Association for Dispute Resolutions of Northern California from March 19-20, 2016 at the University of San Francisco. More conferences announced: 2016 Spring Discipline Input Group (DIG) Meeting South to be held on February 26, 2016 in Ontario, CA. 2016 Academic Academy Conference is on March 18, 2016 at the Sheraton in Sacramento Educational Presentation New Student Support Program The Brothers of Excellence Program (BOEP) Richard Hanzy & James Noel Richard Hanzy (EOPS Adjunct Counselor) and James Noel (Faculty) introduced a new program for Ӱɴý called The Brothers of Excellence Program (BOEP) for African American/Latino male students who are struggling, needs additional assistance, completing classes, coursework and life introduced to Jeffrey Benford by Art from Chabot College. Richard Hanzy shared statistics on minority male in community colleges in California and the history of assistance they are receiving in resources as well as how Ӱɴý can be part of the vision to improve BOEP students academically. R. Hanzy also shared students struggles and issues they are dealing with while trying to attend college.3.Presidents Opening Comments (S. Henderson) Educational Presentation Continued: BOEP is about making better choices for students - BOEP 6 Success Factors are Direction, Focus, Nurture, Engage, Connect and Value; services provided to students to help them deal with the struggles and life issues, build relationships, connecting various campus academic programs, campus events/meetings & personal development. BOEP will also help students during their transition program and transfer process. R. Hanzy shared the study lounge overview where students can find a comfortable place to study; Thursdays 4:00 5:30 p.m. (with Richard Hanzy) and Fridays 4:00 6:00 p.m. (with James Noel) in the English Department area. Some of Ӱɴýs instructors will be present during lounge hours to help with students course work. Discussions were around outreach from each department to participate and refer students to BOEP, more time needed to be available for students access, what can Ӱɴý do to collaborate with trained professionals to help with this program, hoping to expand space and more hours, representative with mental health issues and student services programs currently available, to invest our resources more intelligently to help students deal with their systemic problems, onsite counseling services by licensed therapists/studying therapists with the hopes to have it in place by FALL of next year, to have devoted space/dedicated space for students, how can faculty help BOEP refer students to BOEP so that they can build relationships to help students move forward. The Brothers of Excellence Program (BOEP) will be placed back on the agenda at the end of SPRING 2016 semester for an update. 4.Senate Announcements and Reports (S. Henderson): SGC In discussion of timeline for the RAP and moving forward. CC L. Giambattistas term is up at the end of SPRING 2016. S. Henderson will send out an announcement for CC Chair for FALL 2016. TLC Discussed the Mid-term report and is still in search for a Chair person. GE An individual did sign up for GE Chair persons position. FSCC Discussing the hiring concerns throughout the district and presented the concerns using the EEO Plan presented at the district. S. Henderson said that they had their first read, second read is coming up and he asked everyone if they had any concerns or suggestions pertaining to the EEO Plan to send it to him and he will present it to the next DGC meeting. A Bill was introduced into the State Legislature that supports and provide some funding for all community colleges in the state to have health care and it will be mandatory. Not in voting stages yet. Planning Community Theres been an extended planning sub-group that dealt with student survey about Academic Right of the college for 60 classes to be involved in the survey. The discussions were about how to implement the survey and possibly to be sent out first week of May. Strategic Planning objective items are on hold. Henderson): S. Henderson explained the AB 798 (College Textbooks Affordability Act) Grant Application for Open Education Resources and asked all Senators to compare it with the Academic Senate Resolutions (Opposition to compositions of Adoption of Open Education Resources). S. Henderson read the AB 798 College Textbook Affordability Act of 2015 (ASCCC Resolutions FALL 2015-2016). S. Henderson highlighted the importance of this Bill in particular to others various interpretations of the Assembly Bill Usage. The Bill was just signed by the government; it is law. The Bill was signed to help the underserved and a profit based was created on the side. The process of ASCCC Resolution process with involvement of various branches of the Senate was explained by S. Henderson. Discussions were around against the payment for the usage of materials, distributing grants are not specified; development or adoption, company sending a separate check for adopting textbooks to their classrooms, adopting particular material on the sidebar, textbook usages and costs, what Ӱɴýs policy will be pertaining to this Bill, grant application cannot be submitted without the Academic Senate approval, whether the Academic Senate supports the AB 798 or to support the recommendation of the State Academic Senate, local senate do not approve grant submission that are including direct compensation and Title V textbooks compensation policy. It was recommended for Ӱɴý to support open access resources as curricular issue and grant submissions to come to the Academic Senate for approval and not approve with direct compensation/adoptions. It was also recommended to establish a policy outlining specifics for approvals. 9.AB 798 Grant Applications for Open Educational Resources (S. Henderson) - Continued: It was concluded a motion for an approval is premature at this time. A preliminary presentation on Open Educational Resources Counsel & Open Access will be conducted by Christina Goff on 3/14/16 meeting. After preliminary presentation, S. Henderson will invite David Morse; State Senate President to do a presentation regarding AB 798.  10.ASCCC Response to Assembly Bill No. 798 Resolutions 13.03 (S. Henderson): Item #10 was discussed during item #9 of this agenda. 11.FSCC Plus Minus Grading District Re-discussion (S. Henderson): S. Henderson shared the Plus/Minus Grading subject is constantly discussed during FSCC meetings and he asked all Senators to give any suggestions and to offer their opinions. S. Henderson also shared other colleges (CCC & DVC) views. CCC are very much in favor of plus/minus grading, Beth McBrien (President of DVC) and S. Henderson are waiting to hear from their own Senators thoughts. Discussions were around other colleges procedures, researches and resources available out there, most CSU and UC uses plus/minus grading, it will open up more grade complaint issues, transferring major courses with a C or better, rationale why its not allowed, universities will not take C-, EOPS experience by S. Henderson (the impact it had was a great way of helping), how many programs have taken into account of this grading, grading process in Berkeley looked at the total picture, Berkeley was also brought up as unique in process in comparison with other universities, the disadvantages and advantages of using it, applications for underserved students using demographics and students stories, grading is not objective but subjective in larger range, should conduct a survey and obtain others opinions who are mostly involved in this process, or make it available as an option, pilot study (in the agenda packet); someone has already done this with the transition included, the District Senate would like to have everyones input, does Ӱɴý want to entertain it, what would happened if Ӱɴý blocks it, get feedback from our colleagues, the college is trying to maintain education standards and the skills sets that students will need to survive to get to the next level; to get them acclimated to things are going to be like at the next level. All Senators will send S. Henderson a list of pros and cons, to be shared and approved by Senators in upcoming agenda. The approved pros/cons list will then be shared to all (FT/PT) faculty to obtain their thoughts and opinions. S. Henderson will place this back on the agenda and share with FSCC that Ӱɴý has not made a final decision on the subject. 12.FSCC: Academic Senate Plenary - District - To replace ASC normal meeting (S. Henderson): S. Henderson is proposing to have an annual Academic Senate District Study Session replacing one of the ASCs meetings to be held at the District office and available Senators to attend along with ASCs from DVC and CCC. Discussions were around having an agenda that is productive with 1 or 2 issues per campus such as Plus/Minus Grading, Equity planning, Incomplete process, mileage reimbursement, number of attendees, to consider another date other than already scheduled ASC meetings, to have the study sessions at around 4:00-6:00 p.m., use Doodle It for available dates, to rotate hosting where Ӱɴý will go first and consider doing it during flex days. The majority liked the idea and would like this to happen.13.EEO Plan (S. Henderson): S. Henderson explained and read the Ed Code 87100 and shared the concerns that came up; having some funding available for implementation and for marketing. S. Henderson shared suggestions from others such as targeted recruiting, money set aside for a particular market, promotion was not listed in the plan, fair hiring practices by looking at the promotion of faculty from a diverse stand point as well as initial hiring. Discussions were around not paying for travel, advertisement budget for targeted marketing, recruiting across United States, Skype interviews and its process here at Ӱɴý, qualified pool, Educators who are struggling, assisting them monetary, how we write the job announcements, the kind of questions to maintain status quo, would we want to change our behavior and are there some place to help us make these changes, creating a Chief Diversity Officer who will oversee, uniform selection guide procedures for how we do hiring process and plans, requirements of training for paper screening/interview screening, that data is improving, Human Resources recruitment across the board to expand the pool to select from, job fairs locations, better training to be available for adjunct faculty and help them prepare for interviews and integration activities. 14.
