Cengage Unlimited subscription will give students access across all disciplines for a set fee with choices of per semester ($119.99), per year ($179.00) and for 2 years ($239.99). The subscription will also give students access to over 20,000 e-books Cengage Unlimited has in their library. If the students course is a two-term course, and they have the $119.99 subscription, they do not pay additional fee for the 2nd term access of the two-term course. If students prefer hard bound books, they can also rent it for $7.99 and if theyre subscription ends, they still have access to their digital locker; if they anticipate on taking a course for the next semester, they can select the book now and have access to it next semester even if the subscription has expired. CC Talking about changing possible times and looking at Position Paper; what has changed over the years and what needs to change. In-class hours and Out-of-class hours; there was a change last summer instituted by Title V; the designation of lab activity and lecture were no longer required. You have to designate in-class/out-of-class hours. Grace Villegas has been inputting those numbers automatically in database side and still talking about the pros and cons and have not made a decision yet. FACCC AB705 concerns were mentioned and Senate Sub-Committee discussed the online college funding formula; being opposed by faculty; the legislature are having concerns on the impact on the budget. GE Issued program assessment report a couple of weeks ago, well attended in college assembly. Havent met since then. Guided Pathways Working on Position Paper. Load be open to PT faculty. K. Horan shared the load/hourly rate for PT faculty to be discussed in Presidents cabinet. J. Norman mentioned that it was a matter of formula and suggested to possibly make it available for PT faculty as training process so that they can be involved with important programs/committees to play a bigger role than currently hold. Legislative Liaison Report Federal Budget just passed and was generous. Pell Grant went up slightly and overall budget was good for us. At the State level, theres a lot of push back against the Governors performance based funding for community college. For our District, if it passes, we would be eligible for zero growth mode; under the Governors proposal we would be stuck at current level funding theoretically forever. Bearden thanked his fellow candidates, Marco Godinez and Louie Giambattista.8.Website Blocking Ӱɴý & District Discussion (Chancellor Fred Wood and Mojdeh Mehdizadeh): S. Henderson shared the developments of Website Blocking since it was launched. B. Kratochvil introduced Chancellor Fred Wood & returning Executive Vice Chancellor of Education and Technology, Mojdeh Mehdizadeh. Chancellor Wood thanked the group for drawing out this issue; particularly the faculty, students and especially Perry Continente (Experienced) who has been reporting and doing research from day 1. Wood learned of this through Perry and expressed that we could learn better about our implementation without discussions. Wood added not having Mojdeh on staff, this never wouldve happened as she wouldve recognized the pieces that all have raised and she wouldve had a lot of consultations beforehand. Wood praised Ӱɴýs resolutions and agrees with almost all of it except the recommendation to immediately seize and wants to discuss is further due to vulnerability and security issues. Mojdeh shared a little bit about the background of website blocking; shared implementation process and discussions didnt take place, website blocking was installed. Mojdeh also shared internet connections provided by Scenic with 10GB; faster access and firewall was upgraded because it needed to work in an environment in which we were connecting at 10GB ratio and with URL filtering specific kinds of sites such as hacking sites, malware associated, peer to peer network (illegal), proxy servers, questionable types of sites, adult sites and gambling. Since the website blocking, there has been 4 requests to be unblocked and it has been unblocked and will stay as unblocked. 8.Website Blocking Ӱɴý & District Discussion (Chancellor Fred Wood and Mojdeh Mehdizadeh): Mojdeh shared a meeting took place about 1 weeks ago; where are we and what are we going to do now and with major recommendations. A procedure instructions on how to immediately unblock sites rather than requesting for unblock from DO came out of this meeting. It was expressed many students does not want to come forward when sites has been blocked for many different reasons and Drag Queen Merchandise website was shared that it was blocked. Drag Queen Merchandise is a site where individuals are involved in drag culture and the category comes up as Adults and shared that this algorithm was judged and students may do research on these types of companies however will not have access to and this algorithm seems discriminatory even if the intent is to keep things secure and its been researched and have not found any publicly funded higher institutions that uses website blocking by categories. Why the restrictions? Mojdeh shared that our neighboring colleges; Solano and Santa Rosa community colleges has implemented the same product and have utilized web filtering and made the same mistakes as we have which did not have the dialogue beforehand, thus with same challenges. G. Walker shared that he experienced the website blocking with CSU East Bay in their library and the Librarian had an access code to unblock it and he expressed that he would like to see the same procedure for our District for unblocking websites. Mojdeh shared that the determination to blocked websites was not based on specific groups, but those websites that are most likely be prone to malware and shared the recent example at LA Valley College where their college network was held hostage for days. It was expressed that this algorithm is looking only at content and not at presence of malware, not at previous risks of malware and websites can then be request to be moved a different category; a way to communicate with this vendor but it all rest on the point of youth. We are all adults and should not be telling our students to what is appropriate and what is not appropriate outside of the guidance and policies pass of our Governing Board, this goes so far beyond that. We are censoring access to our students and getting limited amounts of information in comparison to peers who can afford it. Its disproportionally impacting to those students that rely on this campus for their technology needs. Security, firewall and updating technology is understandable, but censoring at point of use based on content of the algorithm is deeming unacceptable and goes against everything we stand for as a community college. M. McMullen (ӰɴýAS President) shared the passing of their resolutions was because they wanted to everyone how students feel about this issue. He spoke on behalf of students who feel that it hinders their academic progress, students cant go home right away to use their own wifi and chances are students will not have the time to request access for the sites. If we are eventually will gain access upon our requests, why have the blocking? As students, internet safety is important and he is requesting to come up with some kind of compromise. Mojdeh shared the Error Page Draft Message when website blocking occurs. It read, Should there be an educational need to access this URL, faculty, including librarians may make request via email to DOHelpDesk@4cd.edu. If you are a student with an educational need to visit this website, please ask your professor or the librarian to make the request. District IT will make every effort to unblock the site within a 4 hour window, if the request is made during regular business hours. Should the request be made on a weekend, holiday or after hours, it will be processed on the next business day. Thank you for assisting in our efforts to maintain a safe network environment. It was shared that we are Ӱɴý Library is open on Saturdays and we have classes on Saturdays. Mojdeh shared that we have a Governing Board policy clearly articulates our systems are here available for educational purposes and someone will have to make a judgment call that it is for educational purposes. Our Business Procedure 10.06 that articulate our system are not meant for use of personal gambling, going to adult websites for non-educational purposes. Thats what our librarians do with our students, were training them to make judgment calls. Mojdeh says, And they are students, yes. 8.Website Blocking Ӱɴý & District Discussion (Chancellor Fred Wood and Mojdeh Mehdizadeh): It was shared that separating access for employees and students, examination of relaxation of the algorithm, it would be by type and anything associated, there is no never going back to the category, how do you know if the particular site doesnt have malware, checking for malware before unblocking it, having the block when youre going to unblock it anyway seems judgmental and discriminatory, students will be uncomfortable to ask their professors to unblock the website and might not even do it anyway, some students does not have internet at home and disconcerting to make the determination for our students progress. Mojdeh said that the District is us and we need to make an informed decision and how we manage our network and our network is beyond accessing websites; its data, its information and everything we have residing on it. It was expressed the District to consider the Student Ambassadors to be able to authorized and unblock websites. Recent scenario was shared; Transfer and Career Services Student Ambassadors coming through for hundreds of transferring students to CSU if it wasnt for their training. It was suggested to place it back on the agenda for continued conversation and share recommendations to Mojdeh. 9.New RAP Form and Process Proposal Senate Confirmation (A. Porter): Questions were asked: How transparent is the CRBD (Centralized Budget Request Database)? Can all employees and students see it? If not, who can see it? It is A. Porters recommendation to SGC for all to be able to see; it is then up to SGC to vote yes or no. Im unclear about the transparency, for example, of how Equity funds are contributed and spent. Say there is 1 mil in Equity funds. How is the amount allocated to CRBD funds chosen? The manager? Steering Committee? Depends on the type of fund? Equity allocations will continue to be separate and funding process/evaluation will be the same. Extra funds to be spent will be available in the CRBD database; Equity and other committees could look for funding using the database. As a RAPerhow do I navigate how to tailor my request? If its equity driven, is a different rubric used? Do I go talk with the person in charge, do I appeal to a steering committee, is it dependent on what type of request I make? Every program has its own rubric funding and evaluation process. SGC will still determine what is going to be funded; depending on what is going on campus wide, what funding is available and rubric for funding will still be made by the SGC group. Will the rubric for evaluating RAP proposals be made public at the time that RAP proposals are solicited? We tell our students what is expected of them before giving them a test. Alex will recommend the rubric be made and shared in advance, but he does not have the final say, SGC does. Well have multiple requests beyond program review and submissions will come any time; program review is one way but not the only way. Hubbard): ӰɴýAS student shared his story as a Muslim facing challenges to have 5 prayer times throughout the day and still be in class on time. As a full time student that starts at 8 a.m. and end his day at 9:50 p.m., praying without a place to pray has been a challenge leaving, driving home to pray and often times being late for his classes. To not be able to pray on campus has been a struggle and is also requesting a place to pray. 10.Interfaith Space Student Meditation and Prayer (Marco McMullen and S. Hubbard): Discussions were around the room on bottom floor (CORE Building) however safety issues were also brought up, possibly using punch code, student doesnt think the safety issue on bottom floor is major since there are classrooms that are open as well during night classes, police services is nearby, IDEA to work out the details, Administration is in support of the prayer room and need to work out the best possible space for students in all aspects, a suggestion to have the prayer room in one of the Math Study Room using signs to reserve the room for prayers, another suggestion to have prayer room in Student Life, having a Reflection room as supposed to Prayer room accessible for other students with different religions practice or space for quiet time due to various hardships, rugs are not necessary, having a non-judgmental space for students, using current Honors building long term with supervision when Honors move to the new building.11.Student Religious Observation Policy (S. Porter would have a dialogue. J. Townsend said that they prefer a Department Chair on the interview committee rather than someone involve in faculty work at the college. Math and Sciences concern was for unrepresented in women for Science and Math representative; there was none in the interview panel. S. Henderson suggested the new Academic Senate President to continue this work and to have continued dialogue to come up with a policy because one of the challenges under Uniform Employment Selection Guide (UESG), faculty is technically given an actual policy right to make decisions regarding Administrative hiring. Its more an advice agreement that we came up with; we do not have any authority even though in the spirit of collaboration, the Administration did agree to the particular process, however having dialogue process did not take place. Discussions were around having the process changed, for 19 years, its been done a certain way however in the last year, its changed and it was questioned what happened to make the change. A.
