Debbie is reporting on the work being done on the Distance Education Committee District Strategic Plan. Administration asked for a Strategic Plan to be created for Distance Education, particularly setting the vision and direction for Ӱɴý Distance Education. The Plan must complement the vision and direction for the college and district. The Distance Ed. Strategic Task Force is a collaborative between members from various cross-constituencies on campus, some of whom are on the D.E. Committee and some are not. It includes management, faculty, student services, IT, research and students all with various levels of experience with D.E. The task force has reviewed current published literature on Distance Ed., research results (focusing on retention and success), learning from other institutions specifically CSUEB, dividing up the content between teams and discussing them and an online discussion forum for subcommittee members. The outline for the plan is in progress and a rough draft outline should be done by the end of this semester and the finalized outline will contain the following: Vision Goals based on vision and research Curriculum Staff training and support Student Services training and support Implementation of Plan One of the benefits of a Strategic Plan is a better understanding and joint ownership between students, faculty, management and staff. Planning will also result in realistic expectations, compatibility with institutional vision and goals and a seamless student experience whether it is on campus or online. DGC (District Governance Council) Next meeting is tomorrow and the DVC proposal to change the AA degree requirements will be coming soon. FSCC (Faculty Senate Coordinating Council) Bruce Cutler was able to come up with the actual budgets for each of the three college Senates. It does look very similar to what it was expected to be and the rollover monies will continue to rollover for next year so we will be able to finish paying off the Curriculum Committee coaches, stipends, etc. The original $100,000 three college Senate budget estimate was just an estimate and is still in discussion to increase possibly to $120,000-$130,000. During the meeting we also compared notes regarding the ASCCC Resolutions from the Plenary Session. ASCCC Plenary Session Clint Ryan The meeting was held on Saturday April 18, 2009. The ASCCC voted to strongly advise the resolution to have colleges to give the Accreditation Team faculty names in an effort to get faculty more involved. They also demanded that the resolution for Accreditation Teams to visit classrooms be approved and that they also keep in constant communication with the colleges. The resolution regarding AP guidelines was amended and now reads, We are encouraged to consider adopting the AP guidelines The resolution to validate prerequisites by content review rather than statistics was passed so instructors may be able to analyze their courses and decide what prerequisites students enrolling in the course should have completed. Although, the ASCCC would like the prerequisites to be backed up with statistics after the course is completed. This resolution also requires a change in Title V so even though this resolution has passed instructors cannot start using this change until State Law is changed as well. Clint stated that many other colleges do not know how to complete a validation study and it might be helpful to them if we could make the directions on how Ӱɴý completes their validation studies available to them. The resolution for no equivalencies for an AA degree for minimum qualifications was referred to the ASCCC Executive Committee. Michael Norris explained that if the resolution maybe a close vote of either pass or fail, it will be referred to the Executive Board for review and/or research and changes. Federal Law requires institutions to have an Institution Review Board (IRB). There was a proposal put forth for community colleges to now have an IRB. An IRB reviews and approves surveys and/or human research studies to be conducted by students or teachers and presented outside of the classroom, or share with the public. This proposal was forwarded on to the State Executive Committee for review. (18-0-0)6Emergency Siren on campus starting May 6th - Ofcr. Teddy Terstegge (Handout)Emergency Siren Alert System Officer Teddy Terstegge is serving a special assignment as Emergency Services Coordinator. He is here to introduce us to a new Campus Alert System that has been installed and will be tested starting the first Wednesday in May 2009 (May 6th). All the sites have the Campus Alert system installed. This system will allow everyone on campus to be alerted within several minutes by sounding an alert siren if there is an immediate threat to life or safety (ex. an active shooter on campus, chemical release near the college, etc.). The siren will alarm for precisely 3 minutes in length at the sound of this alarm everyone on campus must shelter in place, go indoors, lockdown and look for updates on the radio/television/district website. There is concern that the Music area of the campus cannot hear the sirens. Ofcr. Terstegge mentioned that the instructors in that area should listen for the test sirens on May 6th and if they cannot hear it to let him know and he will work with that department to find alternative ways to alert that department in an emergency. The test of the alarm will sound for 30 seconds or less on the first Wednesday of every month at 11:00 a.m. Officer Terstegge is asking that instructors to discuss and inform students of this alarm system. Motion moved, seconded and approved to appoint Robin Aliotti to replace Brad Nash as the Ӱɴý Academic Senator for the Business/Travel Department and also as the SGC Representative commencing in the Fall 2009 semester. 8Constitution Changes (see Handout)Proposed Constitution Amendment Changes Faculty have had questions over the last few years as to regarding suggested changes to the membership of the Ӱɴý Academic Senate which is written into the Senate Constitution. One suggestions is to move the Senate Membership listing from the Constitution to the Bylaws to more easily address membership concerns or changes such as combining certain groups, deleting groups that no longer exist, etc. Firstly, we need to decide if we want to consider modifying the constitution. If so, then a convocation of the whole needs to occur and then the faculty would vote on what changes they would like be made but leave the membership included in the Constitution. Another option would be to have the Constitution changed so the Senate membership would become part of the bylaws. The bylaws are changed internally by the Academic Senate as opposed to the need for a convocation. Some specific changes that are being requested are, Drama is not currently included, CNT is still included and that department no longer exists. The membership was originally proportional to faculty members are in each department but, modifications have been made at previous convocations. The membership also includes a representative for every department and at-large reps. One suggestion is to have the Constitution amended to state that the only way the Constitution can be changed is to have a convocation of the whole. One recommendation for a change is to make it so the Bylaws can be changed by a majority of the Senate and the Constitution can be changed by a super-majority. Unfortunately, it is incredibly difficult to get a convocation of the whole which would make this process that much more cumbersome. Another suggestion is to present the proposed changes to the entire faculty and give them a period of time to review, discuss and provide input on the proposed changes. Then at a later date the faculty would either vote by signed ballots or in person. Suggestions Leave it in the Constitution as it is Move it into the Bylaws Change the Constitution wording so that these things can all be done according to the Bylaws Have the change(s) done faculty-wide but not necessarily through convocation of the whole. Plan The faculty as a whole still must decide which one of the four suggestions listed above that they want the Senate to move forward with. The options are to List those four suggestions and have a discussion about them at a convocation of the whole at the beginning of the Fall 2009 semester. Another option is for the Senate to discuss these four suggestions and the representatives in the Senate could take the suggestions back to their constituents for their input and then report back to the Senate. Then the Senate would make a recommendation to the convocation of the whole. Have a statement in the August 2009 Reminder to Work newsletter to faculty about these proposed changes, the four suggestions on how to make those changes and the reasoning behind these changes Have a task force from the Academic Senate look at the membership as it is currently written in the Constitution and then come up with a new proposed membership and bring it to the convocation for discussion and/or voting. Michael Norris stated that he would work on getting some wording and proposals together. If the representatives could get feedback from their constituents and forward it to Michael by May 4th then he could present it at the next meeting. If he does not receive any feedback before May 4th then the discussion, proposals and voting regarding this matter may not happen till next semester.9Formal look at DVCs change to AA degree requirement (see Handout)Information and Discussion This is a formal request for the District Board Requirements to be changed for an Ecology of Human Health Course, American Institutions and two Physical Education Activity courses. One of the motivating factors for these changes is for students receiving an AA degree and transferring to a 4-year college/university could do so without having to complete a lot of extra units. Although these would be a District Board Requirement changes Ӱɴý can opt to not adopt these changes and keep them the way they are. Most students have issues with the dual and triple track system that would result from these changes. It becomes very confusing and difficult for the students. Some time ago DVC attempted to have a Transfer (only) degree and that was refuted and found completely against State regulations. DVC is fully aware of that this Transfer degree is illegal however, these new proposed changes to the Board Requirements closely resembles a Transfer Degree but is not. Some Senators feel the DVC is attempting to get as close as possible to the Transfer Degree that they tried to pass previously without it being a Transfer Degree.
