GPA and show some skills in Math and Science. They will also need to do an entrance exam. This is an Associate of Science Degree. DOW markets for the apprentices, other sources and outreach to recruit young ones especially right out of high school. N. Ybarra reminded everyone that Consortiums were due and submitted in March 2015. Now Consortiums has a Plan and Leadership Steering Committee. Natalie Hannum, David Wahl and Nancy Ybarra are part of the Leadership Steering Committee who meets monthly to discuss on how to implement the plan. Everyone (Ӱɴý and Adult Ed) had only just begun in getting to know you stage however the ultimate goal is to implement the plan. There has been a lot of interesting conversations regarding system alignment between the college and adult education. N. Ybarra expressed a great deal of importance of how faculty really needs to attend the meetings. N. Hannum explained that they are currently working on Systems in Curricular Alignment, Curriculum gaps/overlaps and what are the wrap-around services to be able to share systems. Theres a lot of the table for Adult Ed; theres a lot of peoples nervousness on jobs in the Adult Ed. P. Henderson): Discussion were around creating a Bylaw Committee and ideas for the committee, to look at the Bylaws, Chairing shouldnt be part of the Senate Council however be present there for wisdom and counsel, adjusting the Bylaws, all interested parties can get together and select their internal Chair and report back to the Senate, Is this going to be a Position Paper, Is this an entire Constitutional Change, job duties, clarifying certain positions, election procedure, structure, Secretary position (reconsideration and open for discussion), Senate President Load (.60 or 1.00 load), Senate Vice President (.15 load), Senate Assistant, adjusting the Bylaws or evaluating the entire document. The last two modifications of the Bylaws were in 2012 and 2013. Procedures in the Bylaws for amendments are a committee within the Senate must be formed, vote to make a committee, Senators volunteer to be on the Bylaws Committee, the Bylaws Committee was given some direction by the Senate how things should be changed, Bylaws Committee brings back changes to the Senate and 2/3 Senate votes are granted. It was brought up to take care of specific issues first and not in direction of evaluating the entire document. Motion to create the Bylaws Committee under the direction of the Senate to look at the duties of the Senate Officers/Senate Council as a whole; who does what and how theyre paid and the election process. Duldulao to coordinate the first meeting for the Bylaw Committee to meet and select a Chair. 18.Retention Alert (J. Townsend & D. Belman): D. Belman explained to the Senate the history, old process of Retention Alert and shifts with 3SP work. D. Belman also shared that Ӱɴý is one of the pilot colleges of the state to develop a new statewide electronic Ed Planning tool called Starfish. A more robust, better and easier to use Retention Alert system and it will be available for us for free in FALL 2015. New system will: Faculty code students about how theyre doing, students will receive instant communication. No longer two to three week lag time. Counselors will be able to easily do some intervention based on notices students will receive pertaining to their status. Discussions were around the software, limitations, actions, students profile, messages to students, appointments and paperless/email only. D. Belman asked around the room for ideas and feedback some comments were: Not thrilled with some of the prompts, do not like how they are written, flat, many students dropped the course immediately after receiving early alert, many student gave up, works a lot better when the Instructor is doing it with the students one on one, getting rid of paper however some instructors are already using the email system, early alert never was early enough, D2L allows us to send a message to somebody immediately and make it warm and even send them a video on it; it makes a big difference, messages to students regarding financial aid is almost a joke, far too many students who come unprepared especially with textbooks, Instructors to write their own versions, contact is not from Instructors rather than from Ӱɴý & negative feedback to students. D. Belman and J. Townsend asked around the room to send them an email with more comments, ideas and feedback.17.Teaching in Prisons Fact Finding Report (J. Perry): J. Perry shared that SB59 was passed and shared the facts about teaching in prisons, teachers will be paid & teach community college courses. J. Perry and J. Townsend took a tour in March at a Detention Facility; met prisoners/students in classes, walked around the whole facility they felt the sense of professionalism, controlled, deep effort from teachers in the facility to provide students something that would make them feel like they werent completely isolated from the society and socials skills were being taught. J. Perry shared her meeting on May 4th with Angela at the Contra Costa County Office of Education for $750,000 federal grant. SB1391 is written regarding jails and detention centers. Teachers will not be able teach courses there however its okay. Angelina was very open to anyone who wanted to help teach in their facility. Discussions were around class sizes, issues in the detention center, ideas of classes to teach, prisoners learning after release, editing classes, no fear in the detention center classrooms, their mannerism, traditional model for credit, adult education, certification and easier pathway.
