Townsend announced that theres a Professional Development small group to start working in teams called Faculty Empowerment Teams where people will collect data for the last 2 years of what Instructors taught and looking at their disproportionate impact that were completed in their own work and to share it. Educational Presentation Biological Sciences (Sharon Wellbrook): S. Wellbrook shared her history in the Biology Department; 10 years (2 years Adjunct and 8 years full-time) with dedicated staff and students with 6 full-time faculty (Pittsburg & Brentwood), 3 Lab Coordinators (Pittsburg & Brentwood), 20 Adjuncts (varies) & amazing students. She also shared the story of student worker Karl Dynes who originally came from Ӱɴý and graduated with UC Berkeley. S. Henderson shared the variety of courses compounded together; Non-Biology (English Major) to transfer to CSU & UC, Ecology type 1, Human Biology with Lab and Basic Biology Bio 10 and Biology majors and its courses that are needed. Also theres the popular Pre-Health courses and hard to get in to; Anatomy, Physiology, Micro-Biology, Nutrition and often taken by Pre-Health Biology. Biology now has a transfer degree. S. Wellbrook shared the Biology lead system where FT faculty are designated certain courses that they are in charge of; write the labs, organize the lab books, book orders and orient new faculty so that new faculty will have a person to go to when they need help with their courses. S. Wellbrook shared that theyve converted courses that were not already in the lab and are now in the lab and took a ton organizational work such as Mark Lewis who created the Bio 010 lab where its now fully functional. All of Bio courses are in labs via restructuring of non-majors. Starting FALL 2017, first Biology will have an online course; it does not have a formal lab with lab activity. The tests are working well. Biology also expanded to include Saturdays (FALL 2016) & also expanding to Fridays for FALL 2017. Pre-health courses are maxed due to funding. The leads and students are getting involved with community clean-ups, earth day, interacting with the community, full integration with independent experiences into Bio 021 consistently as well as projects into the elementary schools. STEM grant helped the extension of our Brentwood Center, increasing the number of sections STEM classes (Bio 020 & Bio 021) and for students to attend Science conferences. For SPRING 2017, Biology received a Box2A, lost FT faculty in Brentwood (relocated) but will be replaced with a new hire currently in works. With the Brentwood expansion, Biology will have 2 Biology Labs will offer majors and non-majors. Bio 20, 21 & 30 is offered in Brentwood. Summer sessions are offered Bio 30, 10 and 05 however yet to see the changes soon coming with the compressed calendar. Students percent are high % of Hispanics and Asians & moderate % of African American & Caucasian with great success rate of completion especially nursing and the majors. Best ratio of success courses are Physiology and Micro-Biology and worst rates are the Anatomy due to extremely hard class. 4.Senate Announcements and Reports (S. Henderson): 3SP Met on Tuesday, first meeting of the year. Discussed summer institute and changing the structure of summer-bridge; condensing the program from 4 weeks to 2 weeks due to lack of interest and to work with English & Math Professors. Also discussed the pathways; a significant amount of pathways placement incorrectly in Math; created survey of 3 questions to help place students in Math. CC Nothing new. Henderson): EEOC District EEO meeting on Fri, 2/10/17; Discussed Pre-hiring and Post-hiring, worked with different strategies that will enable institutions in Contra Cost District to be more culturally competent, encouraged Ӱɴý, CCC & DVC to value diversity & to evaluate whats in place right now. FSCC Met last Wed, 2/8/17, shared Ӱɴýs sentiment on SP Grading, discussed the 4CD Plenary Agenda (Equivalency and another subject) GE Institutional SLOs for the GE classes will be evaluated during SPRING 2017 and implemented for FALL 2017 Legislative Liaison Report San Francisco City College now gives free tuition to San Francisco county residents via Bond Measure passed and BOG wave revenue to provide free books and supplies for students. Property tax attachments of any home value of $5M or more are paying for free access at city college however many students are living in their cars and theyre homeless. Betsy DeVos was confirmed as head of DOE (Department of Education), one of her ideas is, It is okay to use public money to fund parochial education (federal level); to move/open up federal funding non-public education and to do away with accreditation because neither of them (Trump & DeVos) supports accreditation for schools and its an impediment to the things that they would like to do hence to reduce or eliminate accreditation; potential changes in future. Senate Council Not met yet. Will be working out a date. Students activism was briefly shared and discussed during this time. SGC Campus Budget email correspondences with Bob enclosed in the ASC packet; most importantly; Judy Breza is now the acting Business Office Director has identified Ӱɴýs ongoing deficit. Between $600K - $1M. The question now is how far into our reserves where Bob want to go; how far in the Districts reserve does the District want to go and what cuts we will be making to balance the budget. K. Gardner & L. Giambattista shared an example of contributing factors to budget deficit such as 96% FTES and CalSters & CalPers contribution rates need to outpace any growth money from the State. CalSters published 2020-2021 rate is 19.10%; currently 10.07%. DVC & CCC are also on deficit. TLC Met on Mon, 2/6/17 and another meeting on 3/6/17 to focus on all aspects of assessment; GE, CSLO & PSLO assessment, will be asking people who have PSLO assessment to do, to bring their plan or help develop their plan. Huffmans updates.8.Vacant Senate Positions (L. Huffman): All vacancies were mentioned and given updates during item #7. 9.Strong Workforce Funding (D. Wahl): S. Henderson announced that he received an email from President Kratochvil to place Strong Workforce Funding on the agenda and D. Wahl to present. Dave Wahl; Manager of Workforce and Economic Development program; created 4 years ago. Workforce to be expanded as Strong Workforce. D. Wahl gave history on career tech education, 1.9 million middle-skills job to fill, career pathways, workforce data and outcomes, curriculum alignment with industry, CTE faculty support, and regional coordination for the program and funding; suggested by the State Legislature and came up with $200M in funding for Strong Workforce Program a categorical funding. Conversation around campus was presented to the Academic Senate a year ago with presentations made about the process and representation progress with career tech education committee, college assembly and Presidents council and cabinet. Regional conversations also occurred with District, Bay Area Community College Consortium (28 colleges) and including Bob Kratochvil, Kevin Horan, Natalie Hannum and J. Bearden (on behalf of CTE faculty). Outcome is 60% share allotted of funds to Ӱɴý and 40% of several million were to the District. About $905M for local share; Ӱɴý can spend to meet the needs of our community and $465K for work that we will do regionally. Huge part of share is to update is to invest in our facilities here at Ӱɴý; Vocational, Auto, Certifications. Regional is for this year; Computer Science, Vocational Technology and Industrial Technology. Local share will be around CTE; 6 new positions added in addition to funding of current Workforce Development staff Dean of Workforce & Economic Development Responsible for program expansion, percolating the programs, areas with gaps of what the needs are, employer engagement, coordination of all of CTE grant funded initiatives and its managers. Natalie Hannum, current Dean of CTE and Social Sciences has elected to shift into that position to focus more on workforce and economic development. The Dean of CTE and Social Sciences position will then go into recruitment process for hiring hence both Deans will report to VP of Instruction & Student Services. CTE Counselor will be paid for out of Strong Workforce funding. To Counsel CTE students and professional development. CTE Counselor position is currently on recruitment process and is not closed yet. Additional Auto Faculty strengthening pathways from high schools into the college. Restoration Career Center positions that was lost student phasing for work-based learning such as internships. To continue the Education Partnership Liaison (Kelly Green) Career pathways, dual concurrent enrollment and college course work. Public Safety Coordinator Oversee Police Academy, Fire, Instructional Service Agreement and Paramedic Program. 10.CSLO/PSLO Coordinators Applicant Update (S. Hubbard): S. Hubbard explained the 3 TLC Leadership Positions with Reassigned time: 1) GE Chair, Josh Bearden, 2) TLC Chair, Scott Hubbard and 3) CSLO/PSLO Coordinator, Briana McCarthy. All positions are staggered. CSLO/PSLO Coordinator is up this year and GE & TLC Chair next year. S. Hubbard said that CSLO/PSLO Coordinator position will be voted on during their Wed, 3/8/17 meeting & to confirm by Senate on 3/13/17.11.Ӱɴý Equal Employment Opportunity Committee Update (J. Townsend): J. Townsend recalled FALL 2016 Senate approved EEOC charges (attached), also went to SGC. EEOC added a statement and SGC recommended to bring it back to Academic Senate for an approval of added statement. J. Townsend read the two-year goal and objectives (2016-2018). The Objectives (and potential activities) are separated into 3 parts: 1) Retaining Diverse Workforce, 2) Hiring a Diverse Workforce, 3) Changing the Culture to Support Diverse Workforce. J. Townsend explained the descriptions of goals of the 3 parts and further explained the outcome of EEOC members (Ruth Goodin, Tamara Green and Abbey Duldulao) meeting with Dio Shipp and Gene Huff of the District HR Dept. where the group brought lots of questions to the meeting and asked all the questions. J. Townsend said what it came down to was Dio Shipp and Gene Huff said that its really a college decision; the EEOC can be as empowered as the Senate as want it to be. S. Henderson pointed out to page 21 of the District EEO Plan, Section A.1 Recruitment and previously shared with Chancellor Wood. S. Henderson explained that theyre not supposed to hire anyone unless the Chancellor speak to the Governing Board and tell the Governing Board why we have to hire this person in a position that is under-represented. A person can technically complained if this occurs because it is District approved & if it was in place an appeal can be done by an individual. T. Adkins asked if the Dean of Workforce & Economic position advertised. EEOC would like to evaluate Managers positions (non-union) first in terms of EEOs role during hiring process, then on to faculty positions and then classified positions. What is the EEOs role, who should be reviewing job descriptions; should the EEO be involved in the hiring process, should the EEO develop the selection procedure, should the EEO have some oversight or not, should the EEO look over the supplemental questions, minimum quals, conduct screening interviews, what about the hiring/final interviews, making sure certain questions are being asked (like EEO Plan, page 24.4 on diversity), should the EEO take part in these examples? These questions that EEOC would like answers from both Senates; the EEO would like to find out their opinions on what they feel about EEOs role. It was suggested that the Academic Senate should figure out the Senates involvement in the above processes and see which of these roles can be delegated for EEO to handle for the Senate. It was also suggested to be very careful about what is the Senate to do about this request; good intentions could spiral and formed into something else. Would EEO have the expertise of hiring processes? The EEO should not be the monitor of the process however they should take part in screening and interview process. It was suggested for the Senate to develop a panel of experts and represent the Senate; someone who are really trained to do these kind of work. Discussions were around diversity history at Ӱɴý focusing back in the 70s and perspective in diversified hiring, affirmative actions was one of the keystone hiring in California and no longer around where hiring diversity is thrown under the bus. Part-timers are also concern about ethnic inclusion in each track; a major issue on whats been going on online to not have this topic. Is there any space in these type of analysis for culturally relevant or is something were not looking for. We want all our faculty to have cultural sensitivity, multi-cultural knowing; intellectual knowing versus lived-knowing. Theres no substitute who actually lived it. Should we write the questions a little differently? Its imperative to think about diversity from multiple angles, hence imperative to make institutional changes, generate more cultural knowledge, to be aware of students that they serve in the community and there has to be changes in the institution. J. Townsend requested for all to bring the goals and objectives with their constituents and discuss this topic. S. Henderson will place this back on the agenda for continued discussions in future meetings. 12.Multicultural Education Senate Lead Vote for Ongoing (T. Adkins, S. Henderson): T. Adkins explained the content of the questions (attached) and alternative reality versus the facts. Henderson): K. Gardner asked the question as faculty, What type of input in a perfect world would you like in a budget process & what does that look like? J. Von Bergen (alternate for Tue Rust for Math) said that she would like faculty input in the cabinet to make some of those decisions about budget. S.
