FORMCHECKBOX Yes ( FORMCHECKBOX Required or FORMCHECKBOX Optional?) FORMCHECKBOX No Whether is a required course or an optional course will depend on the transfer target school. Could this course be part of a new program in the future? FORMCHECKBOX Yes FORMCHECKBOX No Is it part of a proposed new program? FORMCHECKBOX Yes FORMCHECKBOX No Please state the rationale for proposing the course. Include need and method of determining need. If program is new, attach Ӱɴý Preliminary Proposal New Instructional Program form (precedes state program approval application). This is one of the new courses proposed for a Career Development and College Preparation (CDCP) non-credit certificate. The content of this course aims to support students in exploring and deciding on a career direction and developing a plan to gain the education and/or training necessary to be successful in obtaining identified career. It is our hope that this course be highly accessible to students in our service area who are not at present attending college being that the course is offered at no cost, has a simplified onramp and application process, offers a flexible entry and exit system that benefits students who may need to stop attending class due to sudden change in personal circumstances such as a change in work schedule or access to childcare. Non-credit courses are also available for unlimited repeatability for continued learning. As non-credit courses and programming is a focus district-wide as a strategy to access new students and increase enrollments at the colleges, we are proposing this non-credit course to support and enhance learning and success in other non-credit courses currently offered at Ӱɴý in ESL, Math, and English, as well as future courses, such as in CTE fields. As the Ӱɴý Non-Credit program becomes established and well-known throughout our service area, we expect further increases to enrollments in non-credit and credit courses across disciplines at Ӱɴý. We have consulted with Adult Education programs in our service area, ESL faculty, Math faculty offering non-credit courses, Counseling Faculty and Adult Transition Specialist staff working with special populations including formerly incarcerated students, students attending court schools or alternative K-12 schools, Workforce and Economic Development Dean, CTE Dean and other community college campuses offering non-credit courses and programs including Santa Barbara Community College and San Diego Community College in determining the need of non-credit course seeking students and the perceived and actual barriers that these students face when attempting credit-bearing coursework at the college level. This course is part of a 2 course sequence for a Career Development and College Preparation (CDCP) certificate of competency entitled Career Development and College Preparation This course aims to prepare students to be able to fully access and be successful in college courses, certificate, and/or degree by supporting students in determining major and career direction. This course is also considered a job preparation course in that a student gains intimate knowledge of what the selected job entails as well as the requirements of preparing for their identified job choice. Within the two year course offering cycle, what are the expected enrollments for the course? We expect to have 20-25 students enrolled per semester that the course is offered. What student groups are most likely to enroll? Low-income, Adult Learners, ESL students, students attempting college for the first time at an older age, returning students who have been away from college due to work and family commitments, formerly incarcerated students, students at K-12 alternative education sites, court schools. What is the current productivity (FTES/FTE) for courses in the program review family of the proposed course? This course belongs to the Counseling Department, the average FTES for open to all sections and excluding any HS dual enrollment sections of COUNS-030, COUNS-032 and COUNS-034 in Fall 2019 is 0.91. COUNS-034 average FTES is 1.15. COUNS-032 average FTES is 0.91. COUNS-030 average FTES is 0.68 due to a change in personnel for the ESL Counselor position and less outreach occurred during the transition for the course. COUNS-032 has had lower fill rates as more and more students are taking these courses at the high school level as articulated or dual enrollment courses. How might this course impact other curricular areas? This course is not expected to impact other curricular areas. Which faculty in that area have been consulted? N/A What are the budget implications of this course? Unknown at this time. Will out of the ordinary supplies or facilities be necessary? If yes, explain. FORMCHECKBOX Yes FORMCHECKBOX No If yes, explain. Include implications for classified as well as certificated staff. Has an advisory committee been established and consulted? FORMCHECKBOX Yes FORMCHECKBOX No I am attending the Ӱɴý Non-Credit planning group whose membership include faculty from CTE departments, Workforce and Economic Development Dean, CTE Dean, and Adult Education Transition Specialist. I have also been attending state-wide conferences on non-credit as well as consulting with faculty offering non-credit courses here at Ӱɴý in the ESL and Math departments. Additionally, I have been a part of a regional Adult Education Consortium for the past 2.5 years to understand the needs of Adult Learners and examine ways to increase enrollment of this population at the community college. Additionally, I have consulted with the Santa Barbara Community College and San Diego Community College districts who both have longstanding non-credit courses and programs. Is there any additional information pertinent to the committees evaluation of this course proposal? CDCP is an area that CCCCD and Ӱɴý are focusing on as an area to increase student enrollments and success. Non-credit courses that are designated as CDCP are funded at the same rate as credit bearing courses per SB 860: Ed Code 84750.5 (d)(4)(A)(ii) Beginning in the 201516 fiscal year, career development and college preparation FTES shall be funded at the same level as the credit rate specified in paragraph (2). This rate shall be adjusted for the change in the cost of living or as otherwise provided in subsequent annual budget acts.
