Bearden shared President Kratochvils email about the Budget and RAP Process. Theres $200K made available for the RAP Process. J. Bearden encouraged all to take notice when funding formula is being discussed. Funding Formula will go into effect in 2 years; we are tend to lose 9.8M and what are we going to do to soften the impact on our college. The result of the election can influence the outcome of the funding formula and the online college where Gavin Newsom is not in support of either both. FTES application was explained. It was suggested to think about and discuss on what roles are we going to play part in the budget, what questions do we want to ask, how the money will be partition and how high up the chain can we get involved in. J. Norman will share the link of Q&A of Funding Formula.5.Communications and Questions (J. Bearden): College Administration: No report. Huffman shared 5 additions to the Curriculum Chair Job Description: #17, 18, 19, 20 and 21. No proposed change to reassign time of .40. Motion to adopt the Curriculum Committee Chair Job Description Approved (M/S; L. Huffman/E. Haven) 10 Votes, 0 Opposed, 3 Abstained Debate against: Some additions are better done by others and should be the purview of other positions on campus. There are some redundancy; #10 and #8. Providing forum for innovation (#17), we already have people that do that. #18, recommending program changes, what that is for; we have a process for programs and additions that goes through the Senate. #19 shouldnt overlap with TLP. Discussions were around having similar language in other committee charges, perhaps to use working in tandem, leadership in innovation, design, policies and implementation should take place at CC, committee list of obligations, #1-8 not necessary happens all the time with exception of #1 done in Office of Instruction, #14 when was the last time this actually happened, #21 If CC Chair cannot attend due to Professional/Personal Obligations, how does it balance out when #20 added to the charge without increase to release time, an incredible amount of work (research, lab changes, articulation issues, phasing in COOR, AST, AAT and TMC, etc.) has been done before at .25 load versus .40, this proposed job description is a good representation of what CC Chair does, is the release time enough with #20, Guided Pathways (GP) is not hard with 2 meetings a month and there are some who are not taking leaderships, CC Chair charges 1-21 are not all done due to schedules, not being asked to lead GP; to be involved in GP discussions, #21 is the most important and if CC Chair cant attend, a CC Alternate should attend with legislature changes, not an increase in release time but a restructuring in addition of a stipend. Motion to amend Curriculum Chair term Jul 2019 to Jun 2021 Approved (M/S; L. Giambattista/M. Capes) 9 Votes, 0 Opposed, 3 Abstained If CC Chair starts in January, they will not have the opportunity to attend the Curriculum Institute Conference scheduled for summer. The new CC Chair will need to shadow outgoing CC Chair during spring semester for training purposes and start in July into fall semester. It was clarified that CC Chair must be a tenured FT faculty and to refer to Curriculum Committee Position Paper and its minutes discussions. 8.First Reading: Faculty Participation in Management Hiring (E. Haven): E. Haven presented the First Draft Proposal of Faculty Participation in Management Hiring Ad-Hoc Committee highlighting the charges, AB1725, recommendation policy for UF Consideration, recommended action for Academic Senate and samples of various other colleges language. E. Haven pointed out and explained the Recommendation Policy for UF Consideration: Management determines # of faculty needed; 1 Paper and 1 Screening Interview. Minimum of 4 faculty involved for Dean hiring. Academic Senate President will issue a call out to faculty interested in serving and Senate will vote on it. 6) Selected faculty will be equal voting member in the committee, but will not chair the committee. Optional: In the case of emergency hires, management must work in consultation with the Academic Senate Council to make selections. E. Haven shared the current process; Administration can choose to ask faculty or not. J. Bearden will share this to Faculty Senate Coordinating Council (FSCC Districts 3 Senate Presidents) and will be shared in their Senates and United Faculty Executive Board meeting. The Senates would like UF to advocate for this proposal using the 3 colleges proposals. Tabled for Second Read on November 5, 2018 meeting.9.Academic Senate Vice President and Financial Officer Election SP19 FA20 (L. Huffman): There are no candidates for Financial Officer. VP Candidate - Dr. Janith Norman: J. Norman shared a Dean joke with the group and gave her candidacy presentation. When I first ran for Vice President several years ago, there was a full-time faculty member who was running opposing me and when I looked at the ballot, he wasnt on the ballot and I said to him, What happened, why didnt you run, where is your name? He said, I couldnt think of anything to argue with against you being the Vice President. At the time I just didnt get it, I was surprised by his statement and a little confused until today. Marie is running against me and I understand what he meant. The purpose of the Senate is to provide means for faculty fulfill, essential, functions, dealing with educational policies and affairs. It is rare that youll see a part-time faculty member running an election opposing a full-time faculty member. I dont need to tell you about the struggles by the average part-time faculty because many of you have been there and done that. It can be like operating on the lowest tear of hierarchy of need, never been able to reach those self-actualization because youre too busy shuffling from class to class and campus to campus. Physiological stage of hierarchy needs as Adjuncts or trying to get to class just to pay your bills and hoping you get enough classes to do that. At the staged level, youre concerned that hopefully your radius from, not too wide that youre too tired to drive home after all your midnight classes. Then youre in a belonging stage, if youre lucky if you even get there, seeking in an instant world of faculty life where you feel valued, accepted and supported. Many of us never reach this stage but we do strive for it. Our self-esteem, keeping your head up as you wait your turn to either reach preference status with three full semester courses hopefully or getting hired. And then theres that self-actualization stage where you can exhale because you have a steady paycheck or part of a team, participating in decision making process and be creative as you contribute to betterment of the college and students that we serve. It is important that part-time faculty be embraced, be encouraged and be supported in participating in shared governance. I represent what that looks like. Unlike many of our adjuncts, I have time, finances, and resources and participated in various committees without receiving pay. I am confident that you will see more adjuncts come forward to serve if they could afford it and if theyre busy schedule permits or allow it. So when you consider the choice of voting in a part-time faculty to this very important position, take into account not only my fit for this position or my willingness to commitment toward the students of the college. Consider how youre helping to provide a part-time faculty member with access and opportunities to participate in a leadership and governance of this college without having to worry about how she will get paid. 9.Academic Senate Vice President and Financial Officer Election SP19 FA20 (L. Huffman): (J. Normans presentation continued): Someone said that the secret to teaching is to appear to have known all your life what you have learned just that afternoon. I argue that the secret to serve on the Senate is to act as if you are a full-time faculty member and always happy one. V.P. Candidate Marie Arcidiacono-Kaufman: I want to start with a quote from C.S. Lewis, friend of mine posted the other day, You cant go back and change the beginning, but you can start where you are and change the ending and I think thats really fitting for how I see my role in the Senate and myself as the Academic Senate Vice President moving forward. There has been a lot of chat about the things have occurred in the Senate in the past and I think its important for us to remember where weve come from and we cant go back and start over and with our new Senate President in place and our new Vice President coming in its a great time for us as a college with Guided Pathways, beginning with all of our innovation via all of our construction, what do we want our end to look like. Its no coincidence that both of the President and Vice President jobs are coming around as we are in our new Accreditation cycle so theres a lot of newness that can come and I hope to bring that to all of you. So when I think of why I qualify for this position, I think of three important ways to describe myself: 1) when I had arrived here, we talked a lot about representatives at Presidents meeting to be able to adapt and be flexible and worked on different committees and work with different personalities. One of the things I really pack myself in is that I call myself a yoyo which sounds really awkward and come to workforce, at adapting to the environment that theyre facing. So when you read the charges for the Academic Senate Vice President and you realize that theyre going to need to start sit on these committees; sitting on the Guided Pathways as well as the other Curriculum Chair, etc. that person in that role needs to be able to adapt but never lose the original vision because a chameleon will changes its role but never changes its shape and thats the role I think the Vice President have and I really pride myself in that and I have a lot of experience doing that as a Director of Forensics. Its a not a secret to many but I am one of only a handful of female Director of Forensics in the entire United States of Debates. I am constantly being ask to be adaptable and ask to adapt. 2) I am really good at being other oriented so if I need to focus in and find out on this is what people need, what does people want, I can do that? Its not about putting myself in their shoes but its using that platform of treating others as they themselves would want to be treated. In Senate Vice President and after having conversations Ive had with Laurie, it involves a lot of that being that listening ear. While theres a lot in the job description that needs to get done, isnt it underestimate the fact that you are asked, be that sounding board. Sometimes people just need a place to go and I practice that skill very often. A lot of the times, I get into a lot of work that use to communicate in combination of hearing, its not about being but its being able to adjust and make sure people are heard and have an effective outcome. 3) My trajectory here at Ӱɴý is that I jump right in to the fire. Im ready to go. I may not always know exactly what needs to get done but I will figure out how to get it done. You can ask Kevin, you can ask Nancy, about 4 hours before college closed, last December, I was sitting in Kevins office; Okay, so Im going to be a department chair, tell me about that, how can I get this done. I need to learn how to hire, need to learn how to cancel class, need to learn how to do this, sure lets do it. Thats the approach I plan to take as Senate Vice President and theres a lot of newness as Guided Pathways and I may not always know how it originally works but I will figure it out and then get it done. Hopefully youll think Im a good fit but if not we also have a qualified candidate in Janith and we would lucky to have her. 10.Reflection and Meditation Room (S. Hubbard): S. Hubbard shared the development and update on finding a room for our students. M. Capes area was a part no (a few hours/days in a week). Math was a hard no and the room near cafeteria has no HVAC; inhabitable. Math office is not going to be vacate even if the grant is over. Discussions around faculty room in the Core, Police Services assistance, Core Building Conference rooms in 2nd floor; 233 and 260 are hardly being used, in main traffic area and near restrooms, safety concerns, need access codes and if one student has the code another one might want the code, faculty uses the faculty lounge to eat their lunch and they are in and out, how were going to navigate the space with different religions, facilities involvement, need to resolve this and need to look at the higher priorities. The Student Union will open in late FALL 2019. The Core Conference rooms will be explored for possibilities.
