Clark) Unanimous, 14 Votes #5a to add female, to read, Ӱɴý in 50-year history has never had a female permanent President.5.Communications and Questions (M. Lewis): Academic Senate President: Dr. Pamela Ralston (Interim President) has been here since Dec 29th on campus and shared what she has done so far; 1) meeting with various individuals, 2) campus tour, 3) meeting with M. Lewis, 4) meeting with Faculty Union, 5) Classified Union, and 6) Classified Senate. P. Ralston is hoping to reach out to a lot of people to know whats really important in such a short amount of time (6 months). Dr. Ralston was a former Academic Senate President in Washington State. M. Lewis thanked Dr. Ralston for the effort coming in to campus earlier. Various individuals introduced themselves and shared their programs; J. Bui (ӰɴýAS) and N. Trager (MESA). 5.Communications and Questions (M. Lewis): - The vaccine mandate is now gone for both students and staff. You can still ask students to wear mask, however you cant make them do it. - The District budget is in good shape. The Governor has financed the funding formula where we will get more money even if fewer students are declared. The overall budget will be a wash with no major financial hit, however we need to grow enrollments for financial growth. The Legislature is still in discussion with the Governor; its not a definite ruling on the funding formula. The average loss for the state, looking at community colleges around the state is 20%, pre-pandemic; a huge amount of enrollments. The district is changing board policy, to mandate the district have a 2-month reserve and maintain a 2-month reserve; 17% of our budget. Official mandate was 5% reserve. M. Lewis shared what the UF said, theyve been maintaining 20% reserves for over 10 years. The board is formally approving this change. The Emergency Order 361 will end at the end of February 2023. The following will take place for our campus: 1) Senate will have to meet fully in person, 2) Zoom attendance is no longer allowed, because we will be back under Brown Act rules, 3) Jan 30, Feb 13, and Feb 27th meeting will be hybrid. Assuming its not extended, starting Mar 13th meeting will be fully in person, 4) Mark and Abbey will be querying the Senators if they are will to continue as a Senator if they have to come back in person, 5) AB2449 has a few exceptions to the brown act with very limited circumstances when people can meet with the group remotely. Reason you can miss a meeting and join remotely is if you are very ill, if youre taking care of somebody at home whos ill, if youre on the business for the group (Senate), or if youre in a major transportation issue. These circumstances can only be applied twice a calendar year (Jan Dec), quorum in person is a must. If quorum is not met in person, we cant allow anyone to meet remotely, and an approval is needed from the membership. 6) We have to set-up a conference site in Brentwood where public can attend. N. Hannum will check on the conference site for public attendance in Brentwood. Note: N. Hannum shared with the amount of decisions being made in SEM, she wouldnt be comfortable if SEM wasnt under brown act. - Save the date, March 20th (3-5pm) there will be a joint Senate meeting; Academic Senate, Classified Senate and ӰɴýAS (Student Senate). - M. Lewis shared open Senate positions listed on agenda; ASC V.P., ASC Financial Officer, and faculty Brentwood rep to serve on DGC. GE needs a rep whose calling is in the Ethnic Studies, multi-culturally diverse diversity category (T. Caldwell is stepping down). College Administration: Current Reassign Positions for Recruitment N. Hannum shared the deadline to apply for reassign time has been extended for the third week of February. Acknowledgement were given to those individuals (A. Simone, E. Haven, J. Saito) who is understandingly waiting and giving opportunity for their colleagues to apply and asked everyone to share with others to apply so that the college can maintain its staggering reassigned positions. Current reassign open positions were mentioned; 1) GE Chair, 2) Reading and Writing Center, 3) DE Chair, and 4) Guided Pathways Strategic Scheduling, 5) Nexus Coordinator, and 6) DE Committee Chair. Committee Update: GE had first meeting, started discussions on our recommendation on CalGETC versus GE pattern to figure out if we need to run fully. 6.Consent Calendar: Motion to approve Consent Calendar Approved (M/S; J. Clark/J. Townsend) Unanimous, 15 Votes Institutional Racism Taskforce Erlinda Jones Child Development J. Townsend will inform Erlinda Jones of Senate approval on Consent Calendar. 7.Second Reading Third Reading (M. Lewis): Revisions to Senate Bylaws M. Lewis shared the developments from previous meetings regarding revisions or additions he had made to Senate Bylaws (listed on document in blue ink). Some of the revision/additions were regarding 1) emergency Senate vote during summer/winter sessions; now listed to be solely voted by ASC President (Sec IV, 36-39). M. Lewis shared what comes up during break sessions; hiring committees for hiring management, 2) Motions protocols; it is not considered as a First Read unless written documents have been submitted, and 3) Article III, Sec III, line 139; should was discussed. M. Lewis clarified that hiring management comes through the Senate and hiring faculty comes through the Department. Motion to approve the Senate Bylaws with below addition Approved (M/S; J. Von Bergen/L. Giambattista) 12 Yes, 2 Abstain & 1 No To add on Article III, Sec III, line 146; unless the issue is time sensitive then the written portion can be submitted during Second Read. It was shared the additions shouldve been brought back to department constituencies for their opinion before final voting. It was clarified, the Senate Bylaws says, If no voting occurs during Third Read, then the item has to be tabled. 8.Special Item: ӰɴýAS (J. Bui) - ӰɴýAS first meeting was last week and met earlier for the second meeting. They are down to 7 Senators and allocated $5,000 to help students with school supplies; supplies not specified. They are focusing on growing their membership numbers, having listening forum at DVC regarding basic needs (housing, transportation, groceries, campus security, etc.), having guest speaker, and theyre working on creating a resolution to present to ASCCC regarding Course Repeatability; remove the W counting as attempts and more leeway for students. M. Lewis commended ӰɴýAS for creating the resolution on Course Repeatability. 9.First Reading: (M. Lewis): AB-928 Issues and Possible Senate Recommendation M. Lewis explained the proposed recommendation to the Board, to the Intersegmental Group committee not to go ahead with AB-928 as currently written on combined CalGETC Pathway for Transfer; Ethnic Studies now takes place to one of Area D requirements. In order to keep units down, they took out Area E entirely and they reduced Arts and Humanities by one class. The District Board is considering making a recommendation against this. M. Lewis shared that this is time sensitive. Group Comments: 1) Yes to CalGETC; it makes it easier on students especially those of STEM students. For STEM area, it is overall positive. 2) Computer Science area, this would be positive for their students. 3) English Department supports the Ethnic Studies aspect, however is concern reducing humanities requirement by a course. 4) Shortening courses are happening everywhere; 2 in Area C, 2 in Area D, and eliminating Area E. 5) Not happy about the world language requirement as it touches on Equity issues. 6) Area E is Equity issues and our student athletes mostly will be negatively impacted by this elimination. 7) Speech is concern about addition of an English prerequisite before Speech 110; an additional barrier for Speech 110. 8) Why the quick turn-around - Discussions within the Board meetings are in support of the recommendations and M. Lewis said the Board may vote on this at their next meeting or the meeting after. DVC created a resolution asking the board to vote no on this. 9) Recommendation to read Ed Source article regarding this issue; how its faculty focused and not student focused. 10) Students are concern where some of the classes will live; will the classes be redistributed someplace else or will they be eliminated altogether? 11) Equity issues not offering Area E courses for CSU. 12) We need to have a study session on CalGETC and the implications for that; perhaps during one of our college assemblies. 10.Discussion: Timeline for Guided Pathways Implementation: N. Hannum shared the SEM and GP Timeline Update as of 1/30/23. Current cycle focus is the one-year schedule along with district support. DVC will launch their one-year schedule by next year. All courses are now on eLumen. One-year scheduling challenges we are facing is because of GE; students have many choices to what they can take and this will be completed by this SP23. Grace Villegas is our new Curriculum Management Specialist and will support us in eLumen and training. Classified Scheduling position will open soon and has been submitted to HR for recruitment and 2 faculty/OAS positions will be available to work in the summer to help build up the data. Success Teams are combination of people working on key model management and making sure students dont fall behind. Along with a group in Chancellors office, were focusing a lot on Program Coordinators roles and what that would look like and Admins to support the team and what they will be in the success team model. Whats the expectation from the team, lead faculty, and faculty advisor and Counselors to work with their Deans to identify the pathway of alignment, on load hours and cohort sizes. Pathway projects continuing to refine messages and methods in collaboration with Student Services and Marketing. Student analysis work, direct intentional to check on students via Starfish especially if students are falling behind. Were looking into other colleges methods for implementation on campus. Marketing Julie Casey our new Marketing Director has taken on a lot of time to understand our pathways and how to market to our students and what are the modalities to achieve students goals. CRMs is designed as an outreach tool of GP with cataloging perspectives. Success team implementation will have more visibility to students, more faculty hands-on involvement and more Dean interactions. ChatGPT Issues AI in Education: M. Lewis explained what ChatGPT Artificial Intelligence that anyone can access online with open source; it will write papers for students. A pretty robust program that can pretty much do anything; Math, write college level essay papers, etc. M. Lewis did some extensive research how to defeat ChatGPT; To require students to make a bibliography for any essay. ChatGPT cannot do and has no ability to do a bibliography. ChatGPT takes fragments of information from here or from there and attempted to do a bibliography without success. Tell Us Something Good J. Saito shared one of Ӱɴý alumni, Sonia Bustos; a MESA Superstar, Honors Superstar, and winner of Jack Kent Cook, just began her Ph.D. journey with Stanford University studying Molecular Biology. Sonia Bustos is scheduled as a Keynote Speaker at MESA Statewide Leadership Retreat. MESA had all four Bustos sisters as MESA Program students. What would you like to discuss at Senate? No discussion, ran out of time.11.Upcoming Items and Committees: (M.
