Bradman University (part of Chapman University College since 1958) with over 12,000 students at 28 campuses and fully online offering Bachelors, Masters and Doctoral degrees. Bradman University became the college of the adult community under Chapman University and been in the bay area since 1974 with 26 campuses in California and Washington serving Extended Education, Nursing & Health (RN to BSN after the RN and Immersion in Southern CA, Business & Arts & Sciences; Bradman University is private & non-profit org., regionally accredited. Demographic population is a Hispanic serving institution, 45% of undergrads receives Pell grant, 44% from under-represented groups and extremely high of single moms in Pell grants, 24% are active military, 50% are first generation and 74% are graduation rates, pushing 80%. The cost per unit is $500 bachelors degree, $620 masters degree, $985 Doctoral Ed. And $1,095 for Doctoral DNP. 4CD students and staff receives an equivalent to 10% scholarship tuition break as transfer student. Transfer credits of up to 70 credits instead of 60 with sessions of 8 weeks long; evening FT are 2 classes at a time and PT is 1 class at a time. Courses approvals can be done during these days; send them in soon. DGC Passed the no smoking policy, more info to come out and still discussing the possibility of monetary fines ($25-$100); a lot of faculty members did not agree with fines where students already have money challenges. The no smoking policy is for the entire campus including parking lots. Another challenge is the cost of enforcing the policy. EEOC Meeting next Tue, May 9th. FSCC Meeting next Wed, May 10th. GE Last meeting of the year this Fri, May 5th. In process of collecting data for program assessment and will be writing assessment in FA17. Legislative Liaison Report Bill pending in State Legislature for community college student fees for a year, however the Governor vetoed it. Another bill pending tells the Department of Transportation that they have to pay students passes. Finally, another bill that advices the Legislature that they need to start working on programs to alleviate student hunger/homelessness. As we speak, there are protestors that chained themselves in front of the INS Detention Center in San Francisco; theyre trying to block the movement of people rounded off for legal immigration into detention center. Godinez received an email from Abbey regarding off-alignment of election process/term of service for the ASC Presidential positon and ASC Bylaws. Henderson) Continued: SGC 1) Finance Bob Kratochvil and Alex Porter are looking at what our priorities will be on the budget; theres always a little bit left over on the budget thats not spent. That could be the source of Innovation funding for some of the things that werent funded during RAP process. No amount was mentioned. 2) SGC did approve the EEO Committee charges. There was a confusion on the document brought forward to the Academic Senate; if they were the same document. Abbey confirmed that the changes recommended by the Classified Senate; to delete the texts in parenthesis (ethnic, gender & disability) were the same document that the Academic Senate approved from 4/17/17 meeting. Henderson gave samples of meta-majors guided pathways and able to explore, integrated alignment for various majors. J. Von Bergen said that it has a default pathway. It doesnt change the amount of units and it doesnt changed the GE pattern. The system is designed to help students look forth. In order for this to work, the Counselors would have to be on board; its going to require a full effort from the entire campus. K. Horan said that there is strong Administration support and we do have identified funding that we can put toward investigating this. He suggested to identify the faculty to be grouped that we can work towards a larger college via summit, possibly in September with a year-long planning. (J. Henderson will send the call out this week. 8.Curriculum & Instruction Procedures 4001 Amendment & Addition (S. Henderson): S. Henderson shared the change from FSCC in Curriculum Procedure 4001 The Executive Leaders of the District, FSCC, all Senate Presidents and Colleges Presidents had recommended amendment; Page 1 were adding SP (Satisfactory Grading Progress) symbol where students are in enrolled in a non-credit class, they can pass the class through SP or if theyre not they can get out of it and it wont affect the student if the student takes the course during the summer month which explains under Standard of Probation on Page 4. Primary terms are spring and fall. SP grading is included and SP grading is included for non-credit courses. More conversations are on the table regarding non-credit offerings. (W. Henderson shared the request from HR for faculty to serve in paper screen and hiring committee for Associate Dean of nursing position. The history is Administration decided to make it an entry level management position; the salary for nurses much higher than the salary for faculty. Continued discussion from 3/13/17 meeting (T. Adkins): T. Adkins stated that Eurocentrism was not something that she invented and she did not define it during 3/13/17 meeting and the statement that this is something that would benefit Black students are totally wrong; it is beneficial for every student, staff and faculty member. Part of the reason why we have so many problems about implicit unconscious bias because of what we teach; we mis-educate about the contributions of humans to civilizations. Because of that implied, it creates implied bias: 1) Where we teach it that creates the implied and implicit unconscious bias and to make it clear that everybody has it; we all have it, it all interrupts our ability to make decisions and it all impedes our ability to interact with humans. 2) Preparing our students to go to institutions that are unapologetically Eurocentric. The question is not to eliminate that instruction but to balance that instruction with other perspective. GE is interested in doing this and they call it Global Perspective. T. Adkins calls it Ethno-centric, a better word that Eurocentric. We are really preparing students for institutions that are like us because we apologize for it; we do it but were very apologetic about it. 11.Question: What specific things can we take to create a more balanced and accurate view of the world (like Peters Projection Map), that better presents facts from both a Eurocentric and Non-Eurocentric Perspective? Continued discussion from 3/13/17 meeting (T. Adkins) - Continued: Motion to remove this item from the agenda if ASC does not agree that this is important (M/S; T. Adkins/No Second) Motion not carried It was expressed to continue with the conversations on this subject. Academic Senate is responsible for the curriculum. It was asked if the Senate is okay knowing that we have Eurocentric perspectives in some places. Overall, we do have Eurocentric perspective. Do we want to push forward & figure out what professional development we need, what can Curriculum do, what can we do to change it? Dion Powell (Student) expressed he liked these type of conversations not just here but also in State colleges as well. There are flaws in our education system and its something that groups dont want to talk about. Why is that? Shouldnt we give ourselves a chance to look in the mirror and ask ourselves if were doing the right thing or should we just conform like everybody else? Were not being intellectually honest. If there is a problem and Curriculum can help, Curriculum can help investigate to see if theres anything we can do about it from a Curriculums perspective. Its outside of the scope of the curriculum committee; curriculum deals with COOR and degrees. This is more for Academic Senate; L. Giambattista explained the procedures of Curriculums responsibilities; think of strategies and policies/sort out perspectives. J. Von Bergen suggested to use the Academic Senate Position Paper. Every problem has a solution. The question is, do we have the will to do so. Motion to approve creating a task force with meaningful words around creating courses with a more balance and accurate view of the world and from a more balance curriculum; not just Eurocentric and including ideas and suggestions; suggestions that faculty can consider when developing their courses and to revise ASC Position Paper. Henderson will place the ASC Position Paper on May 15, 2017 meeting and he will send a call out for Task Force in FALL 2017. 12.Community College Bachelors Degree Student Conversation (Israel Castro, Dion Powell and S. Henderson): S. Henderson announced that Israel Castro (ӰɴýAS President) was not able to be here and Dion Powell will lead on this item & gave an introduction about heated discussion about Community College Bachelors Degree that went on at the State Level forum which started with Nursing and was not approved about 3 years ago. Having a bachelors degree in community college were denounced by our own State organization. ASCCC wrote a resolution to disregard it and the Governor said Sorry, were still doing it. S. Henderson shared the list of different colleges that are involved now & offer a bachelors degrees; Antelope Valley College, Bakersfield College, Cypress College, Feather River College, Foothill College, Mesa College, Mira Costa College, Modesto Junior College, Santa Ana College, Shasta College, Skyline College and West Los Angeles College. Also the original 3 colleges that approved; Rio Honda College, Santa Monica College & Solano Community College. Theyre accreditation model has to also change. Bachelors degree development goal is that the student will have to spend no more than $10,000 from the time they started their Associate and all the way to the completion of their Bachelors degree. D. Powell (first time to lead in ASC meeting) pointed to attached proposal/proposed solution and said, Why cant Ӱɴý take part in the pilot program? He gave examples of students graduating from high schools, into junior colleges and gave the obstacles of tuitions which plays a major role; not many people can afford it. He also shared several articles pertaining to Breaking the 4-year myth, Why CA community colleges will soon offer 4-year degrees and Lawmakers consider more community college bachelor degrees and graduation rates. D. Powell shared the benefits of a bachelors degree in a community colleges: 1) Affordable classes, 2) tuition creates scholarship, 3) more community outreach, 4) Improve facilities, 5) More opportunities & competitive edge, 6) Retain rate increase & 7) Lower supplies. He shared the Potential Obstacles listed. T. Adkins shared that there are additional info need to be included; non-myth information then & myth today. 12.Community College Bachelors Degree Student Conversation (Israel Castro, Dion Powell and S. Henderson) - Continued: J. Von Bergen suggested to create a task force out of ӰɴýAS to discuss the subject even further. D. Powell shared that they are very willing. S. Henderson will plan on attending an ӰɴýAS meeting to discuss this with them and hear more of their ideas. 13.Campus Budget Information & Update Continued Discussion from 3/27/17 (K. Gardner): K. Gardner shared the Ӱɴý Organizational Chart and made a comment of missing section under Akilah Moore; MESA Center with Nicole Trager, Melissa Pon and Abbey Duldulao. The organizational chart does not indicate which positions are Fund 11 and Fund 12. K. Gardner continued previous discussion on salaries and benefits using the 2017-2018 Tentative Budget vs. 2016-2017 Adoption Budget and the Ӱɴý Five Year Salary/Benefits report. K. Gardner explained that the reasons why these came up again are: 1) to restore trust and our delivery process with management and how that can extend the input on under the 10+1 rules on how the budget is developed. 2) To help engaged in some meaningful planning; we have a lot of planning with Ӱɴý and for our continuous feedback in the institution in which we work and 3) one of our accreditation recommendations is looking at bi-directional communication information about the budget and processes. K. Gardner pointed out to the 3 columns of the Adoption Budget; sources of revenues, where is Ӱɴý getting money and this will have changes as it progresses over the budget that we currently have and the budget forecast we have in the future which he pointed out that the numbers are actually good and were getting more operating allocation (2017-2018) and other increases in revenue that added up to $82,000 more; thats the good news. He mentioned the bad news is that the expenditures are increasing; $975K in structural deficit is less than $1.1M in structural deficit and $343K more on deficit than what we had from previous year. SGC updates in the past, we dont have any plans of some sort of massive lay-offs, reserved tapping scheme in terms of getting us through the next cycle but it needs to be addressed in the future. S. Henderson said that he doesnt think that the conversation came from a standpoint of not having trust, the conversation started from the standpoint of having regular information presented. None of the Academic Senate meetings used the word lack of trust. It was not the intent, it was the sense of sharing information. Share the numbers regularly; ones or twice a semester so that the Academic Senate will have a participatory involvement. It helps us to see more clearly from some of the colleges concerns. J. Townsend added for the Senate to have more input and thoughts about the budget especially over time; this year and next year. Going forward, she mentioned that she would like to see our past budget with the difference between management and faculty salaries. K. Gardner that he has the figures on his computer with metrics. K. Gardner showed the budget with object codes and the amount of money and full time faculty, managers, deans and aggregating the idea of release time counselors and librarians. How much does release time cost? All the employees benefits were also on this report for tracking the change; one of our fastest growing expenses. K. Gardner requested to send their ideas using the provided metrics. S. Henderson restated that the Academic Senate simply wants to see the campus budget ones a semester and thanked K.C Gardner for putting together this lengthy report. The same process happens at the district level and its part of the 10+1 process; shared governance process. J. Townsend requested to have more discussion surrounding the campus budget in more detail; management piece, percentage increases, money coming in from 2012-2013 to where we are with percentage increases in each category (management, faculty and classified).
