Moore): Welcome back Estelle. 3. Senate Announcements and Reports (A. Moore): GE Committee Report (S. Cabral): We have not had any meetings since the last Academic Senate meeting. The next GE seminar is on Monday, April 23rd. We have a GE committee meeting coming up this Thursday, April 19 where we will mostly plan for Mondays seminar. TBA Lab Hours (A. Moore): The District applied the edits from the Senate to the TBA form. The student participation edits were the only edits that were not accepted due to compliance issues. Akilah will email the email sent from District with the form attached and the Senators will take it back to their constituencies for any additional feedback.  4. Approval of Previous Minutes (A. Moore): Corrections: There were two item 12s. Change the numbering Survey should be item 11. Motion to approve the minutes with one correction (M. Lewis); Second (S. Cabral) Vote: 11 0 1. The minutes were approved with one correction. 5. Agenda Reading and Approval (A. Moore): Motion to approve the agenda (J. Townsend); Second (J. Meyer) Vote: 13 0 0. The agenda was approved.AGENDA ITEMS ------------------------------------------------------------------------------------------------------------------------------------------------ 6. Appointments: Multiple Committees (C. Ryan): Betty Pearman and Rebecca Talley were appointed to the Scholarship Committee. 7. Introduction of Diane Chiabotti): Diane Chiabotti attended the meeting to observe an Ӱɴý Senate meeting. She is currently the Child & Family Studies Program Coordinator and is the At Large for the Academic Senate for community Colleges. 8.Resolutions (A. Moore): Resolution 6.02 Early Childhood Education: The main fallout is over the cuts to funding for State subsidized programs because it usually hits the college campuses the hardest. In the extreme case, students wouldnt be able to receive childcare while in school. In addition to this, it would have an effect on academics because the programs are used as labs for students in the child development field. Resolution 13.02 Priority Registration for MESA students: The Senate recommends that MESA looks into having closed classes similar to the learning communities, and the Senate also suggests looking into using grant money (STEM) to provide more course sections. Resolution 6.04 Tiered fees in the California Community Colleges: The Chancellors office has already come down against this resolution. 9.01 & 9.02 Faculty Discipline: No discussion. 9.03 Interdisciplinary Pre-requisites: There is tension between access and success. Tim Clow from the District office suggested looking into creative ways to contextualize course content. Janice and Akilah will work on drafting an amendment to the resolution. 13.02 Priority Registration for MESA Students: Pull off of consent agenda. 20.02 BOG: This resolution is about implementing penalties to BOG students who arent meeting academic standards. 20.03 is in opposition to 20.02. Suggestions: maintain academic progress reports like Financial Aid and EOPS; credit by exam should be covered by BOG; BOG students should be treated the same as non-BOG students, going through the academic dismissal process if they are not meeting academic standards. Straw Poll on Resolutions: 6.02 (ECE) Yes 9.03 (Implementation of prerequisites) Akilah and Janice will work on writing an amendment 13.02 No 20.02 No 20.03 Yes If any Senator or faculty would like to write a resolution or an amendment, please send it to Akilah.  9. AA Vote Results and Next Steps (C. Ryan): There were 111 total ballots submitted and of that total, 67 were full time faculty and 44 were part time faculty. The final vote was tallied at 61 votes in favor of GE being reduced to the Title 5 minimum of 18 units, 49 votes not in favor, and 1 abstention. As a result of the vote, there was some disappointment with the outcome. An English rep believed that the new GE model would have a drastic impact on the course content for ENG 100. Suggestions: Look at the GE criteria and implement the changes for the next calendar year. Next steps: A subcommittee will be work on creating a sample draft of what the new GE will look like. The subcommittee members are: Cindy McGrath, Akilah Moore, Ginny Richards and Clint Ryan. The ballot will be emailed to the Senate for their review of the content. 10.Bylaws (G. Richards): The Senate discussed the Senate leaderships load distribution. The current load is: .5 for the President, .25 for the Vice President and .25 for the Curriculum Committee Chair. Suggestions: Reduce the VP load significantly; allocate .75 load for the President and .25 load for the Curriculum Committee Chair, Secretary and VP in the form of stipends; bring in a Senate budget so that Senators can address the issue of load accurately; and add page numbers to the bylaws document The Senate also discussed addressing its current representative structure. Any changes to this structure would require convocation of the whole because it is part of the Constitution. This is usually done during flex. Suggestions: More Senate structure from Constitution to the Bylaws and consider term limits for President and Vice President. The Senators will take the Bylaws and the Constitutions to their constituencies for feedback and review. 11.TLC Amendments (C. McGrath): Suggested amendment by the SGC to section V: D Reason: College president allocates faculty reassigned time. Process: Would need to be approved by Academic Senate as additional amendment to paper already passed. FROM: Members of the leadership team will be recommended by the TLC and approved by the Academic Senate. TO: Members of the leadership team will be recommended by the TLC, approved by the Academic Senate. Motion to approve the amendments to the TLC (M. Lewis); second (J. Townsend); vote: 12.Letter from IDEA (A. Moore): The IDEA committee submitted a letter to both the Academic Senate and Curriculum Committee expressing their concerns with the results of a vote that was in favor of changing the current District policy on establishing interdisciplinary prerequisites from a content review and statistical evaluation, to an optional method content review or statistical evaluation. The IDEA committee was also concerned that the implementation of this type of policy would widen the achievement gap, especially for students of color. There was an expressed concern from the Senate that the IDEA committee was more concerned with access than student success and was making a claim without evidentiary support. Ryan Pedersen, a representative from the IDEA committee, explained that the committee wanted to keep the data component (statistical validation) in the policy so that the faculty would have to prove that a student would be highly unlikely to succeed, and not the other way around (highly likely to succeed). Questions - What was the motivation to change the policy? The pressure to change the current policy was coming down from the State level.
