There is a question of whether we can or should use public money. CSOD needs to know. (Yamakoshi)-Lois Callahan, the interim district chancellor, will visit ĐÓ°É´ŤĂ˝ from 1:00 PM to 3:00 PM this Friday, the 18th, in Room 409. The topic is just getting to know the campus and staff. (Yamakoshi)-October 1-4 is the 11th Annual California State Urban and Metro University conference. (Lewis)-The governor of California wants to put at least three items on the November ballot: take away STRS, take away tenure, and take away step raises. Action Items/Discussion Items: FSCC change to dean’s List (Yamakoshi)–we need to make a decision about approving the suggestion. Sample- Why not just say that after accumulating 12 units, a student is eligible if they are carrying a minimum of 6 units in a given semester. Instead of saying 6 to 12. Why bother with the distinction between part time and full time students as far as Dean’s list goes. Senate would prefer this wording but are O.K. if it were not changed. Ochoa moves, Nash 2nds, motion caries 10-0-1 (name not on tape). ĐÓ°É´ŤĂ˝ Engineering proposal (Yamakoshi)- Looked at this last time but was not on agenda for final vote. Lewis moves, Kaiper 2nds, motion to approve the engineering program phase 1 proposal passes 11-0-0. Unlawful discrimination Procedure (Yamakoshi)-This will be presented at DGC tomorrow. Discussion: there are still issues about unusual and ambiguous language, particularly about “looks”, which we cannot approve. Leering and looking are different than other more clear-cut instances. A question was raised as to whether both the UF and district lawyers go through the latest draft version. Also is “offensive” teaching content protected? Academic freedom is mentioned, including biology class examples. This is important because our jobs could depend on the wording. In summation, the senate would not pass this without more clarity, especially since faculty can be terminated; make sure that legal counsel for district and Union have looked at it. Nash moves, Sample 2nds, more discussion: what would the student and/or faculty member do if there was a complaint? Different campuses have different “harassment” managers in charge. If charged with harassment, there is an automatic investigation even if the charges are groundless. Must be sent to the State chancellor’s office. Nash picked up a friendly amendment about asking about what the complaint procedure is. Motion as summed up passes 11-0-0. ASCCC and Area B meeting: (Yamakoshi)-Michael Norris will be our Area B and Spring 2005 ASCCC rep. Baskin moves, Kaiper 2nds, motion passes 11-0-0. Election committee: (Yamakoshi)-No nominations yet for Senate president, secretary, Part time reps. Liberal Arts rep: Sample nominates Davi, who accepts. Student has been secretary before. The Secretary position has other jobs other than just “secretarial” work. The secretary could hire students to help out the secretary. Kamath is willing to be CC Chair for one more semester, but then wants to go on sabbatical, even though there probably won’t have sabbaticals for a while. We will email everybody again asking for volunteers. Academic and district Budget Update- (Nash)- fact finding is complete, neutral committee member has given both sides what her report might look like. When that was done, Union made an offer and the District refused. The neutral member got a proposal that the Union may agree with and the Union may respond. The district wants 8.4 million dollars instead of the original 4.2 million dollars, a 7% pay cut and 15% healthcare and dental paid by faculty. Starting Jan 1st, to create a 3.5% cut for this year. The healthcare is a percentage, not a cap. Union would never agree to a cap because there is no incentive to district to hold down costs. Options for the Union at this point are very limited. If there is no difference between a negotiated contract and an imposed one, then some prefer imposition. Individual members can’t tell whether they would strike or not, but that faculty should not just accept the latest offer, and make the district take the heat. There are other options to striking. Union is talking to lawyers about ramifications of imposition. Since fact-finding is still not finished, postpone to next agenda any further discussion of Senate and working to contract. Review of minimum qualifications: Nursing votes: NO Counseling votes: Yes Behavioral sciences votes: Yes If we don’t hear from a discipline, either abstain or use broader is better approach. Information about changes to minimum qualifications was sent to department chairs and CC Chair. Yamakoshi would like to see them more inclusive to limit all the equivalencies she has to sign. Not too many, most for block grant money. Garcia says we celebrate too many times in the spring, having them one after another after another. Perhaps we should streamline the celebrations.
