Ӱɴýs workforce development system includes all programs, services and units at the college that work collaboratively to prepare our students for the workforce. The system enables all students to identify their career goals and aspirations and connects them successfully to services, resources, and instruction to help them realize those goals. The broader workforce system includes K-12, universities, community-based organizations, workforce development boards, Americas Job Centers, industry and business. Since its inception in 2012, the Ӱɴý Workforce & Economic Development unit has worked to coordinate and align the Ӱɴý instructional units and local external stakeholders to achieve the mission, vision and values of the unit which includes seeing to it that Ӱɴý students are the preferred candidates for high-demand, living-wage jobs. Workforce & Economic Development helps to ensure that students have the knowledge, skills, and abilities to meet the current and future needs of the economy. Rationale What role would this program fulfill in the college curriculum? Why is it important to offer this program? The colleges Workforce & Economic Development staff invest significant effort maintaining meaningful relationships with local leaders and leadership groups who are shaping the future of East Contra Costa County. This includes state and local elected officials, city and county managers and economic development directors, regional public-private partnerships, political advocacy and networking groups, etc. In doing so, Workforce Development staff learn about emerging workforce needs that may not always be aligned with existing Ӱɴý instructional programs and/or academic strengths. Establishing Workforce Development as an academic unit at the college will facilitate the development of new programs, credit or noncredit, in subject areas outside of the existing college catalog. As such, the unit lacks the traditional Program-Level Student Learning Outcomes as many new and immerging programs are represented. This comprehensive pre-apprenticeship curriculum presents an introduction to the construction industry and trades awareness, construction health and safety, tools and materials, heritage of the American worker, diversity in the construction industry, blueprint reading, and employability skills. If so, provide the rationale for duplicating it at Ӱɴý. Construction: Diablo Valley College has a Certificate of Achievement (COA) and Associate of Science Degree in Construction Pre-Apprenticeship. The COA consists of 21.8 units delivered M-TH approximately 8AM to 5PM in a single semester. Some students may complete in 2 semesters. Courses include Orientation to College, Mathematics, English, Blueprint Reading, Construction Process, Occupational Survey of the Trades, Kinesiology, Construction Job Site Training and Job Search Strategies. With approximately 24,000 trades-related jobs anticipated in Contra Costa County by 2023 (see chart on page 7) and with the stated interest of East Contra Costa County high schools, two of which have construction programs, the addition of a locally-available, evening and weekend construction Pre-Apprenticeship program is more than warranted. Drones: DVC is developing a certificate and/or degree in drone operations in connection with their Geology program. Other programs within the college have expressed interest in development of drone instruction to serve their particular industry journalism, photography, etc. Ӱɴý and DVC are working together with Contra Costa County Airport management, CCC Office of the Sheriff, CCC District 3 Supervisor, Diane Burgis and CCC District 5 Supervisor, Federal Glover, to serve the needs of the entire region. Locally there is a strong desire to utilize the Byron Airport as a hub of drone research and development. Forklift & Warehouse: CCC has a forklift and warehouse program fashioned after a very successful program at the College of Alameda. CCC adjunct staff are assisting with development of the Ӱɴý program with CCCs encouragement. CCC is redesigning their current program to be similar to Ӱɴýs delivery as a noncredit program offered evenings and providing 3rd-party industry certification. There are currently multiple initiatives and/or industrial developments that will bring about the need for warehouse and logistics career training. Two of these initiatives are briefly described below. The Northern Waterfront Economic Development InitiativeTMis a regional cluster-based economic development strategy with a goal of creating 18,000 new jobs by 2035. The Initiative leverages existing competitive advantages and assets by focusing on advanced manufacturing sub-sectors in five targeted clusters (advanced transportation fuels, bio-tech/bio-medical, diverse manufacturing, food processing, and clean tech). In Oakley the redevelopment of the former Dupont site is currently moving through the Citys design review process.. With 3,000 estimated employees at full build-out, this project will feature 2.249,544 square feet of light industrial space on 375 acres. Opportunities for employment in the field of Warehousing and Logistics will add new career training pathways for East County K12, Adult Education and community college centers. For new CTE programs: provide labor market information and job market projections that support the establishment of this program.
