Lewis shared Senates interest to hire an Ombudsperson for faculty/staff and hopefully hiring one for students for grievance process. M. Montoya): C. Montoya shared Review Summary of RAP Proposal, also posted on SGC website. $299K available for Instructional Support; $94,612 were eligible. Restricted Prop 20 Lottery was $187K available; $11,426 were eligible. Additional funding requests of $30K from Math Pittsburg and Brentwood for refrigerators for students and to host monthly pizza lunches, pending Presidents review. Lastly, additional funding requests for $59K for OAS funding for 7K, Math materials for $2K, and Consultant/Trainer for Ethnic Studies for $50K. The sub-committee will review this and if purview within the Marketplace for food funding. C. Montoya will relay Senates suggestions to SGC. Committee Update: SEM To complete one-year process before next semester and begin developing two-year scheduling that is cross-disciplinary and aligned learning with major pathways. Planning Discussed current charges, having integrating work with other committees towards our Mission goals, and having a new program review process; DVC and CCC has suspended their program review process for revamping program review process, more user friendly. Lewis shared the focus of GEs report; student obtaining a local AA degree by taking all English courses and 1 Science class. Theoretically it could become an issue, however in reality we havent had any issues. GE recommends to re-check it in a few years and run the data again. Interim Presidents (Dr. Pamela Ralston) Proposal for an Ӱɴý Governance Review Committee For the Committee to look at existing shared governance committees, do we want to create more or do we want to merge some? Are they Brown Acts working groups and how to better integrate committees so they dont overlap the work. The proposal is to create a 2 by 2 by 2 committee. (Convey by M. Lewis, Ralston not present today). Laurie Huffman is in agreement with the proposal via Star Louis Steers reading L. Huffmans email. Morgan Lynn supports the proposal however, people should be paid for this and who will be helping oversee the structure. It seems we need someone with expertise. It was clarified that the 2 by 2 by 2 means representatives by Academic Senate (2), Classified (2) and ӰɴýAS (2). Discussions: 1) lack of participation, 2) we dont integrate faculty and Senate input on 10+1 initiatives, 3) to do big work like this, lots of voices should participate; lots of eyes, lots of brains, 4) for this committee to lead this group and have forum sessions for others opinions and expertise; willing to engage, receive, and listen to feedback from lots of wider constituencies and wider groups, while it is still developing, 5) this will be discussed at the Senate Retreat in FA23, 6) using the power vacuum model, 7) the work is not the issue, its the product, 8) concerns of the group not seeking feedback from the larger audience, 9) to work in collaborative spirit; for people to engage in, 10) for larger group; assembly/forum to be involved; this is not mentioned on the report and one expressed it to be included in the report.7.Second Reading (M. Lewis): M. Lapriore supports the idea of the group brining their findings to a larger audience/forum where all voices will be heard and suggested for Senators who were part of the ISLO creation group to join this committee while also having a smaller group to do simple tasks and bring them back to the larger group. A. Sterling agrees to have a larger group. Suggestions: 1) small group to be a directing group who will plan the forums, 2) larger group will be the forum group, 3) not redo the handbook, 4) to have a forum by December, 5) for the group to collect information from various committees and present it to forum group, 6) for departments to be informed before decisions are made that may affect their curriculum and structure it collaboratively where all are being shared, 7) support the goals and place more clear language to clarify procedures. 8.First Reading: (M. Lewis): Recommendation that the CCCCD Governing Board make exceptions to interstate travel restriction rules for travel that promotes college equity. M. Lewis shared Bill 1887; when it was passed by the Legislature, it did not apply to community colleges. The District Board has decided they are not going to fund any student or employee travel to any state that has passed anti-gay laws, a lot of states apply. ASCCC wrote an exception resolutions, however the members of the State Student Senate spoke up against it; the resolution did not pass. This rule for us was not mandated by law, we didnt have to do this. It had some very serious consequences from some of our big equity initiatives. We cant do tours in black colleges and universities most of which are in these restricted states. Most of the big equity conferences are in these states such as NCORE, held in Louisiana this year (2023), we couldnt send anyone. Comments: 1) NCORE needs to do better, 2) private funding is available, 3) leery going against an initiative, 4) were going against what equity is, 5) were at 474 anti-LGBTQ bills across our country, people are dying from these bills, 6) I feel the struggles of our students of color who want to go to historically black colleges and universities, but at what cost, 7) theres a reason why the state is saying, dont fund it, 8) educate the students with all outlined details, 9) think of the liability, 10) it is dangerous to be in these states, 11) isnt it just the place to go or where people really need to go, 12) not wanting to bring in more dollars in those states is a more powerful stand. Process of placing faculty on management led task forces: Ӱɴý not having codified process on how to get faculty appointed and approved onto management called task force. How do we select people for these task forces? The process should be open unlike designated past practices where management are selecting members of task force. Does Senate want to select task force members when management need members? M. Lewis gave examples of task forces where management selected members: Facilities, Accreditation C. Montoya shared there will be some instances where management selects members to make sure areas are represented. It was suggested to put a call out and management to list criteria for faculty to assess if their expertise applies. On the resolution, management will select the faculty, comes back to Senate Leadership Council and everyone will come to an agreement. Senate Leadership to participate in deciding.
