Norris): The meeting was called to order at 3:05 p.m. II. Public Comment (M. Norris): No comment.  III. Senate Announcements and Reports (M. Norris): Diversity in the Workplace/Governing Board Meeting (M. Norris): At the last three Governing Board meetings there has been a large group of people making public comments about the lack of diversity in the workplace, specifically at CCC, and in particular, with Hispanics in faculty and leadership positions. Peter Garcia facilitated the first half of the last Governing Board meeting which allocated the first hour to address diversity in the workplace. The audience consisted of community leaders, faculty and staff from, and surrounding the district. One of the main issues is the rapid change in diversity of the population in comparison to the hiring. Michael Norris will follow up at DGC about the District EEO committee and its membership. Comment: In terms of diversity, it is difficult to create diversity when it cant be seen (in the hiring process). Suggestions: Cultural Competence trainings, learning the legal parameters of Prop. 209 and being properly trained on how to work within the parameters in respects to hiring, intentional development of supplemental questions. Aggendize this item and look into receiving a report from District EEO rep (Michael Yeong). Ruth Goodin offered to help with researching training for the hiring process and connecting to reaching out to PDAC. FSCCC (M. Norris): The families are done for Ӱɴý, CCC & DVC and will be coming to Curriculum for approval. Assessments: Ӱɴý will be seeing SENSE and SESI (assessments) for students. Clint will send an email explaining about the process and any necessary details. Districts 65th Anniversary: The District will be celebrating its 65th anniversary. If anyone is interested in helping with the planning, please contact Michael Norris. DE Chair: Last meeting the Senate voted for Yong Min Zhu as the DE Chair; this action has to be revoked because the Senate does not have the power to elect the chair. Yong Min Zhu will be considered a candidate, with the chair being elected by the committee. Convocation: Having Convocation during next Falls flex is not an option (availability); so the alternative is to use one of the Monday afternoon meetings. April 29th is the next College Assembly and it could be held at this time. Michael will talk to Bob about having convocation on Monday, April 29th. Hiring for Deans: Michael has seen a draft of the timeline of the hiring of the deans. The soonest date that they can conduct interview would be during finals week due to the Districts mandatory 4 week advertising period. One option is to have the interviews during Wednesday-Friday of finals week (20th-24th), and the second option is to have them the week after finals. They will be hiring all three deans in one committee. Richard Livingston: May 5th is the retirement celebration for Richard Livingston. The deadline to sign up is April 15th. There will be a scholarship created in his name in lieu of gifts. If anyone has any old pictures of Richard please send it to Cindy McGrath. Curriuclum: Curriculum is still passing courses. Still working on credit by exam (form has to be revamped). GE Committee: Putting the final touches on the new plan for assessment. They will be meeting with the District researcher and will be announcing their plan next Monday at 3pm Professional Development: Jean Moule from focused flex will be coming back to campus on Friday, April 26th on Under the Iceberg. Appointments (V. Richards): There are no new appointments.  VII. Faculty Professional Development Facilitator (R. Goodin): In 2009 SGC approved a report recommended by the Professional Development Taskforce. Two RAP proposals were submitted Professional Development Coordinator (Classified: a logistical position) and a Technical Training and Development Coordinator (technology and training position for staff and faculty). These positions were banded high, but when the economy worsened the report and recommendations were put on hold. Plan A was for it to be in the Office of Instruction and to include a Professional Development Facilitator (Project-based position for faculty and faculty needs with a rotating lead depending on priorities). This also includes a Professional Development Coordinator, a Technical Training and Development Coordinator and a Professional Development Taskforce (PDAC). Plan B was including the work and positions in the Office of College Advancement. The funding for Plan A would be taken from a variety of grants that have professional development components. The Professional Development Facilitator would work closely with the Teaching Collaborative led currently by Mark Lewis. The college would like to use the Fall to start developing a job description and have about a year and a half of funding available. Ruth is seeking Senate feedback before moving forward. Senate Comments: There are three major groups working with faculty and development assessment, diversity and collaboration. Should the Facilitator position be filled by more than one person?  VIII. Area B Update (V. Richards): Below are the notes from the Area B meeting (Update from Michelle Pilati). Michael Norris will attend the breakout session at Plenary on the Student Success Taskforce and will contact Mary Oleson Budget & Enrollment Governors proposal for adult education seems to be off the table. The Assembly already dismissed the adult education proposal. Next steps on this issue arent yet clear. 90 unit limit seems universally opposed Distance education dollars are in budget so a variety of proposals are coming. Central portal for statewide online courses is proposed and discussion is ongoing. Initial discussions of common platform for online courses Condition of online enrollment also being discussed (like prerequisites or online skills qualification) Senate bill 520. Proposing to move intersegmental senate group (currently evaluating open resources) to now evaluate third party courses (not community college) including standards and making those courses available to students when there are not room in community college courses. Unclear about awarding credit for these third party courses. Concern: when colleges not meeting enrollment caps, doesnt seem appropriate to have students go to other providers rather than community colleges. Two-tiered funding proposal coming from Long Beach City College: offer courses at cost during intersession. CID & Transfer CID now required for courses prior to submitting Associate Degree for Transfer. There are hints from the CSU system that they might be willing to use CID for system wide articulation. Currently difficulty getting enough reviewers for CID. T IGETC for STEM: hopefully finalized by June/July for fall start. Student Success Task Force: Professional development: Flex calendar changed to professional development. Controversial issue mandating colleges have a minimum of 5 days for flex (contracts and bargaining issues). Currently 90 colleges have 4 flex days. One reason for additional flex day is for additional mandates including slo work. Funding for professional development: of 1 percent of every colleges budget earmarked for professional development (sticking point for CEOs). This would essentially create a categorical fund for professional development locally determined how much each constituent group is funded for professional development. Funding for professional development is for all staff constituent groups. While Academic Senate was listed as a leader in professional development, most dont have any professional development funding. There will be a breakout at Plenary on this topic. This proposal will go to the Board of Governors due to legislation needed for changing the flex calendar. Likely become law 2015 and budget change for 2015-16. Revamping matriculation. There are groups working on Title V language, data elements including what services provided and how that data translates into funding. Early phases of discussion. Two years worth of data collection planned before funding changes. There may be documents available at plenary. Score card coming soon. ASCCC updates Most officers are up for elections ASCCC Foundation is not having the spring competition only in fall. Resolution Discussions Discipline list hearing: anyone may attend the hearing on Friday from 4-5. Attendees at the hearing do not have to be registered for the plenary session. Attendees will have to check in at the registration desk for a badge. 9.01 Curriculum: more about talking to other local colleges for example having multiple local colleges coordinate offering that one final course for the same program during different semesters to help students complete program. Conjoint programs: two colleges work together to get enough students to complete a program or enough classes (due to course section reductions). Executive council to explore. Disciplines list Kinesiology: another region has proposed a resolution to move this forward Teacher Education: Two resolutions forwarded one from Skyline and one from American River College. Generated lengthy discussion. Concerns: no equivalency to masters only credential. Concerns that masters in early childhood education is not included and the impact to faculty at community colleges. Concerns that state proposals include P-12 while this proposal does not match. This is the second go around for this proposal. IX. Final Look at ASCCC Resolutions (M. Norris): 1.04 Jane Patton Senator Emeritus; 9.01 Alternative to resolution 9.02; 10.01 Kinesiology (add to Disciplines list); 10.04 Teachers Education (will be discussed at Plenary); and 19.07 Certification of Faculty to Teach Distance Education Courses.  X. Program PSLO Creation (M. Norris): Programs like Business, now how to have separate PSLOs for certificated programs (i.e. Real Estate, Travel, Accounting, etc). Len Price is working on a model based off a DVC model and will be presenting it upon its completion. There will be a Flex in the Fall to help assist faculty separate and develop the PSLOs. Ask faculty to limit the outcomes to one or two associated with the smaller certificate programs. The deadline for locally approved certificates with PSLOs is November 1, 2013. Eileen Valenzuela will redline and send the form to Curriculum in one stack. XI.Public Display of Assessment Results Online (M. Norris): The ACCJC now requires the public display of assessment results online. Cindy McGrath shared how departments can convert their PSLOs into a PSLO Assessment Report Summary for online publication using the same format but in a summary format. Cindy added Recommendation for Students as a way to give advice to students. The suggestion given at the department chair meetings was to include a paragraph that answers what was done, what was found, and what is going to be done about the findings. The most recent assessment needs to be used for online publication. The deadline is April 30th. Faculty will submit in word format to Christina and she will post it to the web. The Community College on Student Success Card will be posting the outcomes to be used by students and parents to determine which college is best. Suggestion: Look at what colleges passed accreditation (specifically this portion) with high ratings and look at what theyve done in comparison.  XII. Adjournment (M.
