Kwist shared the 2022-2025 Equity Plan is to be reviewed in SEM and then at Academic Senate in the coming weeks. Lewis): Academic Senate President: M. Lewis introduced two new Senators; Alex Sterling from English to replace Marci Lapriore and Dennis Gravert from Physical Science replacing Kurt Crowder. ASC currently has no Vice President and no Financial Officer. An official call will go out this semester. M. Lewis welcomed everyone back on campus and shared we are committed to bringing back campus environment for our students.5.Communications and Questions (M. Lewis): - M. Lewis shared LTC low textbook designation cost for classes starting at $1 and under $25 starting SP23; resolutions passed at the District. It was requested for ASC to create a resolution to work with management to ensure low textbook cost of under $25 for inhouse modules. - It was requested for future agenda for ASC to discuss ways faculty can advocate for return services; faculty and students are impacted. - State interpretation, if a student graduate high school, they are to move forward to college level English and Math. If a student doesnt come in with a diploma, then its easier to place them some other than college level English and Math course right away. - Students who attend in-person classes are still required to show proof of vaccination, but there is no longer mandatory masking policy. - ASC Presidents met with UF over the summer, UF is writing a whole new section of contract that deals with faculty release time positions. How they are developed, how theyre recruited, hired and would like a uniform policy district wide. Its actively being worked on. It was requested to get a copy of release time list. N. Hannum will share list of (non)contractual reassigned time, dept. chair, and stipends. Interest of reassigned time budget allocation, tracked, and accountability was expressed. Were working on how positions are well defined. - Maintaining Civility M. Lewis shared the message from President at the beginning of the semester; Maintaining Civility and shared his experiences in communications and decisions. If others oppose me, its so obvious to me that this is a good thing; and if they oppose this good thing then they must have some evil intentions. It must be that, and thats when incivility starts. Its when you start ascribing bad motivations to people because they are opposing something you care about. M. Lewis explain the culture in educators; people of very good conscience, very good intentions, peoples different experiences and outcomes. To resist the temptation to get mad and resist the temptation to ascribe bad motivations to others. Maintaining civility is when opposition comes, to be able to step back before you react to it, and instead of arguing, try to start a discussion about why do they think that way and be willing to listen. Maybe you werent as right as you thought. We have to have that humility and the ability to engage civility. - Comments: 1) There can be justified anger and sometimes justified anger is a result of not being heard, not being understood, and not being represented. We have a balance both and find a way to cooperatively work together. When use constructively can be justified, it was not intent to hurt someone, not intent to demean someone, but to express how offensive that can be. Its about how you express those emotions, and its about what kind of behavior might result from emotions that you want to be careful about. 2) School disobedience to different routes were taken in order for the discipline, the instructor, the student to be recognized were potentially considered uncivilized or not. How do you address when you see something wrong that is happening? 3) The environment here on campus between faculty colleague and management, everyone is well-intentioned and we want the same thing which is students to succeed. 4) Our college was built with well-intentioned peoples. If you keep assuming that everybody has a good heart, and it doing well-intentioned things, because those things are true, they have a negative impact on every person at the college in different ways. Its really important we understand everybody is doing their best and were working in a systematically racist, genderist, classist system, and all marginal groups, we need to look at that because if we just do the color-blind lens where its all good, then we will sweep things under the rug or we dont do the in-depth study that we should be doing. That also has a component to this conversation. 5) We say were committed an institution for anti-racist teaching practices and then we turn away when our colleagues are not practicing anti-racism in classroom, were just lip-serving and were just listening. 6) We need to be a little bit cautious when we place value judgments about a good person versus a bad person. We need to take it off the level of whether someone is a good person or a bad person. I dont think its about judging the persons individual character.  We can get bogged down in our personal individual political stances, but at the end of the day, its about what do our students need and what is going to be at the best interest of our students at the end of the day. 7) Good people with good intentions can sometimes do bad things usually inadvertently, when that happens, civil interventions can work. If its basically a good person and you intervene with them in civil way, then it can be productive. 8) Management were receiving feedback from Nexus Coordinators and others that were a concern; people were disengaging from collegial conversations and disengaging from shared governance; it was multiple things. That gave the idea that we needed to bring more training to the campus as a whole; not just faculty, staff and managers were in that space. - M. Lewis shared current opening faculty positions needed in committees and Senate; posted on the agenda. All were encouraged to apply. - Asia, brand new student Senator introduced herself and said hello to everyone. College Administration: None Committee Update: GE A. Simone shared GE had their first meeting, Sara Toruno-Conley will sub for A. Simone as GE Chair while A. Simone is on leave. Discussed GEs workload for the year, doing quality check on approved courses with new model alignment to ISLOs and all flex training data is up on GEs website. CC M. Lynn shared the two open positions in CC; 1 in Arts, Humanities and Communications, and 1 in CTE. An email will go out soon with all info. IDEA N. Trager, IDEA hasnt met yet for FA22, and shared information about Equity Mini Grant and will email the link to Abbey. The mini grant is for any equity initiative; classroom needs, book clubs, speakers, and its open to faculty, students, and staff. The limit is $5K.6.Consent Calendar: None on this agenda.7.Second Reading (M. Lewis): None on this agenda.8.First Reading: (M. Lewis): Ethnic Studies Department Development M. Lewis shared discussions carryover from previous semester. Tentative plan was delayed by management to start for next semester with 3 factors; 1) Management wanted to wait for official state approval. 2) Budget for the department; whenever a new department is created, it has to have its own budget including supplies and Department Chair budget. 3) Incorporating Social Justice with Ethnic Studies. Its not just happening here at Ӱɴý, its a common issue with many colleges nationwide because the State has defined Social Justice as separate from Ethnic Studies. There is a question when creating Ethnic Studies, what do you do with Social Justice? If combined, Ethnic Studies Instructors are not qualified to teach Social Justice. Many colleges have dealt with this issue due to State regulations. Comments 1) It was clarified that it was not the entire Social Justice issue, it was one class related to LGBTQ+ studies and its unheard of to have departments that are comprised of multiple disciplines or fields of study in which to hire faculty that are only specifically teaching for certain disciplines. 2) A department is just an organizational structure that needs all of this administrative support structure around it. 3) Having administrative details block a department starting is an example of institutional racism and so is having a proforma. As explained, we dont want one course to stand in the way of our Ethnic Studies department starting this semester. It was suggested to put a task force together that looks at this and helps the college understand what institutional racism is. Good people, well intentioned people because of policies and procedures or wanting to codify something make it harder for something to happen that we know is good for students. When we look at decisions, did it move this forward faster and really support Ethnic Studies department? Or did it create a barrier? Its important and it would look good on our institution that we take a deep dive figuring out where our institutional racism lies. Look how we run as an institution related to all the isms, genderism, racism, and ableism. It would be an incredible opportunity for our college to go through whenever its appropriate. 8.First Reading: (M. Lewis): Ethnic Studies (ES) Development: A. Simone shared the new ES timeline to be ready for January 2023; official start date for ES department. - M. Lewis supported the proposal to form a task force for Senate to really look at institutional racism and willing to agendize as a separate item. - It was suggested to not vote on this today and to have a larger discussion for the task force using past records and ES item is perfect example. To do an institutional racism audit, for us to have a conversation without blame, looking at processes and procedures that we dont want to continue doing anymore because they create negative impact on our students, faculty and people who work here. - It was suggested if Senate to do an audit, to go all the way; to look at hiring practices, look at Union contracts, minimum quals and number of called by the State Academic Senate, theres a lot of layers related this and not just the practice of one activity. New Board Policy 1030 Harassment Policy: - It was suggested to include specific California law about protected class being harassed, removal from departments and environment. It was requested the document to align with California labor laws. M. Lewis will look at the language about protected class and share it with DGC. - This document is not yet approved by the Board. M. Lewis will also look at the other policy with more details of implementation. c) Curriculum Committee Chair Release Time Change from .4 to .6: M. Lewis shared his load as Academic Senate President, 100% load. Its not an easy job but easier than Curriculum Committee Chair (at 40%). Added, the workload and pay are not balanced. Curriculum Chair requires specialized knowledge and huge input of time makes it much harder to recruit for the position. M. Lewis asked Senate if they support this item. - It was asked where is the load to come from? M. Lewis shared all three colleges loads are decided by management and college Presidents. - It was commented CC Chair at .6 wouldnt be able to teach at 100%. Faculty contractual maximum load is 1.50. - M. Lynn shared its the ability for CC Chair to be able to participate in ongoing professional development, extensive learning code, need time to attend conferences, study legislations, and more time to translate knowledge to faculty; helping update and coach faculty on updates. CC Chair will have to teach 3 classes in addition to CC Chair role. New eLumen tasks and implementation was never built into the CC Chair position. - N. Hannum shared by looking at this position, we should also look at specific deliverables from each curriculum committee members. To write down specifically how we want members to engage. Were also looking at TLC, GE, Assessment because they are all tied together to make sure reassign is appropriate for the amount of work. At the same time, were also looking at additional staffing in Office of Instruction. N. Hannum supports CC Chair temporary increase (from ASC VP) and getting this on Cabinet agenda. Later, to look at CC Chair more permanent structure. - M. Lynn supports the temporary increase of .6 and CC Chair can do 2 courses. d) RAP Funding Process: M. Lewis shared RAP decision making bar graph survey data. RAP was the only thing in the self-study where if you add up the favorable, it doesnt add up to 50%. Means, fewer than half the people thought that RAP was doing well. SGC is the committee that is in charge of RAP, dealing with RAP proposals and how discretionary monies are allocated, M. Lewis suggested that it would be a good idea for Senate to have discussion about this and ask for suggestions on ways to improve the process and forward it for SGCs consideration. - Ran out of time.
