Townsend verified the Senates intention to extend Louies appointment to get the position back on track to start in SPRING and ends in FALL and for shadowing purposes. S. DGC Discussion on calendar issues. EEOC EEO is working with IDEA on Hiring Tool Kit for the District and will have it ready during the Box 2A hiring process. FACCC Assembly and State Panel deliberating on controversial of Funding Formula; concerns about performance base funding. Seems no advantage for Community Colleges. Costa Mesa College has written a resolutions of no confidence and a lot of other community colleges are following suit the same way and constructing similar resolutions. Not sure if this is something our District feel strongly about. J. Norman suggested to have bullets of concerns that our District might have and should be discussed. Guided Pathways is another issue that people have concerns about across the state and as a Senate we need to work together to make Guided Pathway work for our District. FSCC Two major items discussed; 1) Professional Development FT/PT to consider submitting course proposal to share professional development with other faculty and in return the District will give a credit or so for moving up on the pay scale. It is taught by our own District employees. 2) The FSCC will be making a presentation to the District Educational Consultation Committee about looking at how the 10+1 are implemented. S. Henderson will still be involved at some point with the District Senate in another capacity based on By Laws and Joshua Bearden, our new Academic Senate President will begin to talk about. Not necessarily making a change but trying to find more clarity around how the 10+1 are implemented throughout the District. GE None to report. Guided Pathways Working on release time positions. Will continue to work on the positions that havent been sent out by Kevin in the FALL; .50 release positions. The committee will work on the mini-positons in the FALL for PT Faculty, Student position and 2 Classified Staff within the committee structure. Will be focusing on Opening day Flex; will work with TLC and LPG this week. Will be working with the Action Plan with CCC and DVC in May. Application deadline is May 4th. Legislative Liaison Report None to report. LPG Meeting on Thursday and will be deciding on focused flex. Planning Committee & EMP Closing the Loop on both EMP discussed in last meeting. District Dean of Distance Education (L. Huffman): L. Huffman presented a very good friend and professional colleague from OEI; theyve worked together for the past 4 years, Dr. Joanna Miller is now our new District Distance Education Dean (2 Year Appointment). Dr. J. Miller thanked everyone and shared that this position was created by various Chairs in the District to help coordinate and implement the Distance Education services across the District. This position will create a District-wide pedagogy plan to help everyone start the same level when they start teaching online or refresh skills. Miller is also in committee/sitting looking at revision on evaluation and sitting in during Union negotiations. It was asked of what is J. Millers opinion regarding online college. J. Miller relayed from Chancellors office; its going to happen. They are trying hard to target the audience; dont call it 115th anymore because its not quite that. J. Miller shared all the maybes that was discussed. 8.Silvester Henderson Elected ASCCC, Executive Committee State Senate At Large Senator 2 Year Term (M. Godinez): M. Godinez announced S. Henderson will start a new position as the new ASCCC At-Large State Executive Committee Member for 2 years starting FALL 2018 for the entire state of California. The Executive Committee is a major Governing Board who advises, advocate for changes and implementation of new educational laws of policy. There are 4 Officers positions and 10 members; S. Henderson is one of the members. S. Henderson shared that he has learned so much; always comfortable in front of people because he is a performing arts instructor and always comfortable speaking but his major life has always been in performing arts. For the last 4 years, its caused him to get out of his comfort zone and learn how to speak about other topics; it has been a rewarding experience for him. He shared the State election process; 27 candidates. S. Henderson shared that there was only one other person from the District to serve at State level; Linda Collins also served as State Liaison. S. Henderson is not sure what his reassign time will be, the State President will be working with B. Kratochvil for reassign time. S. Henderson wished J. Bearden much success in his new position as Ӱɴý Academic Senate President. 9.Website Blocking Ӱɴý & District Senate Discussion (S. Henderson): S. Henderson shared the Districts draft message presented by Mojdeh from last Senate meeting, shared whats been taking place regarding website blocking, suggested to the Senate to continue the conversation and he could carry the principles on Senates behalf to the District. R. Erwin shared she appreciate all the questions that came out, now has more questions and feels theres so many technical aspects to this issue that we need to get answers that we can analyze for our areas and feels that we need to form a committee for dialogue with the District. M. McMullen shared that the District feels that all they need to do is to change the message that comes up when website blocking is activated so that it would make it easier for students on how to unblock it, however the consensus from ӰɴýAS is that website blocking is the problem -- 9.Website Blocking Ӱɴý & District Senate Discussion (S. Henderson): in the first place and not the message to get it unblock. When we are asking the questions, they didnt know the answers. M. McMullen feels to have the website blocking company themselves to attend the Senate meeting to answer questions for us and get some dialogue with them. S. Henderson suggested to have a different approach could be considered to affect an altered outcome. The District did not follow the governance process before spending so much resources, however the truth of the matter is, the funds are now spent and its a done deal. S. Henderson suggested to come up with 510 suggestions, possibly advocate for and in a constructive way to somehow affect the outcome. R. Erwin shared that the Librarians had done their research on how this product works and other Librarians who has Palo Alto Company as well; same product and their District had paid for it and their District had chosen not to activate the same filters that we do. I realize the money is spent however I feel that theres some potential discussion about how the product is used. This kind of filter is really not normal. Discussions were around faculty not included in conversations as no input were sought out, filter is already operational, no input on the message, its not a done deal, F. Wood and Mojdeh has been congenial to working with us, open up a dialogue with the District, respect the outcome of what it may be, agendize, forming an Ad Hoc Committee, proposed for more continued discussion during next meeting and forming Ad Hoc Committee (Librarians, Media, Science Discipline, Marco from ӰɴýAS. Curriculum), Librarians has done a lot of research, asked all other colleges and Palo Alto Company website can verify whats being blocked.10.Interfaith Space Student Meditation and Prayer Continued Discussion (M. McMullen): M. McMullen shared the developments of discussions from past meetings regarding Interfaith Space and noted that theres really a demand for this space for students and asked all to suggest ideas on what should be done. He mentioned the old staff lounge on first floor of College Complex for temporary space for students to pray and figure out the passcode issue. He suggested the Honors Building after they move. K. Horan said the Honors Building is set to be demolished, it gets broken into a lot and not meant to be here a long time, however Bob can overrule the demolishing of this building - as M. McMullen said Bob said it was okay to use the Honors Building. M. McMullen shared desired accommodations for the space; clean, large amount of space, access to a bathroom, access to clean water, Islamic faith needs to be facing a certain direction, not specific to certain faith in particular, not specific to religions & people can go there to meditate. K. Horan said the Cafeteria/Bookstore/Veterans Center is set to be renovated. Theres a long term opportunity to incorporate this space. Discussions were around temporary use of the old faculty lounge, staffing the space, is there any space in Student Service building that is not spoken for (yes and no, for Learning Communities discussion), have a conversation with Bob and Russ Holt, IDEAs identified space, whats the difference between interfaith space not being staffed and classroom being open and not staffed, maybe have a space where a staff office is nearby to ensure the space is being used as intended for and a safe place, important to have a policies for this room, no permanent icon in the room, maintaining it as a quiet space, the space may instantly become a target for people who may want to do bad things, instantly become a potential source of conflict between students, supervision to make sure its a safe place & ӰɴýAS biggest concern is when can students have it.11.Curriculum Position Paper Ethno Relative Taskforce Discussion (J. Townsend & T. Adkins): J. Townsend shared the progress of Curriculum Position Paper; page 4 pointed out to proposed additions to the Curriculum Position Paper; Value and part on Membership. 11.Curriculum Position Paper Ethno Relative Taskforce Discussion (J. Townsend & T. Adkins): Value: Ӱɴý values the importance of equity and diverse perspectives. As curriculum is written and updated, consideration must be given to include ethno-relative approaches that center the cultures, worldviews, and values of our student population. The inclusion of diverse perspectives will engage students in critical thinking and better prepare them for success in the diverse world in which we live. Membership: Both the Curriculum Committee itself and the Academic Senate should monitor member rotation to insure that an appropriate balance of experienced and novice membership is sustained. In addition, the Curriculum Committee and the Academic Senate should monitor member rotation to ensure that an appropriate balance of diverse voices and lenses exist amongst the membership. Discussions around feedback from departments; changing ethno relevance to cultural relevance, maybe use ethno relevant & culturally relevant, memberships decided by departments, it is our purview however have not exercised that purview, never vetoed one and ASC can, what diverse voices and lenses means; not favored in an official document, have talks on what is the Senates definition of diverse, we should have a college definition of what diversity is so that we can use it throughout the whole system and everyone is on the same page, diverse voices different voices/something other than the same, everyone has different experiences/voices, is it meant to be a code for any of the groups marginalized, using the word inclusive participation, concern of not operational defined in which we can measure with specifics, how are we going to measure this without being specific, just get the Value statement passed, global inclusive participation and current membership. J. Townsend will be working on the Value Statement and Membership and will bring it back for the next Senate meeting. It was suggested not to put names; just areas, to discuss the quorum issue, managers in the committee, having training on ethno-relative understanding, having Ethno-Relative Cultural Expert to do the training, having a PT Faculty for inclusivity & email comments to J. Townsend.12.Open Educational Resources (OER) Discussion (M. Guinto, S. Hubbard & E. Haven): E. Haven shared information on Open Educational Resources (OER), trend students go through not being able to afford textbooks, the barriers they face that cause students to drop classes and shared the student surveys gathered (122 students participated) where students commented 42% dropped classes, borrowed books; week 3 who doesnt have the book yet, 52.5% avoided carrying a full load due to textbooks cost. ӰɴýAS student, Ria shared her and others experience of not being able to afford textbooks, is advocating for many students here at Ӱɴý and shared having this program not only help students but also attract other students to attend Ӱɴý by offering this program at lower college cost. OER will be presenting this and requesting for support from Shared Governance Council on May 9th. Motion to approve to recommend OER Program Student Resolutions Approved (M/S; J. Norman/R. Erwin) Unanimous OER will conduct a FALL Flex Workshop to teach and guide faculty on how to create packets for courses. 13.ASCCC Resolutions 9.02 AB705, MQRTF (J. Von Bergen): S. Henderson shared the approved ASCCC Resolutions and noted that he did represent the Math Departments recommendation, the resolutions still was approved by a large amount. He explained the voting process and State Senates views and opinions on new resolutions. J. Von Bergen explained the 9.02 is advocating for creating a one year time frame and creating course descriptors one level below in Math; not sure why were going to have course descriptors for lower level and what are they going to articulate them with? Not sure whats going to happen now and how its going to enact with the Chancellors office; this is going against our recommendations & we wont be creating these descriptors. J. Von Bergen also shared the English chart broken by GPA and other data; different from what Senates are proposing as shown.13.ASCCC Resolutions 9.02 AB705, MQRTF (J. Von Bergen): Our District as a whole voted against 9.02. 14.EEO Language/District Document Implementation (E. Holtmann): E. Holtmann updated the Senate of EEO language for job postings conversations. Theres an updated language on all position hiring descriptions and currently going to faculty, administrators and classified hiring descriptions and now going to job descriptions in terms of diversity and equity. S. Henderson shared what has been taking place in hiring & posting jobs over the years. The District Office is working on updating Uniform Selection Guidelines; formerly called Affirmative Action. Updating the Uniform Selection Guide is a big job for individuals to undertake this project. J. Norman and L. Huffman expressed that they would like to be part of the group to work on it over the summer with E. Holtmann and the Union can get involve. E. Holtmann recommends to write a draft and take it from there.
