Townsend stated (on behalf James Noel, Theodora Adkins and the EEOC) that we sent a letter out to President Bob Kratochvil regarding bringing Kimberly Papillon again to come back on campus, to possibly have a convocation for more than 65 people to attend and participate in the event. J. Townsend requested for Chancellor Fred Wood to consider as Kimberly Papillons schedule is tight and we may need to ask in way in advance. The EEOC will assist with this event and Tess Caldwell (English Dept.) has association with Kimberly Papillon. Chancellor Fred Wood (todays first appearance with Ӱɴý Academic Senate) shared his history in education and expressed his appreciation to Instructors and what happens in classrooms as educators and the importance of their interactions with students. F. Woods first teaching assignment in DVC and full time teaching was in Idaho; he feels at home and happy to be where its all about the students. F. Wood shared his experience in Idaho as Vice President of Academic Senate and the importance of participatory governance it voice and diverse perspectives from faculty, staff, management and students. He shared his experience in UC Davis and projects he tackled; Student Success and Transfer Students and its challenges by forming a Senate with collective perspectives around their projects. He also shared his experience in the University of Minnesota; a tough experience to walk into however he expressed the importance of faculty governance on this campus and after 4 years the university did a lot of healing. F. Wood expressed the importance of having trust between faculty and administration; at the end of the day, he hopes to establish great trust between administration and faculty; thats what will make us the strongest. He will not dodge issues, he will not shed things, and he will not always have an answer however he will always try to get an answer, listen carefully and do whats in the best interest of everyone. His job is to help everyone and to serve the students. 3.Educational Presentation Contra Costa Community College District (Chancellor Fred Wood): Vision - F. Wood assured everyone he is working on his final visions; its developing as he listens to others and as he learns. He said that he would like to be visible more often in all campuses for 1) It makes him a better Chancellor; to hear directly from people on campus and who are working directly with students 2) Selfish for his reasons because when he looks out the window, he doesnt see students; he has been on college campuses since 1975 and he would like to keep a balance and talking with the students and attending events as well. Enrollment - F. Wood would like to pay attention with the enrollment issue and its challenges. What can we do with enrollment to mitigate the ups and downs with our economy? We want to retain regional and connection with Pittsburg, Antioch and Oakley to be their campus. Online instruction, what we can do with that space? Half of the enrollment in Minnesota was online. He gave examples of stories in online classes. Cost We have to keep figuring out how to manage our cost and figure out a way to manage cost for students. Kennedy King raised $400K this year for our students. People do want to invest their dollars here because they know that they can make a difference and what we need to do. Student Success We have to recognize that access alone is not enough in todays world. We need to think of ways we can be part of the mix. Trustees They care deeply about students. We are very proud that they listen to students and staff, they took action and wrote resolutions. F. Woods advice from afar was to write the strongest resolution and not dismiss anyone. He wanted to be sure that we didnt say something that someone said, But you said and we couldnt honor it. Last week, they voted unanimously for our 2nd resolution in terms of SP54; Kevin DeLeongs California Values Act and thats exactly what we need to do. We need to work together to continue to provide for security, care and support for our students and our employees during uncertain times. Buildings With support of our communities and its bonding bills; it does makes a difference with the students and people that work here. Personnel The most important; with support from the Board, F. Wood is beginning a process of examining the way that we hire, recruit and the way that we engage. He is concern that its too regimen, too many roles, too many barriers, qualifications; he is actively pushing on this issue. They are going back and go through all the positions. It relates to the presentation that was presented here; how do we see each other, how do we engage each other, what is implicit bias during recruitment process, how do we do it better and be aware of our limitations. We are trying to know how to fit that in with broader umbrella; relates to personnel and uncertain times in general. We should take advantage of the teachable moment of the political situation; very uncertain, its anxiety and frightening for many people; religious, registry, LGBTQ and immigration status. How do we take this moment and help our students engage, how can we assist in these times; civic engagement series projects. F. Wood will take the information about Kimberly Papillon; convocation and connection through Tess Caldwell to the District group. 4.Senate Announcements and Reports (S. Henderson): 3SP Havent met yet. CC L. Giambattista stepped out of the room. DGC Still a lot of debate around smoking policy; smoking policy was passed with reservations to assess more details and tabled for discussion. Ybarra, J. Townsend & A. Sample): J. Townsend shared the assessment was discussed pertaining to Liberal Arts degree; degrees that are issued the most of are not assessed. Why weve had these degrees, students stays longer even to their limited financial aid because its easy to get 2-3 degrees. For each degree, nine of their units include GE from a box; theyre one of the degrees is B box, Math & Science, C box for Arts & Humanities; they can take 9 units from each one of those boxes and continue to take 9 more units that counts for their GE for transfer to CSU. Two of those boxes also earn play for students in limited 18 we have for our GE/local degree. Never found them very useful. The AST and AAT degrees that we didnt have when these degrees came in to place seemed less needed. Management would be happy if they eliminated them; the only impact will be the score card; you can explain on the score card why degrees would go down and tape off of the time students on catalog rights. Management is also in support; K. Horan felt that those degrees are obsolete especially in AAT and AST. J. Townsend asked to examine these degrees and if they still have efficacy and do we believe in these degrees; do we think it has use for our students or are they better off with targeted approach here? It was asked if we had any data of what percentage of the students transferring not in AST are getting these degrees? 54% of our graduates are graduating with one of the liberal arts degrees. It was expressed that its problematic if we were to keep the degrees and if we keep the degrees, should the PSLOs be differentiated? Two questions were posed: 1) Are they worth keeping these degrees and 2) should we have a task force to look at the data and discuss it? The reason why we dont have one was we had one and the Chancellors office said (2005) that you cant have Liberal Arts degree; they all need to have at least an area of focus and so we chose B, C, and D boxes area of focus. Theyre not going to let us back in time unless its focused. 7.Liberal Arts Degree Efficacy (N. Ybarra, J. Townsend & A. Sample): Questions: 1) Is it affirmative of percentages that are getting these degrees? 2) In an impacted majors to when youre transferring, if you have an AST when its supposed to give you an extra advantage of transferring, does it do the same thing if the students has one of these liberal arts degree. Only the AST how many of the students that are transferring do we know of this information? This would be one of the things to discussed if we had a Task Force; the gather the data. It was expressed; not against task force and not comfortable eliminating something and 54% of our graduating students get without actually showing that it does serious harm. If it doesnt harm, keep it and do the assessment on it. It might be the perfect intersection with the Meta-Majors coming up in terms of restructuring. Shouldnt just throw it out without compelling evidence that its harming students. With Meta-Majors, this might be the time to have the Task Force. It was asked, What culture of students benefit from this? Many of students, especially students of color actually benefit from this degrees because it allows them flexibility as they are developing more critical skills and learning how to become an effective students to gain college units and to have some sort of confirmation at the end. Its a high percentage of completion to take it away. It may be good to re-assess. In accounting side; there are some institutions that require such a degree and affects a lot of our Science majors and Kaiser Program require such a degrees in order for them to transfer. Students come out feeling accomplished; theyre walking in graduation receiving two degrees instead of one. The harm is having 3 degrees limits them in terms of their financial aid; they stay extra semesters and at CSU, they have less financial aid. Students are informed in Counseling how many courses they can have and how its paid. Are students getting these information? Students are given these information during their educational plans several times a year. Counseling department do their best to explain these cases. Students are losing their financial aids, not realizing until its too late. Maybe we need student panel about financial aid & their understanding. In counseling, going over the units and how many they can take with their financial aid & looking at GE requirements are part of their discussion. Henderson expressed, to represent the Senate well, he goes by to whats in writing and looking at the Position Paper even though past practice has been that the Senate has members on SGC from Liberal Arts, Student Services and CTE; thats not clearly defined in Position Paper; it does not say a specific faculty; it gives a general area. He explained that he can only do the call based on the Position Paper. S. Henderson asked the Senate to examine the Position Paper (attached) and minutes from 5/9/11, 4/30/12 and 5/12/14 (all attached) as example of past practice and even though its not in the Position Paper, to uphold past practices to have representations from areas of call outs. 9.SGC Faculty Designation Confirmation (S. Davi) Unanimous It was suggested to have discussions about changing the Academic Senate Position Paper to reflect the above motion. Academic Senate Position Paper is tabled for future discussion and revision of its document. Student Services faculty is for Counseling or Library. CTE Representative in SGC can carry the strength of all three votes; for no missing votes. It was suggested for the Academic Senate and ӰɴýAS (Associated Students of Ӱɴý) to begin talking about offering Bachelors Degrees to students at a community college level as other pilot colleges are doing so as well as community college back east; 15 confirmed and possible 30 community colleges. State Legislations says, the CSUs and UC system cannot produce mass amount of degrees needed in order to accommodate and support the work force; the State Senators are on board with it however there are a lot of current conversations taking place. Discussions were around applied Bachelors Degree, CTE, Small Steps pertaining to transfer degree in Economics, separate division within the college of 120 units; $10,000, Paramedic program with equal experience in education and experience, Bachelors degree be confirmed with a Masters degree; can a Masters faculty teach the level of discipline and skills requires a person to obtain a Bachelors degree. It changes the master plan for higher education with particular floor in terms of credentialing; changes the MQs, unionize issue, changes compensations and other factors. Barriers will break down and will start looking additional innovative areas. Tenure faculties who teaches those courses in universities, most of the time, they are PhD holders, not EDD holders. 10.Campus Budget Information & Update Continued Discussion from 3/13/17 (S. Henderson & K. Gardner): K. Gardner brought back 2 questions pertaining to last budget discussion here at ASC group: What are the issues that faculty want to input on regarding college budget? What are the methods taking place pertaining to college budget? K. Gardner explained previous topics of conversations regarding campus budget: Organizational charts, how do we fill administrative positions, how does decisions are made and having faculty input. These are also discussed during SGC meetings with faculty input. Changes within the college and ways to communicate them possibly by faculty leadership from President Kratochvil and periodic organizational chart changes. Better engaging with existing processes that do shape our budget ratio: Box 2A - how do we get to the number of what number of conversion what were going to do to hire part-time faculty to full-time faculty. Bob and Kevin agree that we should revive the Enrollment committee which potentially become the Revenue committee as well. Release time - There is no concrete methodology in this overview to calculate the exact cost of release time. K. Gardner gave examples of release time. S. Henderson said that there is a schedule C amount thats approved by the District; it has nothing to do with part-time reassign time. The District has the amount which is used to compensate reassign time. The amount changes each year; it goes up or down. He gave examples. J. Von Bergen that there are other interpretation out there. S. Henderson the bottom line of interpretation is coming from the District. Full time with release time, Librarians & Counselors are on a different salary schedule AC; 51220 do not generate FTES. In bigger picture Is the Senate okay with SGC being the primary Budget committee & with the Enrollment Management being the primary Revenue Generation Committee; M. Lewis is okay with it granted the management brings these issues to SGC; for management to commit & function as stated in the SGC Position Paper, have a regular forum every semester from the President of the college & involve the Academic Senate with any programmatic cuts or cuts to overall courses offered; decisions made not just from SGC or Enrollment Management.10.Campus Budget Information & Update Continued Discussion from 3/13/17 (S. Henderson & K. Gardner): It was stated in the Accreditation report that SGC as a Budget Committee wasnt enough; Standard 4 says to look into a Budget Committee however did not get any better. We need to understand the budget from one year to the next; every year we should be able to see our budget, what has changed and understand why that change is. We keep adding counselors, managers, classified and we should be able to know when the next hire is for faculty. At the end of the year, have we spend out all our money and was it spent based on our plan. We should know how weve been doing every semester with ample time & have it all laid out on the budget plan; that a piece thats missing. 1% a year ($400,000) gets roll into the next year; almost all accounted for. SGC is looking into doing their job better; possibly 2 times a year. Its not a negotiable issue, its a legal issue. It is a conversation that Academic Senate can take to the Governing Board; its in law. Its not about what the college want to do, its about what the college is asked to do in order to make sure thats theres professional involved in conversation. Thats a governance value. The Senate is asking for is true input and conversations. An opportunity in conversation of splitting the Dean of CTE and Strong Workforce; ideas and conversation could take place such as these. Management doesnt talk with us & when they talk with us, they talk to us & they think that counts, that doesnt count. What counts is asking for input with budget decisions. From EEO lense how is it decided that a person gets appointed into a position and not hired into a position. It is not meeting the goals of diversity in the workforce. If its a promotional opportunity that is not available to everyone that works here and might be interested in being promoted to a higher position; its a problem. An organizational chart is also lacking; some has not seen one yet. K. Gardner will raise the above issues at SGC and will bring back to Academic Senate. S. Von Berge gave background information and shared other college approach of Meta-Majors Guided Pathways; faculty and district-wide conversations, large amount of money coming from the State pertaining to Guided Pathways. Many colleges are re-structuring their colleges around pathways. Peralta College are run under pathways with Pathway Deans. Guided Pathways Demystified graphs created by Dr. Rob Johnstone was presented, explained along with definitions of what guided pathways and meta-majors are and pathways related to Math was also explained. It was suggested for the group to have conversations with their constituents, read the materials and familiarize with it and to have further discussions.
