Call to order Public comment: None Senate Announcements and Reports Kennedy King Scholarships: The Academic Senate will donate $100 to the scholarship fund which will also cover the cost of a half page ad in the scholarship booklet. The Ӱɴý Academic Senate will donate $300 for now, and request reimbursement from the DVC and CCC Academic Senates so our net donation will be $100. Funds are coming from the moneys set aside for refreshments in the Senate budget. DGC: Several student-related items requested. Currently, reports are scheduled at the end of Board meetings and there is not a time for students to report. Students are requesting a regular report time be included. Also, a request for reports at the beginning of the Board meeting rather than at the end. The Senate supports moving reports to the beginning of the meeting and students having a regular report. Student trustee: currently voted on by only one campus at a time which is an incorrect procedure. DVC is requesting moving forward to comply with standards that all students in district vote on the student trustee. Suggestion: Contra Costa College nominates the next student trustee, then all students in district vote on those candidates. Question: will students from all campuses be running against each other or will we keep rotation among colleges? Student trustees get many perks including scholarships. Compressed calendar. The faculty will need to make a recommendation. Concern: other colleges had to vote on compressed calendar without having a model available only agreeing or disagreeing to move to a compressed calendar. Suggested feedback from your constituents: thoughts on an intersession (possibly 2-4 weeks); how compressed 14, 15, 16 week semester would be acceptable, if at all? Questions: how does summer impact load as compressed calendar? Suggestion: list of concerns/feedback for next senate be sent out. One model might be a 16 week fall/spring semester, 2 week winter intersession. Concern: intersession 2 weeks: not enough time for a 3 unit course to meet Carnegie units and study requirements. Request: someone familiar with compressed calendar come to next Senate meeting. Concern: calendar issue is a negotiated item by UF. Curriculum concerns are an academic and professional matter. The process is Shared Governance, and Senate/SGC relay concerns to management. Management then negotiates with the unions considering feedback received. Question: Why push for a compressed calendar? Management at DVC was advocating previously. Currently, there doesnt seem to be anyone in the district pushing for compressed calendar. There can be advantages for faculty, also disadvantages. Why fix something thats not broken? Students have commitments outside of campus and may prefer a compressed calendar. Next Senate meeting: Brown Act training. SGC and Academic Senate are subject to the Brown Act. Training & responsibilities for Brown Act meetings will be covered on 4/16. RSVPs to Erich Holtmann would be helpful. Everyone is welcome. Student Services: Hiring next Senior Dean of Student Services. Emergency item: approve hiring committee faculty members needed (12-0-0 approved to add emergency item). Concern from Behavioral Sciences regarding department placement of Student Life Faculty. Questions about agreement with Behavioral Sciences and Counseling department split. Feedback requested from Student Services/Counseling re student life & split with Behavioral Science. SGC: Classified allocations decision not yet made. More recruiters are needed at district office. Morale and disparity between Ӱɴý faculty and management discussed. More discussion about district office feeling about faculty low morale. Focus has moved from enrollment to morale focus. Student survey: students are happy with faculty, indicating faculty are involved. Peter is concerned about disengaged faculty. Union rep gave a presentation to the Board about disengaged faculty. Climate Survey to be placed on Board agenda. Brentwood curriculum discussion will be put on Curriculum Committee agenda to comply with Brown Act. Curriculum Committee previously discussed several times not posted to the agenda. Brown Act training will hopefully reduce such omissions. Distance Ed: no report. TAG: wireless topic discussion. Funding for making core building wireless: in order to make all the core building wireless $60,000 which is prohibitive. Wireless for most of core building including 36 different broadcasters and reduced cost of $30-40,000 and would include the most popular places like cafeteria as wireless locations. New buildings also supposed to have wireless access built in. Concern: 2 wireless access ports in child development no longer accessible due to IT concern of firewall violation. Issue of networks: concerns about security and access. Having different levels of security (staff access having more security than student access) may resolve the issue. Recent newspaper article about changing grades also mentioned. Tutoring Committee: Stage 1 completed with 9 departments requesting funding. Stage 2 sent out and will be forwarded to SGC for fund dispersement. College-wide model for tutoring (excluding math and science) is currently being developed. Curriculum Committee: As mentioned in item G above, Brentwood Curriculum discussion upcoming. Also the Curriculum Committee is considering issues of grading, COORs, and developing criteria for evaluation. Senate Elections: Clint Ryan is the sole candidate for Senate Vice President. Ballots for President and Vice President coming soon. Scott Cabral: thank you to all faculty who donated their time with the Academic Competition. IV. Minutes Approved Previous minutes approved with correction. 14-0-0. V. Agenda Approved: Ruth Goodin will come back at a later time to present. Add Fall schedule of meetings. Fall Senate meetings will be every other Monday beginning the 2nd Monday of classes. Agenda approved 14-0-0. VI. Agenda Items Chief Facilities Planner Hiring: Ginny Buttermore approved on Chief Facilities Planner hiring committee 14-0-0. New Instructional Program: Humanities. All classes in the Humanities are already approved through the Curriculum Committee. Concern: Drama courses not included. Solution: Drama general education courses will be added to Humanities program. Concern: Student Learning Outcomes include understanding of science but no science courses included in program. History of science or a historical view of science is covered in classes, not scientific content and SLO is intended to address this understanding. Degree is a program in humanities and not a part of the Liberal Arts Degree. Clarification: what is distinction between Liberal Arts Arts & Humanities concentration and Humanities major? The Humanities major includes 21 major units: core curriculum + 4 courses. Program approval needed by senate. Courses taught in sequence to meet student need. Humanities Program is believed to bring students to Ӱɴý. Courses are matched up with GE requirements. What about major prep? Some courses also meet major prep requirements for transfer. Concern: major is supposed to be 18 units maximum. This is Stage 1 of the Program Approval process. Moved to approve program with the inclusion of Drama GE courses: Lewis/Austin. Suggestion for additional courses to be included in Humanities Program: Foreign language, Political Thought. Additional courses may be added later. 11-0-3 voted to approve Stage 1. Concerns: difference between AA degrees and the limit of 18 unit majors. Senate Bylaws revisions. Changes proposed by Senate Council. Typed version to be sent out for next meeting & voting. Quorum defined as majority of membership frequently several senator positions are left unfilled. Suggested change to majority of filled positions. Concern: Brown Act rule may conflict. Check with Brown Act trainer. Senate President receives .5 load and a $4000 stipend for summer. Stipend amount not listed in bylaws. Stipend comes from district office not senate budget. Unit plans no longer done: program review and updates instead. Remove CCLC representative: CCLC is statewide Academic Senate board members, and the current president has not attended. Change: SGC rep also be a Senate Council member. Concern: SGC is place where everything is sun shined. Some feel the Senate president should go. Importance of SGC to institution. Concern: rep going to that important meeting without having knowledge of what faculty feels. Concern: SGC currently includes appointed reps from Occupational Education, GE, and student services, representing the three faculty divisions. President has traditionally participated in more district activities. Suggestion: Senate Council member attend as non-voting member liaison to committee. Remember spirit of SGC, representing voices, all faculty. Changes in Senate Secretary: hire a classified secretary for senate to do minutes and other office tasks. Student Assistants have not been a reliable solution. Changes to Senate Secretary duties (faculty): minutes, attendance, records, expenditures, time card: moved to classified assistant. Faculty secretary: more council duties, maintain website, committee appointments, term limits, newsletter, research for senate. Possible supervising classified assistants operation. Classified assistant does not go through Box 2a because position would be funded by senate budget. Proposed 10 hours per week, advertised within district for classified assistant. Classified assistant can combine this job with other part-time positions on campus. Conflict: constitution and bylaws have conflict with ratifying information. State Senate Resolutions: Plenary session meets this week. Feedback: Disciplines (handout) MFT to be added: Senate supports. Proposal 3: Creative Writing. Proposal is splitting creative writing into a new discipline would mean that English instructors would not be able to teach creative writing courses without also having FSA in the new Creative Writing discipline. Concern: bifurcating discipline not needed. Many with English Degrees write creatively and are published. Creative Writing is a relatively new discipline. Most published writers hold English degrees not Creative Writing Degree. Suggestion: equivalency process with new discipline. Concern: movement in English as composition is becoming more structured. English teachers could teach composition, reading, etc. Support CW as new discipline. Concern: small colleges may not have instructors in the CW discipline. CW is a choice for many English majors. How would this impact English/CW teaching? Currently, minimum quals require at least one English degree (Bachelors, Masters or Doctorate) in order to teach English. Concern: load for CW discipline. Instructors with degrees in English are currently teaching creative writing. Concern: MFA/CW holders might be denied composition course instructional assignments with changes to discipline. Suggestion for minimum qual issue: restrict the discipline requirements, but make more broad requirements in hiring process. Proposal 4: Art History. Similar concerns as English/CW. Net is cast more broadly: department can make decision of who fits department and course assignment to be filled. Concern: making it more difficult to hire faculty positions in English/Art History. Other districts have different scheduling options: management makes assignments rather than faculty assignments. Difficulty finding adjunct instructors. English: trend is specializing into composition, DE, CW. English has many jobs available: CW discipline being respected as a specialty. Small college size not defined. Concern about this may be a problem only at a small number of colleges. Concern: CW could be hired as English and then have difficulty finding load at Ӱɴý. Many published writers attend workshops rather than CW programs. Multiple disciplines: can add FSA to COORs and individual can apply for multiple FSAs.
