Bluford The Ӱɴý Librarians would like to bring to Senates attention the following issue; The ACCJC (Accrediting Commission for Community and Junior Colleges) released a draft of the ACCJC 2024 Accreditation Standards. The draft concerns the Ӱɴý Librarians because standard 2B in the draft address library running resources was removed from ACCJC Credit of Standards. The Ӱɴý Librarians did not understand the rationale to move from one standard to any specific substandard from the library, as library have to be included in the past versions of the ACCJC Credit of Standards. For the past two days, ACCJC has released a revision of the draft; that we added the library in Standard 2B again, but we dont know why the library as a whole was removed from the draft. The ACCJC Accreditation Standards have served, support and defend the existence of the library in light of the tightening of budgets, expanding missions, and fierce competition for resources throughout the system. The Ӱɴý Librarians would like inclusion to persist and not be at risk of being removed from Standards and leave comments at the ACCJC Standards Review Website in support of library services. We will provide the ACCJC Standards Review link later if anyone needs it. We encourage all faculty to support libraries being an integral part of accreditation and of our students learning process. Lapriore noted the TLC Charges 2020-2021 will be used for TLC Charges 2022-2024 without changes. TLC is currently working on updating and expanding the Position Paper and soon to be presented to the Senate. It was asked if M. Lapriore has a timeline or mapping for each of the listed charges. The group are currently in discussion of eliminating charge #3; still on the list due to in discussion mode and not finalized yet. It was suggested to create a timeline pertaining to the charges. The assessment is ongoing. N. Gonzalinajec, new PSLO Coordinator has been working to get the assessment started for the new cycle. It was suggested for Senate to recommend for TLC to remove charge #3 to build out of assessment in eLumen; one major institution need. M. Lynn (from CC stand point) suggested for TLC to work on charge #6 by next semester; to move charge #6 into charge #2. It was requested to come up with a timeline for charge #6; to include a date of completion. M. Lapriore shared this will be ongoing project. A/V problems occurred in L-109 for 12 minutes; Senate changed meeting room to L-106 and resumed the meeting. Tabled to next meeting. RAP Funding Process: R. Erwin shared feedback; Process was updated 3 or 4 years ago, ongoing funding will be available on a regular and expected basis, however funding was never available, which means all proposals as ongoing funded are immediately cut from the pool. Our RAP process does not keep track of ongoing funding; important items and theres no process of contacting department for considering a one-time fund versus ongoing funding. With SGC doing the prioritization, proposals sit for years for not making it into a category. Suggestions there really needs to be a published document that explains every cycle. Per say, heres the amount anticipate is available, here the funding priorities, here are the rubrics which will be used to spread the proposals. Timeline for submission, decisions, notifications and rationales behind our students. N. Hannum asked the group to send feedback for changes in the RAP form. Motion to approve that RAP process be fully documented on a website and/or document which is updated every semester. This website/document should contain the following information for the current cycle: The amounts and limitations on funds available; timeline for submissions, decisions, and notifications for RAP decisions; funding priorities, scoring rubrics, decisions made and rationales behind the decisions. Lewis shared 20% of Ӱɴý students identify themselves as White. Our college has not been a majority White college from student perspective since 2004. For the last 20 years, our percentage of students who identify as White has dropped every year. 20 years ago, 75% of our faculty identified themselves as White and now its 55%. J. Townsend shared Oct 10, 2016 minutes and highlighted that A. Moore, N. Ybarra and N. Hannum came to Senate seeking approval for a Box2A, included a department of Ethnic Studies. The 2016 Ethnic Studies Department proposal had a load for Dept Chair. It was brought to Senate as Equity issue and the minutes stated we had Administration support by Pres. Bob Kratochvil and V.P. Kevin Horan who has been in these conversations for faculty hire and a dept. On October 24, 2016, the Senate approved Box2A; faculty hire, department, and its own dept. J. Townsend referred to Dr. Hollis comment; Take down institutional racism by identifying it, describe it, and dismantle it. If we have administrative support and full faculty support, it should not take 6 years for this to happen. It took less than a semester for Philosophy to join Humanities. There are some institutional racism barriers; our walk should amount to our talk. Weve already identified the problem, now we need to describe it in detail. We need to identify all decision points and what happened to this position. The task force should be broad, interview a lot of people, we are on our 2nd meeting this weekend and we will get our results to Senate soon. J. Townsend shared decision points timeline of how ES dept. conversations took place. We were told we couldnt because there was no department to advocate for the position. J. Townsend shared she doesnt know where it is written in policies, but thats what we were told by Kevin Horan and when Bob Kratochvil was brought in, he said, Senate can choose to forward a Box 2A for review. We have to look at all points from all 6 years records; identify was it a barrier or a solution? This is a big task for us to do, however it is necessary and important. It was suggested to have an outside perspective. M Lewis shared regarding the PRT group (Partnership Resource Team), who will be doing an equity evaluation at every college of the district. The 13 people PRT group will be evaluating practices, evaluating barriers, making suggestions. They will start their evaluation tomorrow for two months and will make recommendations in December to all three colleges. The district has funding to do this. M. Lewis will also bring up Ӱɴý Senates current Institutional Racism Audit project and shared that this is not an investigation or punitive project. J. Townsend requested for M. Lewis to put her name on the list for conversations with PRT team and will also share any information/materials from PRT. It was suggested to add a column with links of supporting documents for timeline of conversations, ideas, decisions and college progress. Its to help those who were not present or coming in late to have point of reference. Ӱɴý Student Equity Plan (SEP) Draft: S. Kwist shared the 30-page draft of Student Equity Plan with the group and will send out the draft to the entire college after today. S. Kwist requested for all to focus on the constituency work and not on future initiatives from the State. S. Kwist also shared the Metric: Successful Enrollment, Target Outcomes and Structural Evaluation for 2022-2025 guidelines and time frames. The SEP plan will explain the colleges current process/policy/practice/culture that impedes equitable outcomes for our student population. The plan can only be of 2,500 characters maximum limit for each metric and will be based on our State disaggregated data (also shared on screen) along with our complimentary local work. Findings will also be presented to SEM and SEM 2.0 to influence the work plan and implementation of the learning major and career pathways or guided pathways work. S. Kwist also shared the 5 Metrics; 1) Successful Enrollment, 2) Completed Transfer-Level Math and English, 3) Retention from Primary Term to Secondary Term, 4) Completion, and 5) Transfer. S. Kwist shared the routing timeline of SEP between college committees, deadline to Governing Board and college to State timeline. 7.First Reading: (M. Lewis): Ӱɴý Student Equity Plan (SEP) - Draft: S. Kwist shared State request of framework in, 1) Race-Specific, 2) Culturally and Linguistically Responsive, 3) Asset Based Approach, 4) Center Student Voice, and 5) Wellness and Joy and shared Equity Plan is meant to create institutional strategies that support equal outcomes for racially minoritized students. The plan also lists the SEM Logic Model; Resources, Activities, Deliverables, and Impact. - Data was presented; Student Populations of Interest 2022-2025, Subgroup Analysis with gender, Hispanic Female, Ethnicity Black or African American, and disproportionate. Cycle of Inquiries were 1) Year one Inquiry Year, 2) Implementation or equity micropiloting, 3) Evaluation; either enhance at best or abandon if its not working. Also noted the foster youth, though a smaller size, are also experiencing disproportionate impact for multiple years. SEP plan will draw connections between Guided Pathways and Equity (retention) work. S. Kwist shared a more contextualize report for the group to get the understanding when the final report is presented at the next meeting. She will also send it out to all; the thirty-page document, form and the data report to the whole campus. She shared the origin of GP & SEP. S. Kwist announced to the Senate that she has taken a job with University of San Francisco as Associate Vice Provost for antiracism, diversity, equity, and inclusion.
