Lewis): Academic Senate President: Emergency Withdrawal (EW Grade) For students who have been affected by the pandemic, had to drop a class and can petition for an EW; an excused emergency withdrawal. The W will not have negative effects, restricting how many times they can apply for a class. The Board will vote to extend EW to other students situations or emergencies not related to pandemic. District Management is in favor. EW will be similar to MW (Military Withdrawal), waiving similar MW exceptions such as financial aid, enrollment restrictions, etc. Hiring Committees District discussions and up for vote soon, hiring configurations will be in place as to who can/cannot sit in hiring committees; faculty not sitting in classified hiring, classified not sitting in faculty hiring, etc. Many are opposed. Lewis): - It was expressed that it wouldnt be a good idea especially to those in the Labs where a Lab Coordinator is a faculty and deeply involved in instructions in the lab and have faculty loads. An example was given; in hiring, that faculty will not be allowed to sit in hiring new faculty. M. Lewis will share the rationale when available and added, DGC will discuss before placing it into vote for new policy. FSCC are against this. It was suggested to take smaller departments into consideration and share scenarios when discussing this before the vote. - Student Debt Forgiveness Board supports of using some money from Emergency Relief Fund for Covid to pay for Student Debt Forgiveness. - District Budget The District is in decent shape with $20M in reserved money and currently in hold-harmless status. We are still being funded at the higher enrollment level. M. Lewis shared data on degree-based unemployment rates and annual income comparison. - FA22 ASC Meetings First meeting in FALL 2022 is scheduled for Monday, Aug 29, 2022 and have option to meet in person or online. - Open Positions M. Lewis shared current open positions as listed. TLC Co-Chair has been filled. Planning will need faculty in FA22. College Administration: - Course Articulation Policy: E. Valenzuela shared collaboration work from various individuals regarding articulation policy report. The group is asking for Senate to review the report, however seeks no approval. The document will be housed at Office of Instruction Resources web page. Course submission and designation are codified in this document and if faculty needs assistance, contact E. Valenzuela or R. Anicetti. It was highlighted for all to review articulation process and to submit courses in a timely manner. Counselors reviewed and identified 8-9 universities with comparable to Ӱɴý courses to be submitted for articulation and E. Valenzuela will be submitting the completed courses. - Program Revitalization Report (Process Technology, Recording Arts, & Travel Marketing): D. Franco shared various meetings since FALL 2021 from individuals, Counselors, Marketing, and various committees. Discussions and efforts were about revitalizations, interventions, changes in modality (schedules/curriculum), marketing efforts, billboards, postcards, and discussing shortening programs. PTEC interventions were shared; course frequency offering, in-person modality, student to finish online, will be offering in fall mostly in-person & internships collaboration. - Recording Arts Interventions: A. Nogarr shared the efforts; revitalization of website, update alumni biographies, re-organization of program sequence, review of curriculum, advisory board meetings, advertising of facilities environment, and resume building with students. A concern was shared trying to replace Recording Arts FT Faculty/Dept. Chair (Box 2A), currently Ӱɴý has 2 PT faculty and partnering up with K-12 partners. It was suggested to have clear metrics on what management are looking for in Box 2A and goals to meet. - Travel Marketing: D. Franco also shared efforts; course creation, curriculum changes, social media, videos, and pathway students SQL reports. Committee Update: TLC will have a Co-Chair for FA22, New PSLO/CSLO Coordinator, Nidia Gonzalijanec, FA22 Tech/Co-Chair is Chialin Hsieh. CC M. Lynn shared deadline of Sep 7th for CC to go through course major revisions, major program review revisions, or new course proposal. M. Lewis): None on this agenda.9.Discussion Items: (M. Lewis): Ethnic Studies (ES) Development: M. Lewis shared the history and background steps in creating the Ethnic Studies Department proposal. Discussions in the Social Science group was also shared. It was vetted and approved at department level and within the Academic Senate. It was placed in SGC agenda, however immediately taken off. M. Lewis requested for N. Hannum to respond to this. N. Hannum expressed that management does support this and not obstructing this to move forward. N. Hannum shared it still needs to go before Governing Board and State approvals, needed to be fully embedded with the program, course prefixes concerns, courses needed to go back to CC. Management also wants to make sure all processes are in its place, approvals, department chair, budget/FTEF allocations, and courses to be considered. A. Simone shared a presentation of Ethnic Studies history, racialized exclusion in academia, ban across the country, reasons of controversies, supports discipline/retention rates of students of color and higher graduation rates. A. Simone shared the history of Bay Area/SFSU Pioneers and Champions of Ethnic Studies, bands and challenges that are currently happening across our nations. Also shared was Ӱɴýs efforts for Ethnic Studies; 1990 & 2016 Senate called for ES faculty hire, Senate endorsement, workshops, and area F efforts. District ES current status were also presented; CCC with ES since 1969, DVC to hire FT faculty as ES Dept. Chair and Ӱɴýs various efforts. Comments; management stalling the program, our students involvement, our students want this, request for institutional racism audit comparison, was there barriers in management, reasons N. Hannum mentioned couldve happened within department if created, students comments were noted, A. Simones and adjunct uncompensated labor, many efforts of feedback and significantly discussed by ES group, there is no process for course cross listing and we need to build ES courses to urgently meet our students area F transfer needs. Differences of opinions were expressed regarding institutional racism. It was mentioned that N. Hannum supported the development of ES program from the very beginning. Accusations of racism were mentioned and discredited. Outstanding issues were mentioned to be one of the factors of ES program not starting in FA22. M. Lewis shared, professional disagreement should not be turned into personal. N. Hannum accepted ownership giving A. Simone FA22 timeline, however asking for SP23 start with all approvals and processes are in place. R. Hiscocks echoed M. Clarkes comment on creation of department is not the same as offering classes or creating program; those processes have not been withheld; only 1 course were stopped due to internal issues. Also, the department is having ongoing debate on contested curriculum faculty member does not want to transfer over to ES. There are still some issues being worked on within the Social Science Dept. The Brave New Post-Pandemic Teaching World: M. Lewis requested for everyones opinion on getting back into campus. Pandemic changed a lot of normalcy and led to disengagement at all levels. Weve lost 15% of our students and higher turnover in management district wide. Its been a challenge recruiting and hiring faculty. M. Lewis asked everyone, how are you all doing? and highlighted the posted NY Times article. Comments: Students may not come because they are working, refer disengagement as an objective definition and operational definition, and weve lost twice as many African American students. Data was requested on students, faculty, and staff; how were social distancing in classrooms, mask requirements, things that matter to people, having compromised family members, and more anxiety reducing messages. It was shared for faculty to be more supportive of students situations, arriving on time, comfort level, and transitioning anxieties. One students story is important however it doesnt represent all students; keep paying attention and keep listening to students needs. Ask students opinion or do a survey. Students will model us if its safe to be here. We all should help bring campus back to life. We should also look at connections with students online. 9.Discussion Items: (M. Lewis): Students are facing many challenges online; technology problem, wifi slow/down, some has to use their phone, background distractions, and engagement challenges. Adjunct have been decimated and the only way were going to get them back is to go back on campus. We need to have continued discussions about this, theres a lot to consider. I hope we are not hiding behind the flexibility at the expense of sound education. Everyone needs to be out there and show students that everyone is on campus and were open for students. Turn on your cameras online. A concern was brought up of making poor judgment on online learning in the middle of a pandemic. Caution on generalization comments. Faculty can build a community it their class, however we need to build a vibrant campus wide community for our students. Find ways to engage with students online, some may be experiencing life issues and have no choice but online. Students need flexibility. There should be a nice mix in online teaching and there should be certain courses not be taught. Certain courses are better in person. We need to bring back as much as we can, offer food on campus, if faculty is better at teaching in person, teach in person, keep online for students who are good at learning online, being together in person with a vibrant campus community is really important.
