This year will be the base year for all community colleges are funded. Community colleges funding will increase as enrollment increases or by formula that takes into account the number economically disadvantage students college serves and graduation rates of the colleges. Henderson): Everyone in the room shared what they did during winter break; trips, family, sick, relaxing, new baby, foster dog, fitness, camping & concerts.8.Website Blocking on Campus (Roseann Erwin, Christina Goff & Kimberly Wentworth): R. Erwin shared Website Blocking on Campus (as of Nov 2017); the District has implemented a software (cost $727K) that blocks us (faculty & students) on certain websites. The Library is concern because they feel that this is censorship and concerns about the District determining what we can and cant see on campus. The Library had no prior knowledge of this until the Experience (newspaper) had contacted them and students noticed that when they were going to certain websites, they were getting blocked messages; students investigated this for the paper. Satish Warrier had sent out an email explaining what it was; one purpose was to block Malware. In the email, faculty will have to send an email to the IT department to unblock certain websites and it will be up to the District to unblock the website if the District feels that it has educational value; we have to vet our content to the District and petition to use them. The Library feels that it goes against academic freedom. Another concern, is for students. What if a student will have to do certain research and they have to go to a faculty member to see a certain website. This becomes an issue of privacy; research or getting info about a sensitive issue and they may not be comfortable going to a faculty member. Another concern is that we do not really know what students are/are not seeing. Our curriculum is so wide, anything can be considered as educational; issues like pornography or gambling for their own research for class. Librarians considers intellectual freedom as a big deal, freedom to access information, they stand against censorships, is concern about using tax payers money to block our users from seeing information available on the open web and their position is, there should be no blocking at all. The block is making decisions based on algorithm, the filter does not have a way of checking and we dont know what were not seeing because we dont know the criteria Palo Alto Networks had placed on our District for blocking websites. The Library do not feel that any sites should be blocked especially if there is Constitutional Protected Law on Free Speech. There is Federal Legislation in place for schools and libraries in childrens areas however there is no legislation or law that dictates what you can access via web. Students should not have to disclose what theyre looking for or what theyre working on. C. Goff shared company websites that are blocked. It was suggested for District IT to come in and explain the parameters and possibly suggest a solution pertaining to malware situation. It was also suggested for Palo Alto Networks to also come in and share their views and answer questions. The Malware and Blocked sights article from Experience was read for the group. S. Henderson will send an email to invite the District IT and possibly Palo Alto Networks. It was pointed out that there may be organizational liability, inappropriate concerns and State funds being used for these sights. There was a concern that the blocking technology was put in place without any discussions; it was launched early Nov & the email went out early Dec. It was suggested that the Academic Senate to take charge of this issue of Academic Freedom; concerns were about the blocking went through without discussions, it was done when no one was around, it was done by IT who are not Educators and the group was unhappy about it. It was pointed out that this is not a done deal since they will have to pay a yearly subscription. It was also suggested to talk to the Chancellor about it. It was pointed out that the District is State-run institution with tax payer money & its a violation of Civil Rights and First Amendment Freedom. 9.Term of Service Update (L. Huffman): L. Huffman confirmed that all have been contacted & confirmed of their service term. L. Huffman will be the Rep replacing K. Gardner.10.Title IX Workshop Opportunities: The Role of the Responsible Employee (L. Huffman): L. Huffman shared the two sessions of training being offered for Title IX tailored to Policies and Sexual Harassment. L. Von Bergen): The new Guided Pathways Task Force called Task Force 2.0 will consists of faculty, classified, students and managers. They are to meet 1st & 3rd Thursdays, 2-4 pm in SS-409. J. Von Bergen passed around Task Force 2.0 structure. K. Horan shared what was discussed at SGC; the question regarding being a Brown Act committee if its a Sub-Committee. K. Horan shared the timeline of deadlines for the work plan. Membership representatives were discussed collaboration from all different areas for representation purposes, Brown Act and sub-committee under brown act for transparency. It was suggested to have faculty representation by areas comparable to TLC representations. K. Horan and J. Von Bergen will do some research and come back on Feb 12th meeting. Do we want faculty to be in charge? Will the Ad hoc be now subject to Brown Act? What is the difference between Ad hoc vs Task Force? J. Von Bergen will bring suggestions to SGC on 2/14/18. It was announced that K. Gardner has resigned from the District and J. Von Bergen is solely working on this on her own. 12.Governance Committee Meeting Schedule for Compressed Calendar (K. Horan & S. Henderson): K. Horan passed around version 2.0 of Committee Meeting Schedule; updated 1/29/18 due to revolving changes occurring daily and shared that theres been slight changes with the days and evening schedules. The Administration has received numerous concerns about late ending time-block, safety for students, if students would show up for classes & departments ability to staff classes that late. End times are back to 9:50pm. The consensus was to keep the Academic Senate meetings at 3:00 5:00 pm as usual. A dead-zone in the middle of the day was discussed. Tabled to Feb 12, 2018 meeting for a vote after all faculty had a chance to review the schedule. 13.AB1727 Participatory versus Shared Governance from AGB Board of Directors Full Statement (S. Henderson): S. Henderson shared his conversations and research with various groups on Participatory versus Shared Governance in an institution. Our faculty in the District only has primacy on first 3 of 10+1 and other institutions have all 10. S. Henderson shared an article from Board of Directors of Association of Governing Board for Universities and Colleges and its views of Shared Governance where the responsibilities were shifted; program reviews issues and accreditation issues more to faculty. They say shared and our document says participatory. It was suggested to be careful when defining the terms; shared responsibilities and sharing the blame when things go wrong go hand in hand. The ultimate responsibility; blame, ultimately rest within Management, hence the ultimate decision should also rest within management. Discussions were around responsibility, executive decisions & enrollment. S.
