Its going to be very difficult for them to get their transfer degrees. 5.Communications and Questions (M. Lewis): Academic Senate President: M. Lewis shared he attended the ASCCC Spring Plenary Session for 3 days via Zoom. He shared tabled items from the resolutions including to allow State Legislature to work on defining academic freedom for more debate and discussion in the future (not enough time today). Two Ethnic Studies Resolution; 1) to define the qualifications and 2) the disciplines list for people can teach it; 10.01 & 10.02 passed, 9.01 did not passed; 9.01 is assigning Ethnic Studies courses to Ethnic Studies discipline. IDEA Committee discussed to ask the Board exemptions for our inability to send students to restricted states. States that passed anti-trans, anti-gay bills, etc. This law does not apply to Community Colleges, but our Board passed the policy last semester in support of this law and we cant use District money for travel to restricted states. Its become a problem for Equity because a lot of black colleges are in restricted states and we cant take our students on college tours because of that rule. A resolution to allow exemptions for the sake of equity; the resolution failed because our Student Senate members argued against it. To travel to restricted states, your group must submit an appeal to District Board. M. Lewis will bring this back to FSCC and to Senate in FA23.5.Communications and Questions (M. Lewis): - M. Lewis shared primary resolutions to exempt specifically community colleges, academic senate, and subcommittees from Brown Act failed, However, another resolution to support general legislation pending at State level to loosen up restrictions of Brown Act passed. - M. Lewis shared non-credit education is one of the best on-boarding methods we have. N. Hannum suggested to bring a large team to Curriculum Institute in July and bring back information here and for the group to have a quick review. It was also suggested to have a faculty Non-Credit Senate Rep and also recommended to look at policies, if any college or district policy against non-credit students for scholarships. M. Lewis will include this; Article 13 on FSCC agenda for next week for group discussion. - M. Lewis shared the outcome of Joint Senate meeting (Faculty & Classified) back on Mar 20th; lots of attendance and good feedback from classified and students. Classified asked if faculty can do more advertising of campus activities and events during their classes and students are asking if more faculty attends events hosted by classifieds. Discussion sessions on Canvas was also suggested. Senate Retreat is scheduled for August 15, 2023, from 9:30-2pm. Senate membership and college governance structure will be discussed. College Administration: None Committee Update: CC Approved most of AB705/AB1705 and placed on Consent Calendar and still need to go through some changes, CC has one more meeting. GE No update on GE. IDEA Discussion on travel band, English 100E presentation, the request for numbers on face-to-face/hybrid being offered for English 100 and discussed the work to be done in the summer on transgender acting policy work. M. Lewis will bring this topic in FA23. Lewis): Curriculum Committee Proposal to add Ethnic Studies Rep: L. Giambattista shared CC already voted Yes to add Ethnic Studies Rep in CC, seeking Senate approval and will seek approval to change the Position Paper reflecting the change. Quorum will change as of FA23. Motion to approve to add Ethnic Studies Rep in Curriculum Committee Approved (M/S; R. Osburn/L. Giambattista) Unanimous, 11 Votes Distance Education Meetings Impact of Brown Act Rules; for DE to be exempt from Brown Act regulations: Motion to approve to change classification for DE Committee (M/S; L. Giambattista/R. Osburn), L. Giambattista rescinded his motion. Discussions: 1) DE not making quorum, 2) S. Hubbard said historically DE was not Brown Act, however since Academic Senate created DE, Accreditation said DE has to be Brown Act. Due to Covid, DE did not have a chance to meet in person; members were meeting remotely. Two options, to not meet at all this year and retain new members that can meet in person or change the classification of the group and meet remotely, 3) a concern of consistency with other colleges was expressed; DVC & CCC are Brown Act, 4) a concern about losing the decision-making power, 5) DDEC is a working group, does not meet in person, however makes decisions, 6) DE discusses 10+1 items which is Brown Act, we would have to take Brown Act responsibilities from DE to not be Brown Act, 7) to third-read and DE to present a revision of their Position Paper for non-Brown Act group, 8) DE members are okay with not being Brown Act. Lewis shared background from last semester regarding structure concern of Ӱɴý AA degree (not ADTs), its possible to get an AA degree taking only English courses and one Science course. A. Simone shared the GE report. Research and data were analyzed, came up with 2021-2022 student completion report shown on the Appendix of GE report and found not one students is doing this path, however there are a lot of students taking English courses. Also found, most students were taking English 100 and one student took all Science courses with one English class. To keep an eye on this and do further analyses every 3 years. Tabled to May. Interim Presidents Proposal for Ӱɴý Governance Review Task Force: P. Ralston wished to have placed additional content in the report; keeping in mind Equity and Diversity experience. Assessment questions: 1) who is coming to the table, 2) look at racial equity active members, 3) how are different voices getting heard while we process and make our recommendations, 5) examine how we work together in a committee coming back from pandemic, 6) how many committees should we have, 7) are the committees we currently have really effective, 8) we have overlap between structures, 9) are there concerns who need a working group, 10) key component is reigniting engagement in decision making process. Recommendations: 1) Results of proposed task force should be a report that analyzes committee we currently have, 2) recommendations for changes, 3) we need to finalize our governance handbook, 4) to have a flow chart, 5) to have a tool guide for changing ideas, 6) this would be the governance organizational structure we use to make recommendations, 7) function to empower the middle and bottom of the structure at most recommendations should already be approved, 8) this would be an institutional task force, 9) to have various retreat sessions. M. Lewis shared the history formation of our current governance structure founded by President Peter Garcia with 100 working participants, assigned a small task force to do the writing of position paper. The current proposal differs from P. Garcias model, M. Lewis said. C. McGrath added, history process was all full-time faculty were members of the Senate and whoever came in can vote; everyone was involved. Discussion: 1) why arent more people involved, this should be part of the work of task force, 2) work of the college and accreditation happens in committees, 3) we no longer get or pick up mail, 4) consider preference of working with small group or bigger group and how do constituency groups weigh into it; how do they influence and suggests, 5) to have a faculty task force to look at Senate Brown Act committees, 6) to have a shared governance technology innovation committee; may have some impact on DE, 7) constituency feedback requested, 8) for task force to come up with training guide with appendix, 9) beginning of the year for committees to review the charges. M. Lewis shared his concern of not having enough constituency input that will affect the operations of the entire college and suggested for the task force commit to holding forums and getting Senate input before coming up with final recommendation. P. Ralston agreed and will be adding this in Methods of the proposal presented here.10.Discussion: (M. Lewis): How to evaluate proposed changes to interdepartmentally critical GE/Transfer courses at Ӱɴý: M. Lewis shared circumstances in the past and requested for discussion to come up with an advance policy and procedures when making changes that affect other programs in the college. A policy when redoing an important course vital for GE, transfer, and particular major that will affect students ability to transfer or their progress. - Suggestions: 1) check colleges statewide for various models, 2) aspect of scheduling becomes contracts issue, 3) use this as case study to have everyone at the table, 4) CC to verify affected programs via CC addendum course form, 5) Office of Instructions to create a checklist for course communication, 6) campus wide communication especially for new Math offerings in 2024, 7) look at criteria and perhaps redesign our GE. 10.Discussion: (M. Lewis): b) Data We Need for Equity Evaluation at Ӱɴý: M. Lewis shared data reports needed for the college; 1) equity data reports per course should be generated to do an effective equity review per department; general department disaggregated data for success and retention report will not suffice to measure equitable outcomes, 2) data year by year and semester by semester how were doing in equity, 3) are we gaining or losing students from various identity groups, 4) students success rates, 2,3, or 5 years ago. - Statewide Chancellors Office Data shows: 1) Ӱɴý has lost 20% of total enrollment, 2) weve gone from 14% to 11% of African Americans through the pandemic, 3) pre-pandemic, we had 58 African American employees, now down to 40; almost all Adjunct faculty, 4) African Americans currently enrolled are succeeding better, 5) data report presented on when in the semester are we losing students overall and African Americans. - Specific intervention should be done at department, class, and section level by identifying innovative methods that are working for student success. c) Process for Placing Faculty on Management Led Task Forces.
