Henderson): Educational Presentation: Classified Senate and 4CS State Classified Institute Shondra West, President of 4CS (California Community College Classified Senate State Senate) shared current and history of 4CS (70 members out 114 community colleges. 4CS State Classified visits various colleges providing support, advocate for participation in classified senate, train in professional and leadership skills and anything to enhance their understanding of institution as a whole. Currently have 22 board positions with 20 board members. She went through the website with the group with board members listing. S. West shared how the Senate can support 4CS State Classified to advocate for a seat in State Consultation Council; similar to sub-group of Board of Governors. With both seats; the 4CS State Classified is there during decision making process and the Union is there for the negotiation process, a combined relationship to get a lot more accomplished. N. Almassey and D. Baskin shared the Classified Webpage and explained the purview of Classified Senate; a Shared Governance Group. It was shared communication process, resources, annual events to raise funds for students scholarships, annual job links, flex workshops, educational training campus wide/regional and reminded everyone of the annual Holiday luncheon and fundraising. Henderson will send out another request for 3SP rep. CC Meeting on Wed, Dec 6th. To start discussing a possible change to the COOR regarding Title V changes. DGC Meeting on Tue, Dec 5th. Legislative Liaison Report Last month AB-273 was passed and signed into law; where its easier for students to receive financial help with child care (aide). Its State money for students child care cost who are taking vocational classes, ESL classes and GED classes. Trager) : N. Trager shared the changes on the new form and IDEAs views on the form; 1) Time Sensitivity would have students to submit before last day to add and will also apply during the 16 week Compressed Calendar as well as summer term. N. Trager read the provisions from Accommodation of Student Religious Observance statement. IDEA recommended to not have a form; it will create barriers. It was recommended to just have written notice from the student for documentation purposes. N. Trager shared a shorter version; recommended Syllabus Template. Typos will be edited for final version. N. Trager also shared that there are no existing Student Religious Observance Policy in any other campus in the District; Ӱɴý will be the first. It was suggested to possibly run it through the District or UF. K. Horan shared the next step to take it to DGC. S. Henderson will bring it to DGC. Discussions were around scheduling during finals week and make-up days for finals, some have already used similar policy in their classes, accommodations and accessibility in some syllabuses, compressed calendars finals will not be the same schedule as current schedules are outlined, writing different exams would be hardship and an objection was raised due to compressed calendar exams not being addressed. Motion to move forward and bring the Draft Student Religious Observance Policy to DGC Approved (M/S; J. Townsend/K. Chuah) 11 Votes, 5 Abstained and 1 Opposed. N. Trager will correct typos and will send to S. Henderson to submit to DGC Chair, Jeffrey Benford. It was suggested to have various optional templates for individuals to use on their syllabuses. It was suggested to place the Compressed Calendar on the agenda for SPRING 2018 to discuss finals schedule, time splits for unit classes, open issues, complete discussion on where we are and what decisions will still have to be made. 8.Strong Workforce Proposals (N. Hannum): Tabled to SPRING 2018 meeting schedule. N. Hannum not present at this meeting due to family emergency. 9.Term of Service (L. Huffman): L. Huffman shared the Term of Service and asked everyone to think about if they are going to continue their service in the Academic Senate as well as their alternate representatives in their areas. K. Chuah and W. Cruz will contact L. Huffman to confirm if they will continue. J. Bearden will commence his 2 year service in FA18 proceeding from his final service in SP18. L. Huffman will present the Term of Service again during the first meeting in SP18. 10.New Credit Law (L. Giambattista): L. Giambattista shared the new added section Credit Law on Title V and explained the Section F from New Credit Law 55002.5 in particular to how the Governing Board will handle Credit Hour Definition. It hits two issues; 1) Curriculum and 2) Governing Board making policy changes. L. Giambattista shared the differences and suggested for us to get ahead and discuss with the other colleges on what we want to do. The new is asking for specific details such as numbers; how do we want to handle this? L. Giambattista read letter F to the group and shared the large part of the COOR changes for New Credit Law; that there will be no more lecture, no more lab and no activity; all those will not be required on the COOR. Theres just two components in COOR; in-class hours and out-of-class hours and we will have to decide at the District level what our divisors are going to be as well as our ratios; he gave examples. The Standard term will be 16. Incremental awards of credit; we have to define that as a District. Not mention on the report, we also have to define a minimum amount of credit hours. Courses Carnegie units will have to be consistent across the entire District; COOR changes will have to occur down the road. It was suggested to go to 48 which will make sense for the 16 week calendar. As a District we will have to choose a specific number and not use current guideline minimum of 48 through 54 according to State Academic Senates interpretation via various previous meetings. It was suggested to outline the current practice, new changes outlines we have to follow and have information available to follow on COOR. It was suggested to have Curriculum Committee or L. Giambattista to bring back the outlines to the Senate for discussion before forwarding it to the FSCC or Assoc. Vice Chancellor of Education of Technology. In-class hours and out-of-class hours in terms of hours & pay were discussed. We have to work through all details in COOR; labs, in-class and hours. At this time the State does not have a due date on this. L. Giambattista will create the Outline Chart/Table to present to the Senate first or second meeting of SPRING 2018 meeting.11.Committee Membership (Senate Confirmation.): S. Henderson announced the call-out he sent for faculty representative in Ӱɴý EEO Committee; no response was received. J. Townsend mentioned that she alone is representing faculty in EEOC and need 2 additional faculty reps. She asked what conflicts on joining? It was said that its hard to commit to EEOC because of the meeting time, Second Tuesdays from 2-4pm every month. For Math, most faculty are in classes or their labs. J. Townsend will share this concern with Alex Porter and propose that possibly schedule the meetings at a different day and/or time-slot.
