Bearden shared Gene Huffs email from last night and said the content of the document is under negotiation with consultation between Academic Senates, UF and Management. J. Bearden mentioned he will take Classifieds concerns up to the District, concerns in the Math Lab having more than 60 people at a time and for Counseling to have their sessions remotely. J. Bearden said that at this time, campus is not shutting down yet and is preparing to move classes online to limit large number of people gathering in small spaces. If the college goes online, J. Bearden asked for two days of training however still needs to be negotiated. 5.Communications and Questions (J. Bearden) Continued: Through conversations with Mojdeh Mehdizadeh and State Chancellors office, Student Services, Counseling and Library remain to be available and is in line with what community colleges are doing up and down the state. It was discussed to create a webpage for centralized information and resources for faculty as it becomes available. N. Ybarra stated discussions are taking place given the conditions today and tomorrow may change and conversations will also change. In terms of instruction and purpose of this meeting is to get everyones input and feedback to take back for negotiations with District and UF. Nothing has been decided and it is still in a manner of discussions and for negotiations. J. Bearden shared the Parliamentarian procedures. 6.First Reading: Ӱɴý Contingency Plan for Alternative Instruction (J. Bearden): Ӱɴý Contingency Plan for Alternative Instruction: Motion to approve Ӱɴý Contingency Plan for Alternative Instruction document as amended below for Item #3 & #4 Approved (M/S; N. Garcia/L. Zuniga) 14 Votes, 0 Opposed and 2 Abstain It was asked if anyone else can speak other than a Senator. J. Bearden said, yes, we are allowing anyone on speakers list. N. Garcia shared given the circumstances and though students and faculty have put in a lot of work in their courses, the safety of not getting sick, the document seems reasonable and have everybodys interest in mind, however asked if theres going to be a case by case allowed. Knowing how this virus spreads, using creativity to align planned instructions to online can be done. Glad were doing it early rather later. L. Zuniga shared the document will not fix everything and adopting this document will serve a greater purpose. Against M. Lewis shared Biology has a problem with #2; the idea of keeping labs open. Of all the places that students congregate in class, lab is the most likely to spread the virus. They work together closely, they share materials passing back and forth and face each other in very close proximity. If were going to cancel anything, cancel the labs; put the labs online. Perhaps video-taping the labs and posting the videos faculty doing the experiments and having students write the conclusions and analysis. We are being reactive; the window of opportunity to do something about it is when we dont have official cases yet. From an academic freedom standpoint, it is ideal to have choices but from a public health standpoint, giving people choices is not always the best thing to do. J. OBrien shared as far as labs go, it is really a problem because nursing depend on clinicals and hospitals are not allowing to their clinical studies. We dont know how our students will graduate without their labs. R. Erwin shared the premises and guidance from County Health Department that came through yesterday; avoid gathering of 50 or more is still not alleviating the problem of having people in close proximity; it goes against the whole logic. Classified staff is also wondering what they need to do. What is the Districts specific details can they provide us and supplies to use for the guidelines? G. Sison for M. Capes Same concern in item #2, for the lab so that we could meet as scheduled, concern about Chemistry which most likely will not be able to do it remotely and midterm/exams are not state on the document. J. Bearden shared per Mojdeh that faculty will have the option to give an exam in person using by distancing students and if need be to use another classroom. G. Sison shared another concern of no tutoring available since MESA will be closing; perhaps online tutoring suggested. J. Bearden said faculty will be allowed to do their lecture synchronous and asynchronous, however as changes evolved, this could also change. J. Bearden clarified training for faculty will start on Friday and continue on Monday and Tuesday with various schedules where faculty can attend when they are available and students who need special accommodations can also be done online. 6First Reading: Ӱɴý Contingency Plan for Alternative Instruction: (J. Bearden) Continued: R. Rose asked how the counselors/faculty evaluations will be conducted and for those who are teaching at the high schools who have not moved their classes online will the faculty have to show up to the high school? Counselors have the capability to meet with students remotely as it is being done at DVC and meeting with students face to face, Counselors do not have shields to use; option to meet with students remotely would be ideal. J. Bearden said evaluations are still on the table for discussion and will provide answers soon. R. Rose noted that there was no communication or input that was asked from the Counseling department. N. Ybarra - Ӱɴý is reaching out to the high school Principals to see what their ideas are given that we do have a contract and well be discussing it and will give answers as soon as its available. J. Bearden will bring Counselings concerns to the District. Against - C. Corlew - Lectures and labs in his department are infused together; lecture online and come in for lab makes no sense. Potential solutions, we want to make sure this is addressed. J. Bearden clarified faculty do have the option to have the lab or put on hold. J. Guerrero shared concerns of having students in the Math Lab; sometimes 5 students up to 100 students; Math Lab should not be open, students congregate in numbers and asked #7; what does technology support entail and last Board Policy 1054.10 does not show up anywhere. The ultimate leeway, it supersedes what management wants us to do; treat lab exactly the same as class; we cant sub, etc. J. Bearden shared technology support for faculty are being worked out and Board Policy 1054.10 is for quarantine leave; if we are placed on quarantine by action of the County Health Department, it doesnt count against your sick leave. S. Henderson - #5 stated all of his classes are treated as lab classes and adjustment will be problematic. Having 50% reassign time and needing to travel for the State Senate, will this have an affect with my obligations to them? This places him in a disadvantage situation not knowing what is essential and what is not essential. J. Bearden said the President of the college will be the one to address certain case by case situation. N. Ybarra stated for travel that there is leeway at this time to determine what is essential travel and what is not; specific conversations will be taking place with your Dean, with Nancy or Bob. We do have some flexibility and will be sending out email for this. L. Snow pointed out to #2, similar to C. Corlew; 1-hour lecture and 2-hours lab. E. Cruz shared students concerns; other students being sick and bringing their germs to other family members who has health issues, graduating on time, transferable units for another institution, access to lab for complete successful, cleaning supplies in the labs, strict hand-wash policies and education, college equipment (ceramic wheel), visual learner students, clays to be fired, optional lab for those with health concerns for the family at home, caregivers, no penalty for being home for familys safety, offering masks and gloves, college to consider refunding tuition for withdrawal & no W on final grade. S. Hubbard (BRT) shared the same concerns as J. Guerrero for Math lab in Brentwood; math lab hours and computers. J. Bearden noted Math lab and other lab concerns and will articulate as fluent in the Districts next meeting at 11:00 A.M. the following morning. E. Davi shared the concern of beyond 48-hour requirement having to make up time. J. Bearden will get an answer to her question and Spring Break will continue as scheduled. It was mentioned why students are not allowed to speak before faculty. J. Bearden said we do want to hear from students and students will also have a chance to speak again during Student Senate meeting. C. Ralston examining the document is not sure where Kinesiology fit in on the list with activity classes and rooms with 50 students of class. V. Turrigiano suggested spreading students in classrooms, protecting students by supplying masks/gloves and asked about online services. Christian shared the same concerns as G. Sison in reference to Student Union, Umoja, Latinx & other centers students use daily, to keep those in mind in their conversations and those places are for students to get things done. 6.First Reading: Ӱɴý Contingency Plan for Alternative Instruction: (J. Bearden) Continued: Angela shared her concern that Child Study Center will remain open and have 6 children per adult with 10 adults in such small spaces. Nidia shared the same concern as E. Cruz regarding withdrawing from a class and does not satisfy their full time free tuition, will the students lose a semester? If students will not be using our services and well be better serving online and available during those times. John shared what is happening around us as a community, online schooling is good and bad; some people learn remote, some people stay in their labs 40-60 hours a week, people taking classes for the 3rd time, what if they fail, our voices arent being heard, there should be student council here who will speak for us, we pay tuitions and without us there would be no college. L. Giambattista from students perspective; if lab is from face to face and the student feels its too dangerous and does not want to attend, what would this be under the policy? We have instructional support for faculty, what about instructional support for students? What if they dont have the technology what is required and what if in the same way they dont want to come in for their safety? J. Bearden shared the campus will remain open and computer labs will remain open. Corina shared the same concerns as others about the lab, being compromised, are we going to be penalized if we make decisions protecting our loved ones, what if we fall behind and what is going to be our safety net. Against #3 S. Mills said she sees no option on #3 and in good conscience she cant ask her student tutors to go work in the lab, cant do it. Mary (Math Lab tutor), were exposed to many students and if the Math lab closes, are we going to be out of a job because some of us are federal work study students, some tutors use the child study center and some are working to feed their kids. Briana (Nursing major) we rely on our labs, most of our supplies and resources comes from our labs and we learn hand-on. Michelle shared Counseling has been doing Zoom and learning Cranium Caf, us doing face to face challenges what were trying to do here. Hillary students uses math lab and library for their Canvas, when doing training, think of students because some faculty dont use Canvas. J. Bearden - the document is an Advisory document and will take the document during negotiations to the District and encouraged the students to express their concerns with their student government as well and he named all current active Senates on campus. J. Rickman shared her concern of being all online might create a surge of offline across the nation. J. Bearden shared it has come up and we have been ensured that our server capacity is not the issue; Canvas capacity is much larger than ours. Abner asked are students going to be paid; many students rely on their work and being paid for their needs. N. Ybarra said part of campus will remain open and if student workers are needed they will continue to work and is unsure for those whose jobs are not available however student tutors might be able to work via Zoom and the college will remain as creative as possible to meet the need of the students.
